To provide assistance to Member States at all phases ASP RI 2 Emergency of disaster management, i.e. disaster preparedness Telecommunications including early warning, disaster response/relief and rehabilitation of telecommunication networks. To assist ITU Member States in making a smooth ASP RI 3 Digital Broadcasting transition from analogue to digital broadcasting. Broadband Access and ASP RI 4 To assist Member States in the development of Uptake in Urban and Rural broadband access in urban and rural areas.
