Culture and civilization are increasingly becoming the source of conflicts as well as an important factor of making a new world order. Although globalization contains a homogenization tendency, it does accentuate differences, especially in the cultural arena. These contradictions are very much evident in cities and regions. In the global-local context, culture plays both as a resistant and a resilient force. With the cultural turn of capitalism in recent years, every city in the world is concerned with the role of the cultural economy in urban regeneration. Even though economic regeneration is the primary concern of many local and regional governments, we should not forget that culture is also a source for our daily life and collective identity. It is well known that the concept of culture is elusive. We cannot say, however, that culture includes everything or culture is something left over as a residual category of socio-economic analyses. In the analysis of the culture-economy nexus in cities, we should be more specific about what elements of culture are related to the economy of cities. We should also recognize the need to support cultural activities for the sake of human and community development in cities. I understand that this monograph is a small step towards the investigation of these complex issues surrounding the culture and economy of cities. I hope, however, the city case studies and some conceptual discussions included in the monograph will provide some clues for understanding of the relationship between culture and economy in cities. An allied objective of the conference was to explore strategies not only to generate economic development but also to enhance cultural development of cities. To achieve these objectives, principal research collaborators at the Korea Research Institute for Human Settlements and Faculty of the Built Environment, University of New South Wales, developed jointly short terms of reference with which local authors could take a look at the culture-economy-place nexus. The terms of reference included the definition of key concepts and their relationships. First, local culture is posited to be interrelated to the character of urban economic activity. Economic activity, in turn, is understood to be a dynamic element of the cultural development of cities. This interrelatedness has a special significance in the cultural economy because of the intensity and idiosyncracy of the relations between the cultural attributes of a city and the qualitative aspects of local cultural products. As touched upon briefly in the conceptual discussion of Chapter 2, local culture can be defined in several ways. 1 1) It refers to the cultural milieu of production as discussed in industrial sociology. Local embeddedness and social relations of production are the key to understanding the cultural milieu of production. 2) It refers to the material and visual attributes of a city, i.e., architectural landmarks, museums, theaters, streetscapes, historical heritage, etc. Oftentimes, these artifacts become part of city marketing strategy. In this sense, local culture is equivalent to the physical capital of a city. 3) It refers to the cultural ambience of a city. Cultural diversity, lifestyle and tradition may become a factor in local development and they can be an element of place marketing especially for tourists.

    WILLIAMS-EXETER PROGRAMME AT OXFORD UNIVERSITY Director: Professor Gretchen Long THE PROGRAMME Williams College offers a year-long program of studies at Oxford University in co-operation with Exeter College (founded in 1314), one of the constituent colleges of the University. Williams students will be enrolled as Visiting Students at Exeter and as such will be undergraduate members of the University, eligible for access to virtually all of its facilities, libraries, and resources. As Visiting Students in Oxford, students admitted to the Programme will be fully integrated into the intellectual and social life of one of the world’s great universities. Although students on the Programme will be members of Exeter College, entitled to make full use of Exeter facilities (including the College Library), dine regularly in Hall, and join all College clubs and organizations on the same terms as other undergraduates at Exeter, students will reside in Ephraim Williams House, a compound of four buildings owned by Williams College, roughly 1.4 miles north of the city centre. Up to six students from Exeter College will normally reside in Ephraim Williams House each year, responsible for helping to integrate Williams students into the life of the College and the University. A resident director (and member of the Williams faculty) administers Ephraim Williams House, oversees the academic program, and serves as both the primary academic and personal advisor to Williams students in Oxford. Students on the Williams-Exeter Programme are required to be in residence in Oxford from Tuesday, 25 September 2018, until all academic work for Trinity term is complete (potentially as late as at least 28 June 2019) with two breaks for vacations between the three terms.

    Submission on the environmental impact of Badgerys Creek airport. Dr Anthony Green, Visiting Principal Research Fellow, Microsimulation Risk Group, University of Wollongong 17/12/15 1 EXECUTIVE SUMMARY The Federal and New South Wales State Government have released a preliminary Environmental Impact Statement (EIS) on the operation of a new double runway class 1 airport by 2060. This follows a report in 2012 on the joint Study on Aviation Capacity in the Sydney Region and publication of preliminary plans for the new airport operation in 2014 together with the preliminary EIS for the proposed Airport. This reports concentrates on the decision that an airport is actually needed within the Sydney Basin and the risks associated with siting this airport at Badgerys Creek which have not been adequately assessed within those documents. The forecasts on aircraft flights were based on unrestrained projections. There is no interaction considered with other systems that would limit these forecasts. As a result all passenger numbers, aircraft movements and employment figures are over stated. Furthermore the loss to the economy from not building Badgerys Creek airport are not as great as stated and the cost benefit in building the airport is questionable. The unreliability of forecasts is demonstrated in the forecast for 2014 from 2010 which is 10% higher than the number of aircraft movements that actually occurred in 2014. KSA already has an additional 10% capacity compared to the forecasts. The document also demonstrates that there was no cost benefit comparison with alternative forms of transport or with integrated transport systems. Since 42% of aircraft movements in 2014, were to Brisbane, Canberra, Coolangatta or Melbourne a cost benefit comparison of benefits and risks should have been undertaken involving integrated transport.

McCarthy ABSTRACT Runaway production is a phrase commonly used by Hollywood film and television production labor to describe the outsourcing of production work to foreign locations. It is an issue that has been credited with siphoning tens of millions of dollars and thousands of jobs from the U.S. economy. Despite broad interest in runaway production by journalists, politicians, academics, and media labor interests, and despite its potential impact on hundreds of thousands—and perhaps millions—of workers in the U.S., there has been very little critical analysis of its historical development and function as a political and economic discourse. Through extensive archival research, this dissertation critically examines the history of runaway production, from its introduction in postwar Hollywood to its present use in describing the development of highly competitive television and film production industries in Canada. From a political economic perspective, I argue that the history of runaway production demonstrates how Hollywood’s multinational media corporations have leveraged production work to cultivate goodwill and industry-friendly trade policies across global media markets.
