Present: Mr. Speaker in the chair and members Hon. Jeremy Harrison, Everett Hindley, Hon. Paul Merriman, Laura Ross,* and Carla Beck. Substituting Members Laura Ross for Lisa Lambert 2. It was moved by Mr. Hindley: That the steering committee, as established at the organizational meeting of the Standing Committee on House Services, be comprised of the Speaker, Ms. Sproule, and the Hon. Mr. Harrison. The question being put, it was agreed to. 3. It was moved by Mr. Hindley: That the rules revision subcommittee of the Standing Committee on House Services be comprised of the Speaker, Ms. Sproule, and the Hon. Mr. Harrison. The question being put, it was agreed to. 4. The committee considered changes to membership on standing committees pursuant to rule 139(4)(a). 5. It was moved by Ms. Ross: That the names of Fred Bradshaw and Huge Nerlien be substituted for the names of Herb Cox and Everett Hindley on the Standing Committee on Crown and Central Agencies. The question being put, it was agreed to. 6. It was moved by Ms. Ross: That the name of Hugh Nerlien be substituted for the name of Dan D’ Autremont on the Standing Committee on Human Services; and further That, the name of Herb Cox be added to the Standing Committee on Human Services. The question being put, it was agreed to. 7. It was moved by Ms. Ross: That the names of Greg Lawrence and Dan D’ Autremont be substituted for the names of Fred Bradshaw and Hugh Nerlien on the Standing Committee on Intergovernmental Affairs and Justice; and further Standing Committee on House Services September 16, 2019 That, the name of Randy Weekes be added to the Standing Committee on Intergovernmental Affairs and Justice. The question being put, it was agreed to. 8. It was moved by Ms. Ross: That the names of Greg Brkich, Herb Cox and David Buckingham be substituted for the names of Lori Carr, Todd Goudy and Warren Michelson on the Standing Committee on Public Accounts. The question being put, it was agreed to. 9. It was moved by Ms. Ross: That the names of Fred Bradshaw, Jeremy Harrison, and Delbert Kirsch be substituted for the names of Greg Brkich, Dan D’ Autremont and Randy Weekes on the Standing Committee on Private Bills; and further That, the name of Don McMorris be added to the Standing Committee on Private Bills. The question being put, it was agreed to. 10. It was moved by Ms. Ross: That the names of Jeremy Harrison, Everett Hindley, and Lisa Lambert be substituted for the names of Greg Brkich, Dan D’ Autremont, and Greg Lawrence on the Standing Committee on Privileges. The question being put, it was agreed to. 11. The committee considered its thirteenth report. It was moved by Ms. Ross: That pursuant to rule 136(6), the thirteenth report of the Standing Committee on House Services be adopted and filed with the Clerk. The question being put, it was agreed to. 12. It was moved by Hon. Mr. Harrison: That this committee do now adjourn. The question being put, it was agreed to. 13.     President’s Address SARM’s 2020 Annual Convention began with opening ceremonies and an address from SARM President Ray Orb. His address touched on several issues important to rural Saskatchewan. President Orb welcomed delegates to the 2020 Annual Convention with special recognition to Senator Roland Crowe, former Chief of the FSIN, former Chief of Piapot First Nations, as well as President Orb’s neighbor. Mr. Crowe was recognized for his commitment to the betterment of the First Nations people and to the province of Saskatchewan receiving the Saskatchewan Order of Merit in 1985. Roland initiated meetings with SARM, and business leaders in this province, to discuss common interests with the idea of creating a path forward for all of us. President Orb expressed the importance of municipal cooperation and collaboration, promoting the power of working with our rural, urban, and First Nations neighbors. He also shared SARM’s disappointment with SUMA’s proposed name change indicating SARM will not stand in the way of RMs working together to form municipal districts, but SARM will still stand up for rural municipalities when we believe their best interests aren’t being served. The name Municipalities of Saskatchewan implies that there is only one municipal association in this province representing all municipalities, which simply is not true. Saskatchewan is diverse. We have urban municipalities. And we have rural municipalities. We have SARM and SUMA and we believe that’s the way it should be. We champion the value of rural Saskatchewan and understand the unique challenges and opportunities that exist in our RMs.
