Oceania National Olympic Committees Oceania National Olympic Committees 2006 OLYMPIC SOLIDARITY PROGRAMMES IN OCEANIA – SITUATION REPORT DECEMBER 31 2007 CONTINENTAL PROGRAMMES NATIONAL TECHNICAL PROGRAMMES (including Sports Development Officers and Equipment Grants) The 15 NOCs in Oceania scheduled a total of 102 technical programs and activities through their respective 2006 National Activities budgets. To date ONOC has received 68 reports (68%) from NOCs on completed activities. The majority of NOCs made allocations for the employment of Sports Development Officers. All NOCs made provision for equipment grants of $5,000.00 each. The 2006 budgetary allocation for these programs is US$975,000.00 and to date a total of US$ 854,437.76 or 87.6% of the overall allocation has been remitted to the NOCs upon receipt of confirmed programme details or completed reports on activities undertaken. SAM Technical Courses in Swimming & Basketball, NOC Sports Development Officer SOL Sports Development Officers (NOC, Basketball, Tennis, Athletics, Weightlifting, Boxing, Baseball/Softball, Archery), Technical Courses (Basketball, Tennis, Athletics, Boxing, Table Tennis, Volleyball, Archery), Assistance for participation in National Games, Oceania Judo Championships, Oceania Taekwondo Championships. TGA Technical Courses (Judo, Athletics), Boxing Development Officer program, NOC Sports Development Officer. VAN Basketball Coaching Course, Tennis Development Officer, Table Tennis Development Officer, 2006 Commonwealth Games preparation (Table Tennis, Athletics, Boxing), Assistance for participation in Oceania table Tennis Championships, NOC Sports Development Officer. IF / ONOC Technical Experts’ Program On the basis of expert’s reports and claims submitted by the relevant International Federations, a number of reimbursements have been made for course experts’ travel and per diems. Due to under-expenditure in the 2006 budget, a number of reimbursements related to activities implemented in 2007 have been charged against the 2006 budget. Reimbursements were made in relation to the following programs to date: • Table Tennis Technical Courses in FSM, PLW, PNG, KIR and COK • Softball Technical Courses in FSM & PLW • Swimming Technical Course in SAM • Athletics Technical Course in TGA • Tennis Technical Course in SOL • Volleyball Technical Course in FIJ • Baseball Technical Courses in MHL & GUM • Gymnastics Technical Course in AUS • Basketball Technical Courses in FSM, PLW, COK and SOL. Official project-related travel and per diem costs for the ONOC Staff are also claimed against this budget. 2006 Solidarity Report 31/12/07 2 2006 Budget: $108,500.00 Paid to date: $102,323.38 (98.9%) OCEANIA SPORTS INFORMATION CENTRE 2006 Budget: $50,000.00 Paid to date: $49,846.80 (99.7%) OLYMPOCEANIA Three payments were made. The first was to the Guam NOC to facilitate the purchase and development of their new headquarters building; the second & third were to the Tonga NOC to secure title over their proposed new headquarters. 2006 Budget: $195,000.00 Paid to date: $98,283.73 (50.4%) REGIONAL PROJECTS Collaboration with Regional Federations In 2006, ONOC paid support grants to the following International Federations / members of the Olympic Sports Federations of Oceania to assist with their development activities in the region. • Baseball Confederation of Oceania • FIBA Oceania • Oceania Athletics Association • FITA • Oceania Judo Union • Oceania Softball Federation • Oceania Table Tennis Federation • Oceania Tennis Federation • Oceania Badminton Federation • Oceania Hockey Federation • Oceania Weightlifting Federation 2006 Budget: $275,000.00 Paid to date: $245,000.00 (89%) Regional Training Centres Support grants for the operations of regional training centres were paid as follows: • IAAF High Performance Training Centre, Auckland, NZL • IWF Regional Weightlifting Institute, Apia, SAM • ITF Regional Training Centre, Lautoka, FIJ • Baseball Confederation of Oceania Regional High Performance Academy 2006 Budget: $80,000.00. Paid to date: $80,000.00 (100%) 2006 Solidarity Report 31/12/07 3 Oceania Sport Education Programme Funds were used for: • ONOC WIS attendance at the ANOC Assembly in Seoul in April. • Training programs for NOC staff on video analysis software • Development costs of new online Solidarity management system • Establishment of Oceania RADO Office 2006 Budget: $60,000.00. Paid to date: $47,212.81 (78.6%) Sporting Pulse The 2006 support grant of $50,000.00 for ongoing development of the oceaniasport.com web portal, NOC websites and competition management software was paid. SPORTS ADMINISTRATION PROGRAMME Payments were made to the NOCs of American Samoa, Australia, Fiji, New Zealand, Samoa, Solomon Islands and Tonga for a series of Sports Administration training programs in 2006. 2006 budget: $150,000.00. Paid to date: $67,045.62 (44.7%) REGIONAL / NATIONAL GAMES ORGANISATION Support grants were paid to the Organising Committees of the following regional multi-sport games: • XIII Pacific Games, Apia, Samoa, 2007 • VIII Pacific Mini Games, Rarotonga, Cook Islands, 2009 • III Australian Youth Olympic Festival, Sydney, 2007 A support grant of $15,000.00 was made to the Guam NOC on behalf of the Organising Committee for the 2006 Micronesian Games, held in Saipan from June 23 to July 2. ONOC’s 2006 support grant of $25,000.00 to the Pacific Games Council has been paid. NOCs which coordinated National multi – sport Games during year: Cook Islands, Fiji, Nauru, Kiribati, Palau, Solomon Islands, Samoa and Vanuatu. 2006 Budget: $235,000.00 Paid to date: $233,216.60 (99.2%) 2006 Solidarity Report 31/12/07 4 WORLD PROGRAMMES NOC Preparation – Regional & Continental Games Funding under this program was aimed at assisting athletes to prepare for the 2006 Commonwealth Games in Melbourne, Australia and the 2007 Pacific Games in Apia, Samoa.
