2008 Secretariat Report

2008 was another year of great success raising the benchmark in our fundraising efforts and our athletes proving their worth with excellent performance at the Olympic Games.

For the first time we entered a team in the Commonwealth Youth Games, which enabled us to gauge the performance of our up and coming athletes, some of which will be targeted for the Commonwealth Games in New , and the Olympic Youth Games both in 2010, and the London 2012 Olympic Games.

With very proactive committees we saw many projects implemented and achieved through effective teamwork and partnership with major stakeholders.

This report summarizes the highlights for 2008.

1. Olympic Solidarity 1.1 National Activities Grant The following sports were allocated funds for their national activities: Athletics (US$3000); Archery (US$3000); Basketball (US$3000); Beach Volleyball (US$2000); Boxing (US$3000); Hockey (US$3000); Judo (US$3000); Sailing (US$3000); Shooting (US$2000); Swimming (US$3000); Softball (US$3000); Taekwondo (US$3000); Table Tennis (US$3000); Tennis (US$3000); Volleyball (US$3000); and Weightlifting (US$3000).

1.2 Olympic Scholarship for Coaches Three female coaches were granted Olympic Scholarship for Coaches in 2008.

The late Nicole Angat was awarded a long term scholarship for a one year attachment at the Regional Tennis Centre in Lautoka, , whilst Vere Tere-Apisah was awarded a scholarship for a two month attachment.

Nicole’s coaching career came to an end after she lost her life in a tragic accident in on 23 rd February 2008.

The third female recipient was Table Tennis Coach, Rage who accompanied the Oceania Junior Team to the Oceania Junior Team Talent Camp in Xian, from 12 th January to 4 th February 2008.

1.3 Olympic Scholarships

In achieving the objective of qualifying athletes for the Beijing Games, we were fortunate to have three of our four athletes; Dika Toua; Ryan Pini and Mae Koime qualify for the Olympics on merit, whilst Mowen Boino was entered by the PNG Athletics Union as the most competitive male athlete for the Games.

1.4 Sports Medicine Course The second Sports Medicine Course was held in Lae at the Melanesian Hotel on 25 th and 26 th October 2008.

The course delivered by Dr Bernie Amof was attended by 25 participants from National Federations, PNG Sports Foundation and Provincial Sports Offices.

1.5 Equipment Grant The following sports were allocated funds for purchase of sports equipment: Athletics (US$500); Archery (US$500); Basketball (US$500); Sailing (US$500); Shooting (US$500); Softball (US$500); Swimming (US$500); Taekwondo (US$500); Table Tennis (US$500); and Volleyball (US$500).

1.6 MEMOS XI Auvita Rapilla, Deputy Secretary General successfully completed her Executive Masters in Sport Organisation Management through the Olympic Solidarity Scholarship from September 2007 to September 2008.

Out of the 29 graduates from around the world, she was awarded the inaugural “Alberto Madella” Award for the Best Research Project

Her project titled “A Strategic Planning Tool to assess and enhance performance of National Federations in ” saw her develop a Sports Planning Self-Assessment Tool to determine the capacity and development levels of National Federations.

2. Prime Ministers (PMs) Corporate Golf Challenge ( & Lae) PNGSFOC held two successful PM Golf Challenges in Port Moresby and Lae on 7 th March and 30 th May respectively. A total of K250,792.59 was raised from the two events to support Team PNG to the Beijing Olympic Games.

3. Trukai Olympic Day Fun Run & T-shirt Auctions The Trukai Fun Run T-shirt Auctions held on 26 th March in Lae and 27 th March in Port Moresby raised a record K650,000. Proceeds from the auction went towards Team PNG’s participation in the Beijing Olympics.

4. Trukai Olympic Day Fun Run A record turnout of approximately 35,000 people participated in the Trukai Fun Run in Port Moresby alone and about 5,000 in the other centres with a total record of approximately 40, 000 nationwide on Sunday 20 th July 2008.

Apart from Port Moresby the Fun Run was also held in 11 other centres which included Lae, Kokopo, Madang, Mt. Hagen, Goroka, Kavieng, Kimbe, Alotau, Tabubil, Lihir, Pogera.

5. SP Sports Awards 2008 The presentation night of the SP Sports Awards 2008 was held on 24 th May at the Crowne Plaza Hotel.

Special Guest Speaker for the evening was Olympian Cathy Freeman sharing her Olympic experience inspiring our athletes for the Beijing Games.

Winners of the 2008 SP Sports Awards were: Sportsman of the Year - Menzie Yere (Rugby League) Sportswoman of the Year - Linda Pulsun (Powerlifting) Team of the Year - PNG Kumuls Rugby League Team Life Time Achievement - Ryan Pini (swimming) National Performance - Inauaisa Roosters Women’s Volleyball Team Distinguish Services to Sport - Peter Fong (Billiards & Snooker) Best Sportsperson with Disablility – Francis Kompaon Junior Team of the Year - Telikon U/19 Cricket Team Junior Female Athlete - Abigail Tere-Apisah (Tennis) Junior Male Athlete - Stephen Kari (Weightlifting) Sports Administrator - Cheryl Amini (Cricket) Coach of the Year - Francis Moyap (Soccer) Technical Official of the Year – Clive Elly (Cricket) Sports Reporter of the Year - Moua Amoa (Central FM)

We acknowledge SP Brewery for their continued support as the major sponsor since 1993 and with total prize monies of K45,500. We also acknowledge support sponsors EMTV; Post Courier; NauFM & YumiFM; Air Niugini and Crowne Plaza for their on-going support since 2002.

6. Beijing Olympic Games Papua New Guinea was privileged to participate in the Beijing Olympic Games with a team of: 7 athletes and 8 sports officials; 2 Medicals and 3 General Management including the Chef De Mission; Admin Assistant and Team Photographer. This being the 8th Olympic Games PNG has participated since the 1976 Montreal Games.

Our athletes were entered in the following events:

Athletics - Mae Koime 100m Sprints

Mowen Boino 400m Hurdles

Boxing - Jack Willie 48kg Division

Swimming - Anna-Liza Mopio-Jane 50m Freestyle

Ryan Pini 100 & 200 Freestyle and 100 Butterfly

Taekwondo - Theresa Tona Under 49kg Division

Weightlifting - Dika Toua 53kg Division

The highlight for Team PNG was Ryan’s performance in the 100m Butterfly qualifying for the finals on Saturday 16 th August finishing 8th in a time of 51:86. Ryan was also ranked as the 10 th All Time Fastest in the world for the 100 Butterfly.

Both Ryan and Dika Toua were awarded Olympic Diplomas for finishing 8 th in their respective events.

7. Commonwealth Youth Games, Pune, India PNG entered a team of 12 athletes and 7 officials in the Commonwealth Youth Games, Pune in five sports: Athletics; Boxing; Swimming; Table Tennis and Weightlifting.

The Games were held from 12 th to 18 th October 2008.

Despite being the first time for PNG to participate in these games, our fine young athletes did exceptionally well doing PNG proud.

8. HIV Prevention Through Sport Following the April 2007 Oceania Workshop hosted in Port Moresby, a Committee on HIV Prevention Through Sport was formed, led by the PNG Sports Federation & Olympic Committee and with PNG Sports Foundation, National AIDS Council, Tingim Laip, Igat Hope and UNAIDS as 5 members. Essentially the Committee connects the sports community with the HIV community to coordinate activities to address HIV through sport.

The slogan of the Committee is: “Be a Leader: Promote Sport – Prevent HIV”.

With funding support from the National Aids Council and Sports For Development Initiative (SFDI)the Committee has successfully achieved the following: • Employment of a full-time Coordinator to coordinate its operations. • Creation of a National Declaration for PNG signed by 15 other key stakeholders as partners to implement recommendations of the Oceania Regional workshop. • The formulation of the HIV “SportsPlace” Policy for adoption by the sports community. A policy has been adopted by a number of national sports organizations.

Special events supported by the Committee included: 8.1 Cathy Freeman “Inclusive Sports Event” at the Australian High Commission to coincide with the visit of Cathy Freeman as guest speaker at the SP Sports Awards. The invited guests to the event were four groups: • Elite Sportsmen and Sportswomen including Olympians; • People with a Disability • Women’s groups (Haus Ruth and Morata Crisis Centre) • People living with HIV, and HIV organisation representatives • Leadership PNG

Each group had an informal discussion time with Cathy Freeman, and also participated in inclusive “sport ability” fun games facilitated by PNG Sports Foundation, mixing the groups and abilities and generating fun. T- shirts with the slogan “Don’t look down on anybody…unless you are helping them up!” were distributed after each discussion, thereby gradually spreading the inclusiveness message visually so that by the end of the event everyone was mingling and dressed the same.

8.2 Elite Athletes Breakfast The PNG Athletes Commission organised a fun morning for all elite athletes, to interact and network as well as play inclusive “sport ability” games that disseminated messages about HIV. This helped pilot the use of the “Kicking AIDS Out” sport-based games approach to HIV awareness and education.

8.3 Sport & Environment “Clean-a-thon”

The PNGSFOC held its inaugural ‘Sports Clean-a-thon’ on 19 th July funded under the Olympic Solidarity Sport & Environment Program and HIV Prevention Through Sport Program. It was held a day before the Trukai Olympic Day Fun Run to clean along the route of the run.

Approximately 90 participants took part from National Federations; Athletes Commission and HIV Committee.

All participants were issued a t-shirt with the HIV red ribbon and the slogan “Respect: For My Body; For My Community; For My Environment”.

7.4 HIV Education and Awareness Training The Committee conducted two Leadership Support Initiative (LSI) workshops in the Highlands and Southern regions. The theme of the workshop was “The Power of Leadership - Making a Difference in HIV/AIDS” with the aim to enhance the capacity of leaders in sports at all levels to respond to HIV and AIDS.

This is an initiative of the Committee on HIV Prevention through Sport in partnership with the National AIDS Council (NACS) Secretariat.

The first workshop with 23 participants was held for the Highlands Region in Goroka at the National Sports Institute from 7 th to 8 th November 2008. Florence Bundu as the main facilitator conducted the workshop with Dr Moiya Ninkama, Peter Momo and Ramunus Pakure.

The second workshop was held for the Southern Region at the Motupore Island Research Centre on 6 th and 7 th December 2008. A total of 27 participants took part in the two day workshop. Florence Bundu was assisted by Mark Clark, Peter Momo and Francesca Semoso to conduct the workshop.

At the end of the workshops all participants were required to come up with quick fix actions and to deliver on their commitments. It is hoped that these workshops empower our sports leaders to enable them to deliver and “Keep the Promise in kicking HIV out”.

7.5 Sport For Development Initiatives The Committee under its Small Grants Scheme supported Cricket and AFL PNG in their initiatives to raise awareness on HIV and AIDS.

Cricket PNG organized cricket activities for school children to mark World Aids Day on 1 st December 2008 at Amini Park.

A two day HIV&AIDS course was held for coaches and senior players to prepare them themselves to educate children and organize their own programmes.

Approximately 160 children from schools around Port Moresby engaged in activities with members of PNG Men and Women’s national teams. The children spent several hours playing HIV related games and learning about HIV & AIDS, stigma and prevention. After these activities the children were then taught basic cricket knowledge and skills.

AFL PNG held a National Talent Camp in Goroka from 12 th to 14 th December 2008 and built in awareness on HIV & AIDs throughout their 3 day program.

T’shirts were printed and distributed with the message “RESPECT MY BODY – PLAY MY GAME”.

7.6 HIV Toolkit for the sports community The Committee’s next “National Declaration” priority is to create a comprehensive HIV Toolkit for the sports community, and to provide training in its use. The work was tendered and a consultant is currently engaged to develop the toolkit.

9. Oceania Sport Education Program The Oceania Sport Education Program manager Sainimilli Talakota visited PNG from 23 rd to 27 th April to meet with the PNGSFOC and potential providers of the program.

The International Education Agency (IEA) through its Tafe College and the National Sports Institute agreed to deliver the program licensed through the PNGSFOC as an ONOC property.

Representatives from various National Federations met with MsTalatoka on Friday 25th April to discuss the program.

The Program is aimed at setting up a sporting education structure for Sports Administration and Coaching courses in Pacific Island countries so that they are not relying on experts from overseas to run courses, which is often expensive. The curriculum developed through this program will be uniform throughout the entire region and equally available to "grass roots" and elite coaches.

10. Leadership Imperative Workshop A two day workshop was held at the Gateway Hotel, Port Moresby from 30 th April to 1 st May. The Workshop titled “The Leadership Imperative – Winning ‘Hearts and Minds’… At Work, with the Enneagram!”

The course is geared towards leaders understanding the Enneagram, which is a powerful tool describing nine distinctly different personality profiles.

Generally organizations depend on people working co-operatively and find the Enneagram invaluable in creating more effective leaders and teams. It improves management, communication, productivity, motivation and development of staff.

“With an understanding of the Enneagram course participants will be able to: Better manage the different types of people within the team; Create high-performance teams by sharpening your knowledge of team members’ motivations, thereby increasing performance & productivity; Communicate so others truly understand what you mean to say; Give feedback so others are less defensive; Prevent conflict, and handle disputes and misunderstandings more effectively; Tailor staff development, and improve the effectiveness of coaching and training.”

A total of 38 participants attended the course from PNGSFOC; PNG Sports Foundation; National Federations and Corporate Sponsors. The course was funded under the Olympic Solidarity Admin Course Grant with airfares for experts Hilary Langford and David Keating covered under the Air Niugini Sponsorship and accommodation through Coral Seas Hotels.

11. Staff Workshop A staff workshop was held on Friday 5 th December 2008 in the PNGSFOC conference room.

The aim of the workshop was to ensure all staff members understood the different functions within the organization and to appreciate each other’s roles and responsibilities contributing to the goals and mission of the organization. Each staff member was required to present to their colleagues an overview of their roles and responsibilities and up-coming activities in 2009.

They were given the opportunity to share with each other: - What they liked about the job?

- What are the challenges? - What they would like to see improve to overcome these challenges including specific training to improve capacity, and recommendations to improve systems and procedures in PNGSFOC.

Sir Henry ToRobert, President of PNGSFOC joined the workshop to observe presentations of staff; and Tamzin Wardley, Treasurer presented a report on the financial status of the organization. Staff expressed appreciation of the workshop to better understand the goals and objectives of PNGSFOC and the importance of their respective roles in the organization.

12. International Meetings The following international meetings were attended by members of the Executive:

(i) ONOC General Assembly in Suva, Fiji from 13 th – 15 th March 2008 was attended by Sir Henry ToRobert, President and Sir John Dawanincura, Secretary General.

(ii) 2nd Commonwealth Sports Development Conference was held in Scotland from 12 th – 13 th June and attended by Athletes Commission Deputy Chairperson, Mona-lisa Leka.

(iii) IOC Culture and Education Conference was held in Busan, Korea from 25 th to 27 th September. Female Vice President Florence Bundu represented PNGSFOC at this conference.

(iv) IOC International Women and Sport Conference was held in Jordon from 8 th – 10 th March and attended by Mrs Veitu Diro, former Chairperson of PNG Women in Sport Committee.

(v) Pacific Games Council Meeting in Rarotonga from 19 th – 22 nd September was attended by Sir John Dawanincura, Secretary General, Adrian Genolagani – Legal Advisor and Stan Walker – Team PNG Chef De Mission 2009 Pacific Mini Games.

(vi) 2008 Regional Olympic Forum & Secretary General’s Meeting was held in Suva, Fiji on 30 th and 31 st October 2008. Sir John Dawanincura, Secretary General and Auvita Rapilla, Deputy Secretary General both attended this meeting

13. Bereavements Unfortunately towards the end of the year we lost one staff member (Jane Kenesi, Finance & Admin Manager) and executive member (Adrian Genolagani, Legal Advisor).

Others who passed away in the year included:

Nicole Angat, Assistant Coach to the Oceania Regional Tennis Centre and Klei Kera, Commissioner, PNG Sports Foundation.

They will be remembered for their services and contribution to sport in PNG.

Conclusion:

2008 closed the chapter of another quadrennial and in looking back on the year, much was achieved through great teamwork and effective partnership with major stakeholders.

The excellent efforts of our Fundraising Committee and Secretariat must be commended for the much needed funds to realize the mission of the organization, and that is to ensure the participation of our athletes in international games.

We are proud of the performance of our great Olympians, in particular Ryan Pini and Dika Toua both finished 8 th in their respective events and awarded the Olympic Diplomas. Their achievements have been the best performance of any PNG Olympian.

It is critical to take stock of the last four years as we embark on a new quadrennial for the next four years.

One thing we can be certain of is that new benchmarks have been set and it is now up to us to lift our game to the next level, and how we do that is the challenge for the new quadrennial.
