In such cases an athlete may only be selected if they have demonstrated clear dominance over their immediate rivals.
1.9 Athletes who at any time before or after selection compete in unsanctioned events or events without a permit, compete overseas without a clearance, compete without being registered with Athletics Australia through a Member Association, or fail to provide the AA office with their current contact address and phone numbers, without a justifiable reason, will be ineligible for selection and/or further competition.
1.10 These criteria must be read in conjunction with the General Selection Policy of Athletics Australia. All selected athletes and staff will be governed by Athletics Australia's By-Laws and Rules, specifically those concerning anti- doping and the conduct and behaviour of athletes and teams.

The selection period set by Athletics Australia is from 1 October 2003 until the closing date for entries (note: entry deadline to be confirmed by IAAF).
