Rollins, Specialist in Terrorism and National Security ([email protected], 7-5529) Liana Rosen, Specialist in International Crime and Narcotics ([email protected], 7-6177) February 13, 2015 (IN10167) Overview On February 10, 2015, President Barack Obama acknowledged that U.S. citizen Kayla Mueller was killed while held in captivity by the terrorist group known as the Islamic State (IS). This was the fourth death of an American taken hostage by the Islamic State: Abdul-Rahman Kassig (previously Peter Kassig), James Foley, and Steven Sotloff were also killed. The death of Mueller and the graphic videos depicting the deaths of the other three Americans have generated debate about the U.S. government's role and capabilities for freeing hostages. In light of these deaths, some policymakers have called for a reevaluation of U.S. policy on international kidnapping responses. Questions include whether it is effective and properly coordinated and implemented, should be abandoned or modified to allow for exceptions and flexibility, or could benefit from enhancements to improve global adherence. Scope The killing of U.S. citizens by the Islamic State may be driven by a variety of underlying motives. Reports describe the group as inclined toward graphic and public forms of violence for purposes of intimidation and recruitment. It is unclear whether the Islamic State would have released its Americans hostages in exchange for ransom payments or other concessions. Foley's family, for example, disclosed that the Islamic State demanded a ransom of 100 million euros ($132 million). -

Kistner University of Washington Abstract Organizing Knowledge: Comparative Structures of Intersubjectivity in Nineteenth-Century Historical Dictionaries Kelly Kistner Chair of the Supervisory Committee: Professor Gary G. Hamilton Sociology Between 1838 and 1857 language scholars throughout Europe were inspired to create a new kind of dictionary. Deemed historical dictionaries, their projects took an unprecedented leap in style and scale from earlier forms of lexicography. These lexicographers each sought to compile historical inventories of their national languages and were inspired by the new scientific approach of comparative philology. For them, this science promised a means to illuminate general processes of social change and variation, as well as the linguistic foundations for cultural and national unity. This study examines two such projects: The German Dictionary, Deutsches Worterbuch, of the Grimm Brothers, and what became the Oxford English Dictionary. Both works utilized collaborative models of large-scale, long-term production, yet the content of the dictionaries would differ in remarkable ways. The German dictionary would be characterized by its lack of definitions of meaning, its eclectic treatment of entries, rich analytical prose, and self- referential discourse; whereas the English dictionary would feature succinct, standardized, and impersonal entries. Using primary source materials, this research investigates why the dictionaries came to differ. -

The project is exploring how national and international interventions have and have not been effective in fostering and sustaining political deals and elite bargains; and whether or not these political deals and elite bargains have helped reduce violence, increased local, regional and national stability and contributed to the strengthening of the relevant political settlement. This is a 'working paper' and the views contained within do not necessarily represent those of HMG. 2 Dr David Harland is Executive Director of the Centre for Humanitarian Dialogue. He served as a witness for the Prosecution at the International Criminal Tribunal for the Former Yugoslavia in the cases of The Prosecutor versus Slobodan Milošević, The Prosecutor versus Radovan Karadžić, The Prosecutor versus Ratko Mladić, and others. Executive summary The war in Bosnia and Herzegovina was the most violent of the conflicts which accompanied the break- up of Yugoslavia, and this paper explores international engagement with that war, including the process that led to the signing of the Dayton Peace Agreement. Sarajevo and Srebrenica remain iconic symbols of international failure to prevent and end violent conflict, even in a small country in Europe. Treatment of American Prisoners of War In Southeast Asia 1961-1973 By John N. Powers The years 1961 to 1973 are commonly used when studying American POWs during the Vietnam War, even though history books generally refer to the years 1964 to 1973 in defining that war. Americans were captured as early as 1954 and as late as 1975. In these pages the years 1961 to 1973 will be used. Americans were held prisoner by the North Vietnamese in North Vietnam, the Viet Cong (and their political arm the National Liberation Front) in South Vietnam, and the Pathet Lao in Laos. This article will not discuss those Americans held in Cambodia and China. The Defense Prisoner of War/Missing Personnel Office (DPMO) lists 687 American Prisoners of War who were returned alive by the Vietnamese from 1961 through 1976. Of this number, 72 were returned prior to the release of the bulk of the POWs in Operation Homecoming in 1973. Twelve of these early releases came from North Vietnam. DPMO figures list thirty-six successful escapes, thirty-four of them in South Vietnam and two in Laos. There were more than those thirty-six escapes, including some from prison camps in Hanoi itself. Some escapes ended in recapture within hours, some individuals were not recaptured for days, and some were simply never seen again. There were individuals who escaped multiple times, in both North and South Vietnam. However, only thirty- six American prisoners of war escaped and reached American forces. Of those thirty- six successful attempts, twenty-eight of them escaped within their first month of captivity. -

His theme was somewhat wider, of course, being concerned with the problematique of the development of the representa- tive, noble portrait in full length in Central Europe in the 16th and 17th centuries, and the family gallery of forebears. The Wallenstein Collection served in this thesis as an example of the complex problems that such galleries of family forebears present in terms of Baroque historicism in Bohemia. The first demonstrable Wallenstein „family gallery“ is mentioned at Duchcov in 1731, the second at Mnichovo Hradiště in 1749; the latter ran to 16 pictures, and it is interesting that of the rich choices available among the members of the Wallenstein family, it covers virtually the same range as the Cheb collection (see the 1749 inventory from Mnichovo Hradiště). -

The University of Texas at Austin, 2004 Supervisor: Katherine Arens This dissertation tests Benedict Anderson’s thesis about the coherence of imagined communities by tracing how Galicia, as the heart of a Polish culture in the nineteenth century that would never be an independent nation state, emerged as an historical, cultural touchstone with present day significance for the people of Europe. After the three Partitions and Poland’s complete disappearance from political maps of Europe, substitute images of Poland were sought that could replace its lost kingdom with alternate forms of national identity grounded in culture and tradition rather than in politics. Not the hereditary dynasty, not Prussia or Russia, but Galicia emerged as the imagined and representative center of a Polish culture without a state. This dissertation juxtaposes political realities with canonical literary texts that provide images of a cultural community among ethnic Germans and Poles sharing the border of Europe. -
The Case of Iranian Pows in Iraq-Iran

RESEARCH PAPER English as a Foreign Language (EFL) in Captivity: The case of Iranian prisoners of war in the Iraq-Iran war ABBAS EMAM Shahid Chamran University of Ahvaz, Iran Abstract: During the Persian Gulf War of Iraq-Iran (1980-1988), thousands of Iranians were taken captive by Iraqi troops. These prisoners of war (POWs) had to find ways to enrich and fill their time in prison camps. Learning English was one such activity. This study was carried out to appraise the motivations of the Iranian POWs for learning English, and to understand more about their textbooks, their classroom environment, the teaching methods and techniques employed, the skills emphasized, the teaching aids improvised, the types of exercises mobilized, as well as the test-taking techniques adopted. A relevant corpus of 21 memoirs and 7 interviews with Iranian ex-POWs were analyzed. The research draws upon Maslow’s (1970) “self-actualiza- tion” and Frankl’s (1984) “logotherapy” to shed light on the existential aspect of learning. Findings revealed that for these EFL learners learning English was an attempt to fulfill their potential and/or to make life more meaningful. Language learning and, in particular, foreign language learning or acquisition, does not take place in a vacuum. In fact, a foreign language can be learned or acquired in a wide variety of contexts: social, cultur- al, political, institutional, and so forth. Foreign language learners’ success or failure in mastering a foreign language depends on a number of variables: linguistic, cognitive, affective, as well as sociocultural, and each of these contextual factors contributes, it is argued, either positively or negatively to the process of foreign language learning (Brown, 2007a; Harmer, 2001; Horwitz, 2008; Nunan, 2003, among many others). -
