Morgan Staff Associate Health Careers Miss Arlene Kuperman Staff Assistant Health Careers INTRODUCTION The perennial manpower shortage in the health field has been compounded in recent years by the proliferation of jobs created by new knowledge and treatment techniques, and by growing public demand for health services brought about by increased use of prepaid health insuranceplans, recent government health legislation, and increased awarenessof the public concerning health care. In addition to these factors, the need for moreand better recruiting efforts for health personnel is evidenced by existingdifficulties in attracting qualified people. Some of these difficulties are due to lack ofknowledge about the broad range of opportunities in the health field,and misconceptions about working conditions, salaries, advancement opportunities,and fringe benefits. Recognizing that high school guidance counselors arein a strategic position to stimulate interest and disseminate information onhealth careers, The United Hospital Fund's Advisory Committee on HealthCareers decided to sponsor a demonstration project. The objectives of the 12-day Guidance CounselorInstitute for Health Careers which ensued were: - To increase awarenessof the range of career opportunities existing in the health field; To provide guidance counselors withcurreht health careers materials (e.g., literature, visual aids,etc.); - To create an awal7eness onthe part of educators of the problems faced by utilizers (hospitals, industry,public health agencies, etc.) in recruiting adequately trained personnelfor health careers; - To create adialogue between representatives of the various health professions and guidance counselors todevelop ways of stimulating and adequately preparingpeople for careers in health; - To aidguidance counselors in their consultationswith students regarding the diverse opportunities andsatisfactions of health careers; - Todevelop procedures for the continuing educationof guidance personnel toward manpower requirements of thehealth field; - Toaid others in planning similar guidancecounselor health institutes by developing a guide of the stepsfollowed in organizing this institute. 1 including The Institute focused uponthe full range of health careers by major professional and ancillary catagories. Office of Education, and Welfare. representation of the The following reportincludes only a partial of which can be content of a most rewardingundertaking, the total success participant puts to measured only by the practicalapplication to which each work what he gained. 2 METHOD The Guidance CounselorInstitute for HealthCareers came about a result of staff discussions as with guidance counselors,professional and voluntary health organizations, hospital administrators,educators, and interested lay members of the community bothindividually and ingroups. Prior to the Institute consideration was given tothe type of counselors who should be invited to participate. Consideration was given not only to high school vocational guidancecounselors but also to college counselors and counselors working with the variousanti-poverty programs in New York City. It was decided to invite only high school andemployment service counselors to participate in the Institute becausecollege counselorsare con- cerned primarily with the professional careers onlyand the counselors fromthe anti-poverty programs are concerned primarily with onlythose careers at the lower end of the scaleof health professions. Cooperation in selecting applicants was sought fromthe New York City Board of Education, the Archdiocese of New York,the Archdiocese of Brooklyn and the New York State Employment Service. The respective principalsand/or supervisors were asked by letter to recommendpossible applicants forthe Institute. Application blanks were then sent to all those whowere recommended. All applications were reviewed and screened by theHealth Careers staff ofthe United Hospital Fund. The 48 participantsrepresenting the aforementioned groups were chosen on the basisof professionalstatus and experience. In an attempt to gain insight into the knowledge ofhealth careers which vocational guidancecounselors in New YorkCity have, a questionnaire sent to 800 licensed guidance was counselors in the New YorkCity secondary schools. There were several purposes for this questionnaire,but essentially find out in which health we sought to careers counselors have sufficientknowledge to feel competent- in counseling students. We felt that by knowing the and weakreGses relative strengths we could structure the Instituteprogram to provide maximum benefit to the participants. Responses to the questionnaire showed the greatestdeficiency of materials and knowledge to be in the area ofancillary or paramediccareers. Significant however,was that of the 15% who responded to the questionnairenone felt that he had sufficientinformation onany of the 38 careers listed the physician, dentist including and nurse (see appendices).
