Platform for Shaping the Future of the New Economy and Society The Promise of Platform Work: Understanding the Ecosystem January 2020 This white paper is produced by the World Economic Forum’s Platform for Shaping the Future of the New Economy and Society as part of its Promise of Platform Work project, which is working with digital work/services platforms to create strong principles for the quality of the work that they facilitate. It accompanies the Charter of Principles for Good Platform Work. Understanding of the platform economy has been held back by two key issues: lack of definitional clarity and lack of data. This white paper focuses on definitional issues, in line with the objectives of our Platform Work project. It maps the different categories of digital work/service platform and the business-model-specific and cross-cutting opportunities and challenges they pose for workers. It is designed to help policymakers and other stakeholders be more informed about such platforms and about the people using them to work; to support constructive and balanced debate; to aid the design of effective solutions; and to help established digital work/services platforms, labour organisations and others to build alliances. While this paper provides some data for illustrative purposes, providing deeper and more extensive data to close the gaps in the understanding of the platform economy is beyond the current scope of this project. We welcome multistakeholder collaboration between international organisations, national statistical agencies and digital work/services platforms to create new metrics on the size and distribution of the platform economy. NON- CONFIDENTIAL JUST EAT TAKEAWAY.COM Submission to the CMA in response to its request for views on its Provisional Findings in relation to the Amazon/Deliveroo merger inquiry 1 INTRODUCTION AND BACKGROUND 1. In line with the Notice of provisional findings made under Rule 11.3 of the Competition and Markets Authority ("CMA") Rules of Procedure published on the CMA website, Just Eat Takeaway.com N.V. ("JETA") submits its views on the provisional findings of the CMA dated 16 April 2020 (the "Provisional Findings") regarding the anticipated acquisition by Amazon.com BV Investment Holding LLC, a wholly-owned subsidiary of Amazon.com, Inc. ("Amazon") of certain rights and minority shareholding of Roofoods Ltd ("Deliveroo") (the "Transaction"). 2. In the Provisional Findings, the CMA has concluded that the Transaction would not be expected to result in a substantial lessening of competition ("SLC") in either the market for online restaurant platforms or the market for online convenience groceries ("OCG")1 on the basis that, as a result of the Coronavirus ("COVID-19") crisis, Deliveroo is likely to exit the market unless it receives the additional funding available through the Transaction. The CMA has also provisionally found that no less anti-competitive investors were available. 3. JETA considers that this is an unprecedented decision by the CMA and questions whether it is appropriate in the current market circumstances. In its Phase 1 Decision, dated 11 December 20192, the CMA found that the Transaction gives rise to a realistic prospect of an SLC as a result of horizontal effects in the supply of food platforms and OCG in the UK. -

Food Delivery Platforms: Will they eat the restaurant industry’s lunch? On-demand food delivery platforms have exploded in popularity across both the emerging and developed world. For those restaurant businesses which successfully cater to at-home consumers, delivery has the potential to be a highly valuable source of incremental revenues, albeit typically at a lower margin. Over the longer term, the concentration of customer demand through the dominant ordering platforms raises concerns over the bargaining power of these platforms, their singular control of customer data, and even their potential for vertical integration. Nonetheless, we believe that restaurant businesses have no choice but to embrace this high-growth channel whilst working towards the ideal long-term solution of in-house digital ordering capabilities. Five Charts: The State of Food Delivery Not everyone orders food online, but the competition for customers is still fierce ARTICLE Krista Garcia Food delivery, common in urban areas where population is dense and car ownership is low, is expanding to the suburbs and beyond thanks to the rise of digital services connecting users to restaurants. Diners used to have just pizza and Chinese to choose from, but now their options include fast food, higher-end fare, food carts and even virtual restaurants that serve as commissaries to fuel delivery orders rather than sit-down customers. Popular restaurants for delivery are even starting to reallocate space to accommodate staging areas and to make up for fewer in-store diners. This follows a similar square footage repurposing trend that is happening in the grocery industry. A year and a half ago, a majority of US internet users (52%) looked to a restaurant's own app or website to order food delivery. Grubhub was favored by around one-third, according to Cowen and Company. Since then, Grubhub has gained market share due to its 2017 acquisition of Eat24 from Yelp. The company phased out the separate Eat24 ordering platform in August 2018. Food delivery adoption is very much tied to age. Overall, 36% of US internet users ordered restaurant delivery in the past year per Market Force Information, but it was the under-35 group driving this. -

Rigging the Gig How Uber, Lyft, and DoorDash’s Ballot Initiative Would Put Corporations Above the Law and Steal Wages, Benefits, and Protections from California Workers Prop 22 Leaves Workers Vulnerable to COVID-19 For many, work is a source of dignity, identity, and purpose—a way to provide for a family and support a community. All work should be safe, be free from discrimination, and provide a fair wage, benefits, and the ability for workers to join together and bargain with their employer for more stability and security. Yet, on Election Day in November, California voters will be presented with an unprecedented and dangerous ballot initiative—Proposition 22—that would put workers further from that goal.1 Advanced by Uber, Lyft, DoorDash, Instacart, and Postmates,2 Prop 22 aims to strip workers of core protections such as overtime pay, unemployment insurance, and paid sick leave—benefits required by law but which these companies have flouted.3 As the COVID-19 pandemic continues to devastate California, Prop 22 means that workers, their families, and whole communities will lose important safety and security protections. In order to defeat the virus, we must ensure that all of us have workplace safety and income protections, so that none of us is forced to risk our lives just to pay the bills. Many Californians have righty expressed deep appreciation and support for the drivers and delivery people who have played a critical role in sustaining families. These workers were designated as essential in California in April.4 But gig companies have a different view, expressed in Prop 22.
