The changes become effective from March 6 and are still in process... page6 Mandela Gets Tumultous Welcome The time was 27 minutes from the tenthhour of a scorching Sunday morning, March 4, when a Zambian Airways aircraft, ATR 42, carrying Comrade Nelson Rolihlahla Mandela landed at the Harare International Airport. I Famous intellectuals, local ANC sympathisers and ANC exiles thronged the Harare Airport.. page 23 The Newest Independent Nation it has a new flag, a Constitution and Government in the wings. At midnight on March 20, Namibia will become Africa's and the World's newest independent nation. Since winning a substantial majority in the United Nations - supervised elections last November, the South West Africa People's Organisation (SWAPO) has moved almost flawlessly towards independence under a theme of national unity and harmony... page 46. I AONGW5 EDITORIAL Mandate For Progress and Change he Presidential and parliamentary elections of March 1990 were a great success, and a credit to our young nation. They were conducted with fairness and freedom for all voters. The administration of the elections was thorough and scrupulous, and done by honest and dedicated civil servants. We congratulate our President and First Secretary, Comrade Robert Mugabe, on his resounding victory, and we applaud him for the way he worked hard to visit every province and put the issues clearly before the voters. We congratulate all the new members of Parliament; and thank our leaders in the Politburo and the Central Committee, for the efficient manner in which they organised and prepared for the general elections. We also thank the hundreds of Party workers who worked with devotion and conviction in all the 120 constituencies of our country. Many worked without pay, food, or transport, and late into the night contacting voters, supervising the work of the civil servants, and helping those who needed help. We salute them for their hard work, dedication, and commitment. By all accounts the elections were free and fair. The prediction by Edgar Tekere, the self-appointed ZUM leader, that the elections would be rigged was proved to be totally malicious, utterly false, and without any foundation whatsoever. The other Tekere prediction that the ZANU PF government would fall within twelve months was also one of the false dreams and huge fantasies that go through his mind from time to time when he is possessed by the evil spirits. We were very pleased that there was no major violence in any constituency, except in Gweru where Patrick Kombayi had started again organising a series of violent incidents. In Karoi, two of the local leaders of our Party who had worked hard for our victory there, the late Kenneth and Martha Gomwe, were gunned down in their house on the day of victory. Before that ghastly murder, they had received several threats from ZUM supporters who were gathering at the neighbouring farm owned by Mr Gerald Smith, the CAZ leader. The murd. er of the Gomwes was definitely politically motivated. It was not an ordinary robbery as stated by Karoi Police. The assassin did not take the large amount of money which was in Comrade Gomwe's briefcase. Both before and after the shooting, the assassin made no financial demands whatsoever to Comrade Gomwe or to his wife, Martha. Inspite of this provocation, our Party members should remain calm. The most important factor is that Zimbabweans have given our Party a clear mandate to direct and shape the future of this country and the society. In last ten years our Party and Government have t several decisive steps to consolidate our political dependence. Among the most important of these the uniting of the national army and the main poli parties, ZANU (PF) and PF-ZAPU. Although we have c solidated our political independence, our national omy is still dominated by foreign companies and m tinational corporations. The task before us in the n ten years is to wrest economic power from these eign interests and place it squarely in the hands of babwean citizens. Furthermore, that wealth must evenly divided among the people of Zimbabwe. It sh not again be concentrated in the hands of a few bla Zimbabwean tycoons who may have replaced the w foreign tycoons. Equitable distribution of the national wealth will a14 create employment opportunities for all our citizens. Uk employment is a major problem we must try to resolj in the next decade. The Party has several major tasks ahead of it in or er to direct our society and our country towards pos tive humanitarian goals. One of those goals is the gen improvement of the quality of life of all our citizens,. all fields of the national life. Reactionary, violent, a racist elements are still present in our society. They group from time to time and make attempts to dive the broad masses towards the dark tunnel of coloni ism and racism from whence they came. All the har won people's gains can be lost very easily. The fact that in a free and fair election, as many 400 000 Zimbabweans

The charge was that chieftaincy was SJCH45.v2.7 backward, unproductive, undemocratic, and a “sellout” institution that had sided with the colonial system. ISSN 0258-2422 (Print) Consequently, chieftaincy was relegated to the fringes ISSN 2415-0509 (Online) of the state, whereby it lost its authority over grassroots Southern Journal for judicial and land affairs, a key marker of its power and Contemporary History status. However, from 1985 the government began to 2020 45(2):152-180 court the chiefs by, among other ways, ceasing hostile rhetoric and promising to return them their “original” PUBLISHED: powers. The scholarship has mainly explained this shift in terms of growing political opposition, among other 30 December 2020 factors that challenged the government’s legitimacy. This article examines the relationship between chiefs and government from 1985 to 1999. Building on literature that has emphasised the government’s motives for turning to chiefs, it considers whether chiefs got their powers back. It argues that the state did not cede back to chiefs the powers they yearned for and continued to keep them at the margins of its administrative processes. It mainly sought chiefs’ legitimating and mobilising capabilities in the context of waning political fortunes.

Nine non-governmental organisations working in the field of human rights came together to provide legal and psycho-social assistance to the victims of the Food Riots of January 1998. The Human Rights Forum has now expanded its objectives to assist victims of organised violence, using the following definition: “organised violence” means the interhuman infliction of significant avoidable pain and suffering by an organised group according to a declared or implied strategy and/or system of ideas and attitudes. They argue that the Lancaster House Constitution, regarded as a stop-gap in 1980, has been amended 15 times only to entrench the ruling party’s power and that it does not represent the people of Zimbabwe. 1998 The National Constitutional Assembly is officially launched in January. It continues to hold frequent consultative meetings with its membership throughout the country. 1999 April 29th The Constitutional Commission is appointed by the President (statutory instrument 138A of 1999). The NCA refuses to participate, citing a flawed process, the results of which the President can chose to ignore. The NCA also complains of an overwhelming majority of Zanu (PF) commissioners as all Members of Parliament are co-opted on to the commission. May 21st The Constitutional Commission is sworn in.

Should you require further information, each headline will point to the page on which the full text of articles or newspaper reports can be read. 2 INTRODUCTION: The government of Zimbabwe has banned all external journalists in the country and is persecuting those who present an opposition picture. Some innovative steps have therefore been taken. It is largely through e-mail that events in Zimbabwe are covered in any detail. In addition, a media monitoring group based in the United Kingdom, is able again through e-mail to compile a daily report of news stories and personal experience articles from within and outside the country in order to get more accurate information to the media and others who can be influential outside what is now a closed country. On the eve of my meeting with you Minister, I received an email from this source, with this very emotive header to its collection of articles for the day. You will have read of the appalling events - which continue as you read this - around the town of Chinhoyi in northern Zimbabwe. Dozens of farms have been attacked and ransacked, forcing many times that number to be abandoned, with the result that in excess of eight thousand people have lost their livelihood and shelter - in the depths of winter, within a few days.

Michaelmas 2001 Inclusion and Exclusion: NGOs and Politics in Zimbabwe Sara Rich Dorman, St Antony’s College 98 852 words Abstract The thesis explores the changing relations between the Zimbabwean state and local non- governmental organizations (NGOs) after independence. It focuses on debates over the role of NGOs in democratization in developing countries, using Zimbabwe as an example. The thesis argues that the study of democratization is best accomplished through detailed empirical case studies, relying on historical narratives and participant-observation research. Such research reinforces our understanding of democratization as a complex and dynamic process. The thesis proposes a framework for understanding state and society relations in Zimbabwe, emphasizing the ruling party’s use of coercive and consent-generating mechanisms to establish hegemony over the new nation. It examines the changing relationship between NGOs and the state after independence, when the ruling party’s efforts to include most groups within its nationalist coalition extend to NGOs. Case studies of NGO coalitions show how activist NGOs fail to mobilize others owing to the unwillingness of many NGOs to challenge the ruling party’s control over policy-making. The establishment of the National Constitutional Assembly by some NGOs, churches and trade unionists set the stage for an increasingly tense engagement between NGOs and the state after 1997.

  • Chapter 1 Introduction
    Chapter 1 Introduction One of the greatest challenges facing independent post-crisis societies in Africa is that of structuring sustainable systems of political and economic governance. Many political science and international relations scholars concur that military intervention in countries experiencing economic or political crisis is common. The post-colonial political path in Africa, as noted by David Zounmenou; shows complex relations between the army and ruling civilian elites.1As such, there have been considerable military interventions in politics in some African countries. Independence in Africa was greeted with optimism and exultation. The first generation of nationalist leaders like Kwame Nkrumah, Kamuzu Banda, Mobutu Sese Seko, Modibo Keita, Gamal Abdel Nasser and many others promised their people a new beginning. The citizens of these newly independent African states looked forward to enjoying the freedoms that colonial governments had denied them, however, such enthusiasm was quickly frustrated as the new leaders became despotic and personalised the national purse to benefit the ruling clique and their cohorts. Carlson Anyangwe writes that such behaviour by politicians put into motion systemic corruption that had culminated in military coups remaining an option in Sub-Saharan Africa 2(SSA). 1 For more information on this see Francis N.
