Our Humanitarian Letter to Stop Genocide, Siege, and Forced Displacement

Based on our belief in the strength of the human conscience, and that people can influence their governments' foreign policies, we address this message to you and to all Parliamentary institutions in the world, hoping to save hundreds of thousands of human lives threatened today in Eastern Ghouta in Syria. We hope that this message will contribute to the formation of a broad front to stop the current genocide against civilians there.

Today, civilians in Eastern Ghouta, near Damascus are facing a barbaric campaign of airstrikes, missiles and heavy artillery bombardment, with various instruments of destruction, including internationally prohibited weapons such as (Napalm, Phosphorus bombs, Chemical weapons and toxic gases). In addition to a relentless campaign of indiscriminate bombardment from the air civilians have faced several military incursions via land which have caused displacements of residents from their towns. This massive campaign follows years of blockade, bombing and nonstop military campaigns against the civilian population.

In just three weeks, as a result of heavy shelling on civilian neighborhoods and residential buildings, nearly one thousand human lives were lost and thousands were injured. Amongst the victims are hundreds of children, women and elderly people. The assault on Ghouta is being carried out in conjunction with the deliberate targeting of dozens of medical points, hospitals, ambulances and civil defense centers, with the goal of deliberately obstructing the rescue of the injured and the recovery of victims' bodies.

The Syrian regime and its allies refuse to abide the Security Council Resolution 2401, which was meant to impose a 30-day ceasefire and allow access to besieged Ghouta to facilitate humanitarian action, and allow the opening of corridors for the delivery of aid. The World Health Organization (WHO) stated that the regime looted equipment and medical supplies from an aid convoy which was en route to Eastern Ghouta on March 4th. This behavior unambiguously reveals a dangerous policy of collective punishment, using violence and subsequently restricting medical access to pressure the inhabitants of Ghouta into accepting a, repeat of the scenario that played out in the Eastern neighborhoods of Aleppo. Forced displacement is a war crime which has already played out in Daraya and Aleppo, today the regime is trying to repeat the crime of forced displacement yet again, but this time against civilians of Eastern Ghouta.

For more than three weeks thousands of besieged people in towns and villages of Eastern Ghouta have been living in catastrophic conditions. Civilians, including children, have been living in basements where they face severe shortages of food and or heating, and almost complete loss of medical supplies and equipment, all this coupled with the fact that they can't reach sunlight for weeks on end. Many civilians get killed when they leave their basement shelters to obtain necessities for their daily lives. Civil defense and rescue teams are struggling to save as many lives as they can and many of their volunteers have lost their lives while doing their humanitarian duty.

Subjugating the population to such conditions is a crime of genocide, and still there are no serious efforts to stop it.

Today we unite as groups, organizations, initiatives, institutions and volunteer teams to stop this genocide against about 400,000 human beings in Eastern Ghouta, human beings who face imminent eradication and imposed displacement under the pretext of the so-called war on terror. We address you in the name of the values of justice and humanity. We ask you to contribute your voice and stand with us against this great destruction. Raise your voices through your parliaments and representative councils, not only to try and save tens of thousands of civilians from genocide and forced displacement in Syria, but also to save fundamental human values. Allowing these crimes to continue and in broad daylight is a great danger on the future of humanity.

We believe that you can affect the situation by pushing your governments to to fulfill their ​ ​ roles, guaranteeing an immediate stop to these barbaric military actions against civilians who ​ need assurances of safety and dignity. We believe you can send a message by writing ​ ​ petitions and submitting statements to your parliaments, as well as all international ​ representative bodies and organizations to demand their immediate response and actions. It is our humanitarian duty to stop the tragedy that is taking place today in Eastern Ghouta.

Time is precious, it's price is paid by civilians in Eastern Ghouta with their pain and their lives. ------

رﺳﺎﻟﺘﻨﺎ اﻹﻧﺴﺎﻧﯿﺔ ﻓﻲ ﻣﻮاﺟﻬﺔ اﻹﺑﺎدة واﻟﺤﺼﺎر واﻟﺘﻬﺠﯿﺮ

اﻧﻄﻼﻗًﺎ ﻣﻦ ﻗﻨﺎﻋﺘﻨﺎ ﺑﻘﻮة اﻟﻀﻤﯿﺮ اﻹﻧﺴﺎﻧﻲ، وﻣﻦ اﻋﺘﻘﺎدﻧﺎ اﻟﺮاﺳﺦ ﺑﻘﺪرة اﻟﺸﻌﻮب ﻋﻠﻰ اﻟﺘﺄﺛﯿﺮ ﻓﻲ اﻟﺴﯿﺎﺳﺎت اﻟﺨﺎرﺟﯿﺔ ﻟﺤﻜﻮﻣﺎﺗﻬﺎ، ﻧﺘﻮﺟﻪ ﺑﺮﺳﺎﻟﺘﻨﺎ ﻫﺬه إﻟﯿﻜﻢ، وإﻟﻰ ﺳﺎﺋﺮ اﻟﻤﺆﺳﺴﺎت اﻟﺒﺮﻟﻤﺎﻧﯿﺔ ﻓﻲ اﻟﻌﺎﻟﻢ، ﻋّﻠﻨﺎ ﻧﺴﺘﻄﯿﻊ إﻧﻘﺎذ ﻣﺌﺎت اﻵﻻف ﻣﻦ اﻷرواح اﻹﻧﺴﺎﻧﯿﺔ اﻟﻤﻬﺪدة اﻟﯿﻮم ﻓﻲ ﺳﻮرﯾﺎ ﻓﻲ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ، آﻣﻠﯿﻦ أن ﺗﺴﻬﻢ رﺳﺎﻟﺘﻨﺎ ﻫﺬه ﻓﻲ ﺗﺸﻜﯿﻞ ﺟﺒﻬﺔ واﺳﻌﺔ ﻣﻦ أﺟﻞ إﯾﻘﺎف ﺣﻤﻠﺔ اﻹﺑﺎدة اﻟﺤﺎﻟﯿﺔ اﻟﺘﻲ ﯾﺘﻌﺮض ﻟﻬﺎ اﻟﻤﺪﻧﯿﻮن ﻓﯿﻬﺎ. ﯾﻮاﺟﻪ اﻟﻤﺪﻧﯿﻮن اﻟﯿﻮم ﻓﻲ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ ﻗﺮب دﻣﺸﻖ ﺣﻤﻠﺔ ﻫﻤﺠﯿﺔ ﻣﻦ ﻗﺼﻒ ﺟﻮي وﺻﺎروﺧﻲ وﻣﺪﻓﻌﻲ ﻋﻨﯿﻒ ﺑﻤﺨﺘﻠﻒ ﺻﻨﻮف اﻷﺳﻠﺤﺔ، ﺑﻤﺎ ﻓﯿﻬﺎ اﻷﺳﻠﺤﺔ اﻟﻤﺤﺮﻣﺔ دوﻟﯿًﺎ (ﻧﺎﺑﺎﻟﻢ، ﻗﻨﺎﺑﻞ ﻓﻮﺳﻔﻮرﯾﺔ، أﺳﻠﺤﺔ ﻛﯿﻤﺎوﯾﺔ وﻏﺎزات ﺳﺎﻣﺔ)، ﻣﻊ اﻗﺘﺤﺎﻣﺎت ﺑﺮﯾﺔ أﺳﻔﺮت ﻋﻦ إﻓﺮاغ ﻋﺪة ﺑﻠﺪات ﻓﯿﻬﺎ ﻣﻦ ﺳﻜﺎﻧﻬﺎ، وﺗﺄﺗﻲ ﻫﺬه اﻟﺤﻤﻠﺔ اﻟﻮاﺳﻌﺔ ﻓﻲ أﻋﻘﺎب ﺳﻨﻮات ﻣﻦ اﻟﺤﺼﺎر واﻟﻘﺼﻒ واﻟﺤﻤﻼت اﻟﻌﺴﻜﺮﯾﺔ اﻟﻤﺘﻜﺮرة. ﺧﻼل ﺛﻼﺛﺔ أﺳﺎﺑﯿﻊ ﻓﻘﻂ، ﻓﺎرَق ﻣﺎ ﯾﻘﺎرب أﻟﻒ ﺷﺨﺺ ﺣﯿﺎﺗﻬﻢ، وأُﺻﯿ َﺐ اﻵﻻف، ﺟﺮاء اﻟﻘﺼﻒ اﻟﻌﻨﯿﻒ اﻟﺬي اﺳﺘﻬﺪف اﻷﺣﯿﺎء واﻟﻤﺒﺎﻧﻲ اﻟﺴﻜﻨﯿﺔ. وﺑﯿﻦ اﻟﻀﺤﺎﯾﺎ واﻟﻤﺼﺎﺑﯿﻦ ﻣﺌﺎت اﻷﻃﻔﺎل واﻟﻨﺴﺎء واﻟﺸﯿﻮخ، ﺑﺎﻟﺘﺰاﻣﻦ ﻣﻊ اﺳﺘﻬﺪاف ﻋﺸﺮات اﻟﻨﻘﺎط اﻟﻄﺒﯿﺔ واﻟﻤﺸﺎﻓﻲ وﺳﯿﺎرات اﻹﺳﻌﺎف وﻣﺮاﻛﺰ اﻟﺪﻓﺎع اﻟﻤﺪﻧﻲ، ﻓﻲ ﺳﻠﻮك ﯾﺘﻌﻤﺪ ﻋﺮﻗﻠﺔ إﻧﻘﺎذ اﻟﻤﺼﺎﺑﯿﻦ واﻧﺘﺸﺎل ﺟﺜﺎﻣﯿﻦ اﻟﻀﺤﺎﯾﺎ. رﻓ َﺾ اﻟﻨﻈﺎم اﻟﺴﻮري وﺣﻠﻔﺎؤه اﻻﻟﺘﺰام ﺑﻘﺮار ﻣﺠﻠﺲ اﻷﻣﻦ رﻗﻢ 2401، اﻟﻘﺎﺿﻲ ﺑﻮﻗﻒ إﻃﻼق اﻟﻨﺎر ﻟﻤﺪة ﺛﻼﺛﯿﻦ ﯾﻮﻣًﺎ، وﺗﺴﻬﯿﻞ اﻟﻌﻤﻞ اﻹﻧﺴﺎﻧﻲ ورﻓﻊ اﻟﺤﺼﺎر وﻓﺘﺢ اﻟﻤﻤﺮات ﻹﯾﺼﺎل اﻟﻤﺴﺎﻋﺪات، وﻗﺪ ﺻﺮﺣﺖ ﻣﻨﻈﻤﺔ اﻟﺼﺤﺔ اﻟﻌﺎﻟﻤﯿﺔ أن اﻟﻨﻈﺎم ﻗﺎم ﺑﺴﺤﺐ اﻟﻤﻌﺪات واﻟﻤﻮاد اﻟﻄﺒﯿﺔ ﻣﻦ ﻗﺎﻓﻠﺔ اﻟﻤﺴﺎﻋﺪات اﻟﺘﻲ دﺧﻠﺖ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ ﯾﻮم 4 آذار اﻟﻤﺎﺿﻲ. ﯾﺸﯿﺮ ﻫﺬا اﻟﺴﻠﻮك دون ﻟﺒ ٍﺲ إﻟﻰ ﻧﻮاﯾﺎ ﺧﻄﯿﺮة، ﺗﺘﻤﺜﻞ ﺑﺎﻟﺴﻌﻲ ﻟﻠﺘﻀﯿﯿﻖ ﻋﻠﻰ اﻟﺴﻜﺎن إﻟﻰ أﻗﺼﻰ ﺣﺪ ﻣﻤﻜﻦ، وﺻﻮ ًﻻ إﻟﻰ ﺗﻜﺮار ﺳﯿﻨﺎرﯾﻮ أﺣﯿﺎء ﺣﻠﺐ اﻟﺸﺮﻗﯿﺔ ﻓﻲ اﻟﻐﻮﻃﺔ، إي ارﺗﻜﺎب ﺟﺮﯾﻤﺔ اﻟﺘﻬﺠﯿﺮ اﻟﻘﺴﺮي ﺑﺤﻘﻬﻢ. ﯾﻌﯿﺶ ﻋﺸﺮات آﻻف اﻟﻤﺤﺎﺻﺮﯾﻦ ﻣﻨﺬ أﻛﺜﺮ ﻣﻦ ﺛﻼﺛﺔ أﺳﺎﺑﯿﻊ ﻓﻲ ﻣﺪن وﺑﻠﺪات اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ ﻇﺮوﻓًﺎ ﻛﺎرﺛﯿﺔ، ﻓﻬﻢ ﯾﻘﻄﻨﻮن ﻓﻲ أﻗﺒﯿﺔ ﻻ ﯾﺼﻠﻬﺎ ﺿﻮء اﻟﺸﻤﺲ ﻣﻨﺬ أﻛﺜﺮ ﻣﻦ أﺳﺒﻮﻋﯿﻦ، ﻓﻲ ﻇﻞ ﻧﻘﺺ ﺣﺎد ﻓﻲ اﻟﻐﺬاء واﻟﻤﻮاد اﻟﻼزﻣﺔ ﻟﻠﺘﺪﻓﺌﺔ، وﻓﻘﺪان ﺷﺒﻪ ﻛﺎﻣﻞ ﻟﻠﻤﺴﺘﻠﺰﻣﺎت واﻟﻤﻌﺪات اﻟﻄﺒﯿﺔ واﻷدوﯾﺔ. وﻓﯿﻤﺎ ﯾﻔﺎرق ﻛﺜﯿﺮون ﻣﻤﻦ ﯾﻐﺎدرون اﻷﻗﺒﯿﺔ ﻟﺘﺄﻣﯿﻦ اﻟﻤﺴﺘﻠﺰﻣﺎت اﻟﻀﺮورﯾﺔ ﺣﯿﺎﺗﻬﻢ ﯾﻮﻣﯿًﺎ، ﺗﺠﺘﻬﺪ ﻓﺮق اﻹﺳﻌﺎف واﻟﺪﻓﺎع اﻟﻤﺪﻧﻲ ﻓﻲ ﻣﺤﺎوﻟﺔ إﻧﻘﺎذ ﻣﺎ ﯾﻤﻜﻦ إﻧﻘﺎذه ﺑﺈﻣﻜﺎﻧﯿﺎت ﺑﺴﯿﻄﺔ، وﻗﺪ دﻓﻊ ﻛﺜﯿﺮون ﻣﻦ ﻛﻮادرﻫﺎ ﺣﯿﺎﺗﻬﻢ أﺛﻨﺎء أداء واﺟﺒﻬﻢ اﻹﻧﺴﺎﻧﻲ. إن إﺧﻀﺎع اﻟﺴﻜﺎن ﻟﻈﺮوف ﻛﻬﺬه ﻫﻮ ﺟﺮﯾﻤﺔ إﺑﺎدة ﺟﻤﺎﻋﯿﺔ، ﻻ ﯾﺘﻢ ﺑﺬُل ﺟﻬﻮٍد ﺟﺪﯾٍﺔ ﻹﯾﻘﺎﻓﻬﺎ. ﻧﺘﺤُﺪ اﻟﯿﻮم ﻛﻤﺠﻤﻮﻋﺎت وﻣﺆﺳﺴﺎت وﻣﻨﻈﻤﺎت وﻓﺮق ﺗﻄﻮﻋﯿﺔ ﻓﻲ وﺟﻪ اﻹﺑﺎدة اﻟﺤﺎﺻﻠﺔ ﺑﺤﻖ ﺣﻮاﻟﻲ 400,000 إﻧﺴﺎن ﻓﻲ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ، وﻓﻲ وﺟﻪ ﻣﺤﺎوﻟﺔ ﻓﺮض اﻟﺘﻬﺠﯿﺮ ﺑﺬرﯾﻌﺔ اﻟﺤﺮب ﻋﻠﻰ اﻹرﻫﺎب. ﻧﺨﺎﻃﺒﻜﻢ ﺑﺎﺳﻢ ﻗﯿﻢ اﻟﻌﺪاﻟﺔ واﻹﻧﺴﺎﻧﯿﺔ، ﻛﻲ ﺗﺴﺎﻫﻤﻮا ﻣﻌﻨﺎ ﻓﻲ اﻟﻮﻗﻮف ﺿﺪ ﻫﺬا اﻟﺨﺮاب اﻟﻌﻈﯿﻢ، وﺗﺮﻓﻌﻮا أﺻﻮاﺗﻜﻢ ﻋﺒﺮ ﺑﺮﻟﻤﺎﻧﺎﺗﻜﻢ وﻣﺠﺎﻟﺴﻜﻢ اﻟﺘﻤﺜﯿﻠﯿﺔ، ﻟﯿﺲ ﻓﻘﻂ ﻟﻤﺤﺎوﻟﺔ إﻧﻘﺎذ ﺣﯿﺎة ﻋﺸﺮات آﻻف اﻟﻤﻬﺪدﯾﻦ اﻵن ﺑﺎﻹﺑﺎدة واﻟﺘﻬﺠﯿﺮ اﻟﻘﺴﺮي ﻓﻲ ﺳﻮرﯾﺎ، ﺑﻞ ﻹﻧﻘﺎذ اﻟﻘﯿﻢ اﻹﻧﺴﺎﻧﯿﺔ ذاﺗﻬﺎ، ﻷن اﻟﺴﻤﺎح ﺑﻤﻮاﺻﻠﺔ ﻫﺬه اﻟﺠﺮاﺋﻢ اﻟﻌﻠﻨﯿﺔ ﯾﺸﻜﻞ ﺧﻄﺮًا داﻫﻤًﺎ ﻋﻠﻰ ﻣﺴﺘﻘﺒﻞ اﻟﻌﺎﻟﻢ. ﻧﺜﻖ ﺑﺄﻧﻪ ﯾﻤﻜﻨﻜﻢ اﻟﺘﺄﺛﯿﺮ، ﻣﻦ ﺧﻼل دﻓﻊ ﺣﻜﻮﻣﺎﺗﻜﻢ ﻷن ﺗﻘﻮم ﺑﺪورﻫﺎ، وﺗﻜﻮن اﻟﻀﺎﻣﻦ ﻟﻠﻮﻗﻒ اﻟﻔﻮري ﻟﻬﺬه اﻷﻋﻤﺎل اﻟﻌﺴﻜﺮﯾﺔ اﻟﻬﻤﺠﯿﺔ ﺗﺠﺎه اﻟﻤﺪﻧﯿﯿﻦ، ﻣﻦ ﺧﻼل ﻋﻤﻠﯿﺔ ﺳﯿﺎﺳﯿﺔ ﻓﻌﺎﻟﺔ ﺑﺎﻟﻤﺸﺎرﻛﺔ ﻣﻊ ﻫﯿﺌﺎت اﻟﺤﻜﻢ اﻟﻤﺤﻠﯿﺔ، ﯾﻜﻮن أﺳﺎﺳﻬﺎ ﺿﻤﺎن ﺳﻼﻣﺔ وﻛﺮاﻣﺔ اﻟﻤﺪﻧﯿﯿﻦ. وﻣﻦ ﺧﻼل ﺻﯿﺎﻏﺔ اﻟﻌﺮاﺋﺾ ورﻓﻊ اﻟﺒﯿﺎﻧﺎت إﻟﻰ ﺑﺮﻟﻤﺎﻧﺎﺗﻜﻢ وﺟﻤﯿﻊ اﻟﻬﯿﺌﺎت اﻟﺘﻤﺜﯿﻠﯿﺔ اﻟﻮﻃﻨﯿﺔ واﻟﻤﻨﻈﻤﺎت اﻟﺪوﻟﯿﺔ، ﻟﻤﻄﺎﻟﺒﺔ اﻟﺠﻤﯿﻊ ﺑﺎﻟﻘﯿﺎم ﺑﻮاﺟﺒﻬﻢ اﻹﻧﺴﺎﻧﻲ ووﻗﻒ اﻟﻤﺄﺳﺎة اﻟﺤﺎﺻﻠﺔ اﻟﯿﻮم ﻓﻲ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ. اﻟﻮﻗﺖ ﺛﻤﯿﻦ ﺟﺪًا، ﯾﺴﺪد ﻓﺎﺗﻮرﺗﻪ اﻟﻤﺪﻧﯿﻮن ﻓﻲ اﻟﻐﻮﻃﺔ اﻟﺸﺮﻗﯿﺔ ﻣﻦ ﺣﯿﻮاﺗﻬﻢ وآﻻﻣﻬﻢ ﻛﻞ دﻗﯿﻘﺔ. ------

Lettre Humanitaire pour arrêter le génocide, le siège et le déplacement forcé des populations.

Nous croyons en la force de la conscience humaine et en la capacité des citoyens à influencer la politique étrangère de leur pays. Nous vous adressons ce message ainsi qu’à toutes les institutions parlementaires du monde dans l’espoir de sauver des centaines de milliers de vies humaines menacées aujourd’hui dans la région Syrienne de la « Ghouta Orientale ». Nous espérons que ce message contribuera à la formation d’un grand mouvement pour arrêter l’actuel génocide contre les civils sur place. Aujourd’hui les civils de la « Ghouta Orientale » doivent faire face à une campagne de frappes aériennes barbares et à des bombardements de missiles et d’artillerie lourde avec divers types d'armes ; y compris avec des armes internationalement prohibées tel que le Napalm, les bombes au phosphore, les armes chimiques et les gaz toxiques. En plus d’une campagne tous azimut d’incessants bombardements intentionnels et délibérés venant du ciel, les civils doivent faire face à des incursions terrestres qui ont causé l’exode des résidents de leurs villes. Cette campagne massive fait suite à des années de siège, des bombardements incessants et à des campagnes militaires contre la population civile. En seulement trois semaines, près d’un millier de vies humaines ont été perdues et des milliers de personnes ont été blessées à cause des bombardements intensifs de leur quartier et de leurs bâtiments d’habitation. Parmi les victimes, des centaines d’enfants, de femmes et de vieillards. L’assaut sur la Ghouta est mené en conjonction avec le ciblage de dizaines de points médicaux, d’hôpitaux, d’ambulances, et de centres de défense civile dans le but délibéré d’entraver le secours aux blessés et la récupération des corps des victimes. Le Régime Syrien et ses alliés refusent de respecter la résolution 2401 du Conseil de sécurité qui avait pour but d’imposer un cessez-le-feu de 30 jours et d’autoriser l’accès aux villes assiégées de la Ghouta pour faciliter l’action humanitaire et permettre l’ouverture de couloirs pour acheminer de l’aide. L’Organisation Mondiale de la Santé a déclaré que le régime d'Assad a pillé les équipements et fournitures médicales d’un convoi de secours sur la route de la Ghouta Orientale le 4 mars. Ce comportement révèle sans ambiguïté une politique de punition collective par la violence ainsi que la restriction de l’accès aux secours pour forcer les habitants de Ghouta à accepter une répétition du scénario qui s’est déroulé dans les quartiers Est d’Alep. Le déplacement forcé de populations est un crime de guerre qui a déjà eu lieu à Daraya et à Alep, le régime essaye de répéter le crime de déplacement encore une fois, mais cette fois-ci contre les civils de la Ghouta Orientale. Pendant plus de trois semaines, des milliers de gens assiégés dans les villes et les villages de la Ghouta Orientale ont vécu dans des conditions catastrophiques. Les civils, enfants inclus ont vécu dans les caves où ils font face à de graves pénuries de nourriture et de chauffage et à un manque de fournitures et d’équipement médicaux, tout cela ajouté au fait qu’ils ne peuvent pas sortir à l’air libre depuis des semaines. De nombreux civils sont tués quand ils quittent leurs abris pour chercher le nécessaire pour leur vie quotidienne. La défense civile et les équipes de secours se battent pour sauver le plus de vies possibles, et de nombreux volontaires ont perdu la vie en accomplissant leur devoir humanitaire. Soumettre une population à de telles conditions est un crime de génocide et malgré tout aucun effort n’est fait pour que cela cesse. Aujourd’hui nous nous unissons en tant qu’organisations, associations, collectifs de bénévoles et individuels pour arrêter le génocide perpétré contre environ 400 000 êtres humains de la Ghouta Orientale ; des humains qui font face à leur éradication imminente et leur déplacement forcé sous le prétexte de mener une soi disant guerre contre la terreur. Nous nous adressons à vous au nom des valeurs de justice et d’humanité. Nous vous demandons votre soutien. Nous vous demandons de vous tenir à nos côtés contre cette immense destruction. Autoriser ces crimes à se perpétuer met en danger le futur de l’humanité. Nous croyons que vous pouvez améliorer la situation en appelant vos gouvernements à jouer leur rôle immédiatement et à garantir l'arrêt de ces actions militaires barbares contre des civils qui ont besoin qu’on assure leur sécurité et préserve leur dignité. La nostra lettera umanitaria per fermare il genocidio, l'assedio e lo sfollamento forzato

Basandoci sul fatto che crediamo nella forza della coscienza umana e che le persone possano influenzare le politiche estere dei loro governi, indirizziamo questo messaggio a voi ed a tutte le istituzioni parlamentari nel mondo, sperando di salvare centinaia di migliaia di vite umane minacciate oggi nella Ghouta orientale in Siria. Speriamo che questo messaggio contribuisca alla formazione di un ampio fronte per fermare l'attuale genocidio contro i civili. Oggi, i civili nella Ghouta orientale, vicino a Damasco, stanno affrontando una barbara campagna di attacchi aerei, missili e bombardamenti di artiglieria pesante, con vari strumenti di distruzione, tra cui armi proibite a livello internazionale come (napalm, bombe al fosforo, armi chimiche e gas tossici). Oltre ad una implacabile campagna di bombardamenti aerei indiscriminati, i civili hanno affrontato diverse incursioni militari attraverso territori che hanno provocato spostamenti di residenti dalle loro città. Questa massiccia campagna è la continuazione di anni di assedio, bombardamenti e campagne militari senza sosta contro la popolazione civile. In sole tre settimane, a seguito di pesanti bombardamenti su quartieri civili ed edifici residenziali, sono state perse quasi mille vite umane e migliaia di persone sono state ferite. Tra le vittime ci sono centinaia di bambini, donne e anziani. L'attacco alla Ghouta viene condotto in concomitanza con il deliberato attacco di dozzine di punti medici, ospedali, ambulanze e centri di protezione civile, con l'obiettivo di ostacolare deliberatamente il salvataggio dei feriti e il recupero dei corpi delle vittime. Il regime siriano e i suoi alleati rifiutano di attenersi alla risoluzione 2401 del Consiglio di sicurezza, che intendeva imporre un cessate il fuoco di 30 giorni e consentire l'accesso alla Ghouta assediata per facilitare l'azione umanitaria e consentire l'apertura di corridoi per la consegna degli aiuti. L'Organizzazione Mondiale della Sanità (Oms) ha dichiarato che il regime ha saccheggiato strutture e forniture mediche da un convoglio di aiuti che era in rotta verso la Ghouta orientale il 4 marzo. Questo comportamento rivela inequivocabilmente una pericolosa politica di punizione collettiva, attraverso la violenza, e limitando in seguito l'accesso medico agli abitanti della Ghouta nell'accettare una ripetizione dello scenario che si è svolto nei quartieri orientali di Aleppo. La deportazione forzata è un crimine di guerra che ha già avuto luogo a Daraya e ad Aleppo, ed oggi il regime sta tentando di ripetere il crimine di deportazione forzata ancora una volta, ma questa volta contro i civili della Ghouta orientale. Da più di tre settimane migliaia di persone assediate nelle città e nei villaggi della Ghouta orientale vivono in condizioni catastrofiche. I civili, compresi i bambini, vivono in scantinati dove si trovano in condizioni di grave scarsità di cibo e / o di riscaldamento e di assenza quasi totale di forniture mediche e attrezzature, tutto questo unito al fatto che non riescono ad uscire alla luce del sole per settimane e settimane. Molti civili vengono uccisi quando lasciano i rifugi sotterranei per procurarsi i beni necessari per la loro vita quotidiana. Le squadre della protezione civile e di soccorso stanno lottando per salvare quante più vite possibili e molti volontari hanno perso la vita mentre facevano il loro dovere umanitario. Riteniamo che sia possibile inviare un messaggio scrivendo petizioni e inviando dichiarazioni ai nostri parlamenti, nonché a tutti gli organismi e le organizzazioni di rappresentanza internazionali per richiedere risposte e azioni immediate. Unser humanitärer Brief für die Beendigung des Genozids, der Belagerung und der Vertreibung.

Aufgrund unseres Glaubens an die Stärke des menschlichen Gewissens und dass Bürger die Außenpolitik Ihrer Regierung beeinflussen können, richten wir diesen Brief an Sie und an alle parlamentarischen Institutionen der Welt in der Hoffnung, die Hunderttausenden von Leben zu retten, welche momentan in Ost Ghuta bedroht sind. Wir hoffen, dass dieser Brief zur Formation einer breiten Front beitragen wird, welche sich gegen den Genozid der Bevölkerung Ost Ghutas einsetzt.

Momentan ist die Zivilbevölkerung Ost Ghutas (in der Nähe von Damaskus) durch ein barbarisches Ausmaß von Luftangriffen mit Raketen und schwerer Artillerie mehreren verschiedenen Methoden der Zerstörung und Vernichtung ausgesetzt, darunter international geächteten und verbotenen Waffen (z.B. Napalm, Phosphorbomben, Chemiewaffen und giftige Gase). Neben diesen ununterbrochenen Attacken war die Bevölkerung zusätzlich mit mehreren militärischen Landübernahmen konfrontiert, welche zu Vertreibungen der Bewohner von ihrem führten. Diesen massiven Angriffen gingen Jahre der völligen Blockade, der Bombardierung und der militärischen Einsätze voraus. In nur drei Wochen kamen durch den schweren Beschuss von zivilen Nachbarschaften und Wohngebieten tausende Menschen ums Leben, tausende wurden verletzt. Unter den Opfern sind hunderte von Kindern, Frauen und ältere Menschen. Der Angriff auf Ghuta ist verbunden mit dem vorsätzlichen Abzielen auf die Zerstörung von medizinischen Zentren, Krankenhäusern, Ambulanzen und Einrichtungen des Zivilschutzes. Ziel dabei ist, die Rettung und Genesung von Verletzten zu behindern.

Das syrische Regime und seine Kollaborateure weigern sich, die Beschlüsse der Resolution 2401 einzuhalten, welche eine 30-tätige Feuerpause vorsieht und den Zugang von humanitärer Hilfe zu den belagerten Regionen in Ost Ghuta ermöglicht. Die Weltgesundheitsorganisation (WHO) teilte mit, dass das Regime Equipment und medizinische Ausrüstung von einem humanitären Hilfskonvoi geplündert hat, welcher am 4. März auf dem Weg nach Ghuta war. Dieses Verhalten verdeutlicht unmissverständlich die gefährliche Politik der kollektiven Bestrafung, bei welcher durch Gewaltanwendung und anschließender Verweigerung von medizinischer Hilfe Druck auf die Bevölkerung ausgeübt wird, um in Ghuta jenes Szenario zu wiederholen, welches sich bereits in den östlichen Nachbarschaften Aleppos abgespielt hat. Zwangsvertreibung ist ein Kriegsverbrechen, welches bereits in Daraya und Aleppo stattgefunden hat. Momentan ist das syrische Regime dabei, das Verbrechen der Zwangsvertreibung zu wiederholen, diesmal an der Zivilbevölkerung von Ost Ghuta.

Seit mehr als drei Wochen leben die Menschen in den eingeschlossenen Kleinstädten und Dörfern Ost Ghutas unter katastrophalen Bedingungen. Die Zivilbevölkerung, Kinder eingeschlossen, lebt in Kellern, in denen sie wenig Zugang zu Nahrung und Heizung, nahezu keinen Zugang zu medizinischer Versorgung hat und seit Wochen kein Tageslicht mehr zu Gesicht bekommen hat. Viele Zivilisten sterben bei dem Versuch, den Keller zu verlassen, um für sich und ihre Familie das Allernötigste zu besorgen. Teams des Zivilschutzes und des Rettungsschutzes kämpfen dafür, so viele Leben wie möglich zu retten, wobei viele ihrer freiwilligen Helfer getötet werden. Die Zivilbevölkerung mit solchen Lebensbedingungen zu unterjochen stellt einen versuchten Genozid dar, und noch immer gibt es keine ernsten Bemühungen, das Töten zu stoppen.

Heute vereinen wir Gruppen, Organisationen, Initiativen, Institutionen und Freiwilligenteams uns, um diesen versuchten Genozid an den 400.000 Menschen Ost Ghutas zu stoppen, die baldige Ausrottung und Zwangsvertreibung dieser Menschen unter dem Vorwand des sogenannten Kampfes gegen den Terror.

Wir wenden uns an Sie im Namen der Gerechtigkeit und der Menschlichkeit. Wir bitten Sie, Ihre Stimme beizutragen und sich mit uns gegen diese großangelegte Zerstörung zu wenden. Erheben Sie Ihre Stimme durch Ihre Parlamente und Repräsentanten, nicht nur um hunderttausende von Menschen vor der Auslöschung und der Zwangsvertreibung zu schützen, sondern auch um unsere fundamentalsten menschlichen Werte zu schützen. Es diesen Verbrechen zu erlauben, am helllichten Tage weiterhin stattzufinden, ist eine große Gefahr für die Zukunft der Menschlichkeit.

Wir glauben, dass Sie die Situation beeinflussen können, indem Sie Ihre Regierung dazu drängen, sich ihrer Verantwortung zu stellen und eine sofortige Beendigung der militärischen Aktionen sowie Sicherheit und Würde für die betroffene Zivilbevölkerung zu garantieren. Wir glauben, dass Sie einen Unterschied machen können, in dem Sie Petitionen und

Stellungnahmen an Ihre Parlamente, internationalen Vertretungen und Organisationen senden und ein sofortiges Antworten und Eingreifen fordern. Es ist unsere humanitäre Verpflichtung, die humanitäre Tragödie in East Ghuta zu beenden.

Zeit ist wertvoll, ihren Preis zahlt die Zivilbevölkerung Ost Ghutas mit ihrem Schmerz und mit ihrem Leben.
