Particular attention is paid to the politics surrounding the emergence and operation of a dedicated provincial agency - the Ontario Anti- Racism Secretariat (OARS). The study highlights the central role of social problems work and claims making in the determination of anti-racism policy. The emergence of state anti-racism is accounted for in terms of the relationship between the state and ethno-racial community groups, strategic events associated with the politicization of racial inequality, the ideological orientation of the ruling political party, and changing demographic composition of Ontario. The study demonstrates that social democratic political ideals reflected in government, in conjunction with high-profile strategic events and sustained pressure from ethno- racially based advocacy groups produced the conditions conducive to the emergence and acceleration of state anti-racism initiatives. The nature of state anti-racisms in distinct areas of programming is accounted for in terms of the claims making activities of the parties involved in the policy-making process. I argue that stakeholders’ influence on the nature of anti-racism initiatives varied depending on the particular realm of policy or programming under examination. State agents determined the nature of anti- racisms in some areas, while community stakeholders held sway in other areas. The research draws on a variety of theoretical and methodological approaches to the study of the state and racial inequality from sociology, political iii science, and policy studies. Qualitative methods including open-ended interviews and content analysis of archival materials are used to account for different dimensions of state anti-racism. Empirical evidence for this study comes from accounts provided by key players involved with anti-racism in Ontario including representatives from community groups, the Ontario Public Service (OPS), academia, media, and the Ontario New Democratic Party (ONDP). Materials housed at the Canadian Jewish Archives and the Provincial Archives of Ontario were also used. iv Acknowledgements I would like to thank the following people for their involvement in this research: Bob Andersen, Micheal Atkinson, Neil McLlaughlin, Billy Shaffir, and Harley Dickinson. Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius , ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. i i iii In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s.

Lind Abstract Mythologized as a former artist’s colony, Wychwood Park is a gated community in midtown Toronto that encompasses fifty-eight homes built at the turn of the twentieth century. Wychwood Park’s landscape plan is one of Canada’s earliest examples of a garden suburb – a suburban design model derived from the turn-of-the-twentieth-century English Garden City movement. The Park boasts the highest concentration of Arts and Crafts domestic architecture in Toronto. Famous early residents included artists and art patrons who were instrumental in establishing what became the Art Gallery of Ontario, the Royal Ontario Museum, the Ontario College of Art and Design, and the Ontario Society of Artists. In this dissertation, I argue that Wychwood Park is a white settler colonial landscape. This argument is informed by the idea of landscape as an actor in social and political processes, rather than a reflection of them. The physical landscape of Wychwood Park, and the extent to which it reflects the ideas and values that sustain settler colonial rule, are seriously interrogated in this project. I am interested in the ways that a neighbourhood like Wychwood Park can teach Torontonians something about how patriarchy and racism work and what it means to live in an environment shaped by gendered/racialized thinking and social organization.

    RACISM AND THE UNIVERSITY: How Bureaucracy and the “Equity Industry” Perpetuate Racism (2008) Ryan Hayes Preface: In August 2008, student representatives voted at a meeting of the Canadian Federation of Students-Ontario to launch a Task Force on Campus Racism. The task force is now traveling the province to hold hearings on the issue (www.noracism.ca). This article was written following the August 2008 meeting for an equity studies course that focused on many related issues. The article draws on course material to lay the groundwork, then turns to current issues of racism at the university and places them within a historical context in which bureaucracy has been used to stifle anti-racist organizing on campus. Substantive Equity vs. the “Equity Industry” The reality of equity programs in Canada is that they conceal racist and discriminatory practice – they promise equality of opportunity yet deliver grudging accommodation; they deal with systemic inequity while leaving the systems and structures responsible for those inequities intact. – Rodney Bobiwash Bobiwash’s remarks were delivered to an Equity Studies panel on employment equity at the University of Toronto in 1998. In his remarks, Bobiwash criticized the bureaucratized “equity industry” for failing to advance substantive equity. Much of his text draws on the university with its failure to hire indigenous staff people or even to prioritize making First Nations House physically accessible. Bobiwash’s analysis resonates deeply with me. The university seems more committed to equity as a public relations tool and defensive mechanism for responding to criticisms than for addressing the root of problems within the university community.
