THE CASE OF ALBANIA Dr. Edvana TIRI Faculty of Law Professional Business Academy Tirana, Albania Abstract: This paper focuses on the aspiration and enlargement policy that the European Union has adopted, in the interests of expanding the member states and candidates, the instruments to facilitate this process and the progress of this process. Enlargement process is a process that began over half a century ago and it continues. This process will continue in the decades and will keep engaged one of the major continent of the world. Today the EU consists of 28 countries. Integration into the European Union implies, firstly, approximation and embrace of the fundamental values upon which it is built this large body interstate. European regional integration was seen as an expression of new principles of international politics. EU, already offers a unique overall market, an economic and monetary union with the euro as a common currency, "Schengen area", providing to the citizens more freedom of internal movement, cooperation in the field of justice and a common foreign policy and security. Keywords: enlargement, integration, candidates, process, Western Balkans 1. The Process of EU Enlargement The European idea is launched after the end of World War II. At a meeting that took place in Zurich in Switzerland, on the 19th of September 1946, Winston Churchill the head of the British government speaks of the necessity of Building the United States of Europe, taking as model the federation represented by the USA, with the purpose avoiding the implications the European states in a new world war. On this occasion the idea of creating an European Community at political level in order to avoid a new conflict between European states and at economical level in order to reconstruct the economies of the region’s countries. Putting this project into practice has proven to be very difficult. 1 Europe had successive extensions and continuous; Denmark, Ireland, the United Kingdom, bringing to nine the number of European Community member states. After the accession of Greece in 1981 which brought to 10 the EU members States, Spain and Portugal acceded as well in 1986. The same year the European Single Act has been enacted. It modifies the Treaty of Rome by introducing the “qualified majority voting” from the harmonization of legislations. This Act 1 Silasi Grigore, The European Union or the New “ Divine Comedy”, Editura Universitatii de Vest, Timisoara 2005 pg.20. 7 Revue europénnee du droit social opened the road to the creation of a big common market without frontiers excepted for the 1 st January 1993. 2 The fall of the Berlin Wall on 9 November 1989 marked the disintegration of the entire Communist bloc in the East. This event was the starting point for the process of European reunification. From then on the EU and the candidate countries worked tirelessly together to prepare the enlargement within the framework of bilateral accession partnerships between the EU and each candidate country. The partnerships set the priorities and precise timetables for the ground which needed to be covered to enable each country to take on the obligations involved in accession. On 1 May 2004, 10 new member countries joined the EU. This was an important date marked for Europe, a historic day for that part of the continent. This extension was the fifth one since the creation of the EEC, but for the size, political and economic significance, this can be considered the greater and the most sturdy expansion. The most of the new members belonged to the former communist bloc. This historic enlargement of the EU from 15 to 25 members is the culmination of a long accession process leading to the reunification of a Europe that had been divided for half a century by the Iron Curtain and the Cold War. The Copenhagen European Council of December 2002 found that 10 of the 13 candidate countries (Cyprus, Estonia, Hungary, Poland, the Czech Republic, Slovenia, Latvia, Lithuania, Malta and Slovakia) fulfilled the conditions necessary for joining the EU. They therefore signed their Accession Treaty on 16 April 2003 in Athens and officially joined the EU on 1 May 2004 after the ratification procedures were completed. 3 Bulgaria and Romania were recommended to join the EU in January 2007.

ABSTRACT The Atlantic sturgeon Acipenser sturio L., 1758 has always been rare in Russia. Its main distrib- ution was concentrated in the Gulf of Finland, from which it ascended the Neva River and en- tered Lake Ladoga and some of its tributaries. The landlocked population of this species was known in Lake Ladoga. In the 20th century, there are recorded catches of only 25 adult and 12 juvenile specimens. Since the last specimen was caught in 1985, the Atlantic sturgeon can be con- sidered as extirpated in the water bodies of Russia. While recovery plans have been drawn up, the lack of living specimens is a serious obstacle to re-establishing this population. The survey indicated a significant increase in the abundance of adult crabs in 2003 migrating downstream in the Neva River, the connecting channel between the Gulf of Finland and Lake Ladoga. ISSN 1239-6095 As part of the joint Russian-Finnish evaluation of human impact on Lake Ladoga, we studied the phytoplankton species composition, biomass, chlorophyll a content and primary production in the lake in order to estimate the state of eutrophication. Samples were collected from 9–31 sampling stations in August 1992–95. In the surface water, the phytoplankton biomass varied from 0.3 to 6.6 g m–3 fresh weight, chlorophyll a from 1.7 to 18.6 mg m–3 and the primary productivity of phytoplankton from 33 to 471 mg C m–3 d–1. The biomass was lowest close to the western shore and highest in the Sortavala Bay. Blue-green and green algae were abundant inshore and small crypto- phyceans (Rhodomonas lacustris, Cryptomonas spp.) offshore. In the most nutrient- rich parts of Lake Ladoga (Volkhov, Sortavala and Svir bays) the phytoplankton com- munities were dominated mainly by blue-greens and cryptomonads. In this paper we describe the methodology and results of archaeological field surveys and test excavations carried out in the so-called Lake Pyhäjärvi micro-region in 2005–2008. In the course of the project’s field studies, the number of Stone Age and Early Metal Period sites in the area increased tenfold, and the exceptional, well-stratified settlement site of Kunnianniemi with nearly three-metre- deep archaeological deposits was located. The reconstruction is based on oxygen isotopes of lacustrine diatom silica (d Odiatom) preserved in sediment core Co 1309, and is complemented by a diatom assemblage analysis and a survey of modern isotope hydrology.The data indicate that Lake Ladoga has existed as a freshwater reservoir since at least 10.8 cal. ka BP.The 18 18 d Odiatom values range from +29.8 to +35.0&, and relatively higher d Odiatom values around +34.7& between c. 7.1 18 and 5.7 cal. ka BP are considered to reflect the Holocene Thermal Maximum. A continuous depletion in d Odiatom since c. 6.1 cal. ka BP accelerates after c. 4 cal. ka BP, indicating Middle to Late Holocene cooling that culminates 18 during the interval 0.8–0.2 cal. ka BP, corresponding to the Little Ice Age. Lake-level rises result in lower d Odiatom 18 values, whereas lower lake levels cause higher d Odiatom values.

Relationships between distribution of periphytic diatoms and environmental variables in 19 rivers of the Lake Ladoga basin (Northwestern Russia) were examined using gradient analysis. The rivers in the northern sub-basin are slightly acidic and low in conductivity (mean value 53 mScm–1); the rivers in the southern sub-basin have neutral to slightly alkaline waters with higher conductivities (mean value 168 mScm–1). A detrended correspondence analysis (DCA) defined two groups of rivers generally corresponding to the two main parts of the Lake Ladoga basin. Fragilaria capucina var. rumpens, Frustulia saxonica and Tabellaria flocculosa were the typical species for the northern sub-basin, whereas Cocconeis pla- centula var. euglypta, Ulnaria ulna and Gomphonema parvulum were characteristic spe- cies for the southern sub-basin. A canonical correspondence analysis (CCA) identified conductivity, pH, bicarbonate, total phosphorus and water colour as the most important environmental variables related to changes in assemblage structure.

The fundamental generalizations available at the moment by the authors (History of Ladoga, Onega ..., 1990; Evolution of Natural ..., 1993; Kvasov, 1975; Davydova et al., 1994; Subetto et al., 1998; The First International ..., 1996) leave a number of important issues that require further scientific study and solution. The main of these are the time of the origin of the river and the direction of flow from Ladoga to the formation of the Neva River. The depression of the Lake Ladoga began to fill with water as the glacier of the Last Valdai glaciation collapsed and melted. According to studies (Saarnisto, Saarinen, 2001), devoted to the problem of deglaciation of the Ladoga and Onega Lake’s basins using varvochronological, radiocarbon and paleomagnetic analyzes of varved clay, it was proved that Lake Ladoga was free of ice in the interval 14000-12500 calendar years (11800-10300 14C years ago) (Fig. 1). Within the basin of Lake Ladoga, there was a deep-water, cold, oligotrophic periglacial water reservoir (Figure 2), which was the easternmost part of the Baltic Ice Lake (Davydova et al., 1998; Kvasov, 1975; Subetto et al., 1998), where during 2000 years formed a thick stratum of limnio-glacial varved clays (Subetto, 2002).

    Fennoscandia archaeologica XX (2003) Hannu Takala and Tommi Sirviö TELKKÄLÄ, MUOLAA – A MULTI-PERIOD DWELLING SITE ON THE KARELIAN ISTHMUS Abstract The Telkkälä site in the former municipality of Muolaa on the Karelian Isthmus was discovered in 1999 in connection with an inspection of formerly known find locations and sites. Joint Finnish-Russian archaeological excavations were carried out in two field seasons at the site, in which connection local shore displacement was also investigated. The site revealed three Stone Age cultural layers of different date. Together with natural strata and deposits, the layers were almost 250 cm thick. It was possible to establish known events in the history of the Baltic and shoreline elevations in the excavated sections.
