DOI 10.1177/1012690212464965 Introduction The clásico is the renowned term used to describe the matches between the Real Madrid CF and the FC Barcelona football teams. Although the origins of the rivalry date back more than 100 years, it is now, due basically to the economic repercussion and global impact of the clubs involved, that the clásico has gained unprecedented media attention. Both teams rank in the top two in total fans worldwide, 57.8m for FC Barcelona and 31.3m for Real Madrid CF (Sport+Markt, 2010), and gross income, 450€m for Real Madrid and 479€m for Barcelona (Deloitte, 2012). The intensity of this media coverage is particularly notable in Spain, where football is the most popular sport, and the rivalry between Barcelona and Real Madrid has evolved into a cornerstone of the news agenda (González Ramallal, 2004; Isasi Varela, 2006). However, apart from the emotion and uncertainty derived from their games – with anything between two and five matches a year – the attraction of the Real Madrid-Barcelona (RMD-FCB) rivalry lies beyond the realm of the mere sporting competition and is based upon the mediated discourse around it, fuelled by a 24/7 news cycle. The news pieces do not stand alone but are contained in larger narratives, whose purpose when it comes to sports journalism is not to give a conciliatory account of the events but to ‘emphasize the elements of crisis and contradiction’ (Moragas, 1992:15) and the ‘production of difference’ (Rowe, 2003:282).

INTRODUCCIÓN La preocupación por la limpieza y el mantenimiento del viario urbano y de espacios públicos como plazas, parques y jardines ha formado parte de las prioridades de las asociaciones vecinales desde su origen, hace casi 50 años. A lo largo de su historia, las entidades ciudadanas no han cesado de defender, a través de acciones de todo tipo, unos barrios y pueblos limpios y saludables. Lo han hecho como hacen con otros asuntos, conjugando la denuncia pública y la protesta en la calle con la negociación y la colaboración con la Administración y los representantes públicos, sean del color que sean. La Federación Regional de Asociaciones Vecinales de Madrid (FRAVM), que aglutina actualmente a 270 entidades de la comunidad autónoma, lleva años alertando del deterioro de los servicios públicos de la capital, incluidos los relativos a limpieza viaria, recogida de basuras y mantenimiento de parques y jardines.     PRESENTACIÓN Los Planes de Barrio son una iniciativa del Ayuntamiento de Madrid de acuerdo con la Federación Regional de Asociaciones de Vecinos de Madrid (F.R.A.V.M.) que tienen la finalidad de avanzar en el reequilibrio social y territorial de la ciudad, mediante la intervención social planificada en los barrios más desfavorecidos de Madrid. Esta iniciativa representa la profundización del modelo de participación ciudadana implantado en la ciudad y la consolidación de los principios de corresponsabilidad y solidaridad territorial que han sustentado desde el año 2003 el diseño y ejecución de los Planes Especiales de Inversión y Actuación Territorial (PEI). La elaboración de los Planes de Barrio ha supuesto la incorporación activa de organizaciones vecinales y sociales en la formulación, elaboración y evaluación de las políticas municipales, fundamentalmente las sociales, así como el trabajo coordinado de todas las Áreas del Gobierno Municipal. En una primera etapa, el Área Delegada de Participación Ciudadana y la F.R.A.V.M. seleccionaron de manera consensuada dieciséis barrios de la ciudad. Para ello, se tuvieron en cuenta los resultados de un exhaustivo trabajo de investigación encaminado a valorar y comparar en cada barrio una serie de indicadores como: tasas de educación, desempleo y población joven, número de inmigrantes, precio de la vivienda e ingreso per cápita, entre otros. Con la activa participación de las Juntas Municipales de Distrito y entidades ciudadanas, se definieron las principales necesidades de cada barrio y se elaboró un documento base con los problemas identificados y las posibles soluciones. La aportación de las entidades ciudadanas y de los actores públicos fue so- metida a un estudio de viabilidad técnica y presupuestaria elaborado por todas las Áreas de Gobierno y Juntas Municipales de Distrito afectadas; a la vez se efectuaron consultas a grupos de expertos.
