Community Based Monitoring System for Access to Basic Minimum Services, Kerala D Narayana Slim Haddad Smitha Aravind Katia Mohindra Paper to be presented at the PEP-CBMS conference in Dakar, June 16-20, 2004. Community Based Monitoring System for Access to Basic Minimum Services, Kerala 1. Introduction The paper presents a brief outline of the approach and results arrived so far of the CBMS in Kerala, India. The organization of the paper is as follows. It begins by presenting the attempt at democratic decentralization in India over the last ten years- the constitutional amendment, the structure of governance, and the mandate of the local governments. The problems faced by the local governments in fulfilling the mandate of data based planning and monitoring is explained followed by the presentation of the salient aspects of the project, Community Based Monitoring System for Access to Basic Minimum Services, Kerala. The attempt at building a database at the local level and the three track approach of the CBMS in Kerala is, then discussed in some detail. 2. The 73rd and 74th Amendments to the Constitution of India, which became law in April 1993, provided the foundation for a comparable democratic decentralization in the rural and urban areas respectively across the states of India. The Amendments made it mandatory for each state to constitute Local Self-Government Institutions (called Panchayats in rural areas) at the village, intermediate and district levels (except for states with less than two million population). The three-tier structure of governance in India following the formation of Panchayats and Municipalities is shown in Figure 1. -

The story associated with this scenic place is that when the Pandavas were in exile and were hiding from the Kaurava king, Duryodhan, they stopped nearby for a rest. When their mother Kunti felt thirsty, one by one four of her sons went to fetch water from this lake but died, as they could not answer the question put forth to them by the Yaksha Devta who resided here. -

The project is located in the Ukhimath tensile of Rudraprayag district of Uttarankhand. It is proposed to have an installed capacity of 15MW with three (03) units of 5MW each with a design head of 181.0m. Salient Features: Capacity : 15 MW (3unit X 5MW) Design Head : 181.0m Weir : Length = 142.00m Height = 2.90m De-silting Tank : Length = 42.00m Width = 18.00m Head Race Tunnel : Length = 3928m Width = 2.75m Size of Fore-bay : 42m x 9m x 3.70m Length of Penstock : 490m Size of Power House : 45m x 14m x 21.30m Figure: Diversion Weir, Intake & De-silting Tank Layout Geology : Fill, River Boulder, Overburdened, Granite in Hill. Project Cost : 75 Crores Client: UJVN Limited Project Background: Since Project was devastated by an unprecedented natural calamity two years ago, which left the entire project in a deplorable condition as well as for an uphill task to re-shape the work site for any renewed construction activities. There are Underground component of the project; which were already been constructed and remained as intact, except choked inside Figure: Powerhouse and Tail Race Channel Section with the river bed materials; but most of the surface structure were got damaged to such an extent that the said structure became unserviceable to serve the requisite functional requirement for the project in particular, Intake weir, Surface water conveyance structures etc. The major challenge in this project was to match with the invert level of tunnels at inlet and outlet as they were already constructed in accordance with earlier planning. -

DECENTRALISATION AND MUNICIPALITIES The 73rd and 74th Constitution Amendment Acts are sister legislations passed by the Parliament in 1992. The 73rd Constitution Amendment Act provided directions for the creation of Panchayats in the rural areas and the 74th Constitution Amendment Act provided for the creation of Municipalities in urban areas. The two legislations laid a broad framework for the setting up of Panchayats and Municipalities by the states. The legislations also stipulated a time limit within which the state governments were to enact conforming legislations to enable setting up of Panchayats and Municipalities, that is by the 1st of July 1994. Prior to the enactment of these two legislations, the functioning of the local bodies was totally dependent on the whims and fancies of the state governments. The supersession of the local bodies was a very common occurrence. Further, the vital arms necessary for the efficient functioning of the local bodies such as the District Planning Committee, Metropolitan Planning Committee, Wards Committee, State Election Commission etc., are either missing or not in a functional state. Although the setting up of these institutions has been made mandatory by the Constitution, in most states they are still not in place. The reasons for their absence or ineffectivity have been discussed in this paper. The legislation apart from laying broad criteria for constitution, composition of Municipalities, elections/removal of Mayor or Chairpersons, qualification/disqualification of membership, setting up of State Election Commission etc., left it to the state governments to prescribe the actual norms. This was done while keeping in mind the federal nature of our political system and also since a minority government was tabling the Bill in the Parliament and was dependent on other regional parties for its passage. -

GROUNDWATER BROCHURE OF RUDRAPRAYAG DISTRICT, UTTARAKHAND 1.0 INTRODUCTION Rudraprayag district which was a part of district Chamoli and Pauri districts before 18 September 1997, was separately created by including Okhimath Tehsil, Jakholi Sub- Tehsil from Tehri district and Bacchansyon and Dhanpur patti of Srinagar Tehsil of Pauri district Rudraprayag district covering an area of about 2439 sq. km lies between latitude 30019'00" and 30049' North and longitude 78049' and 79021'13" East, falling in surveys of India Toposheet Nos. 53J and 53N. The district is bounded by Uttarkashi in the north, Chamoli in the east, Tehri Garhwal in the west and Pauri Garhwal on the south. The district with its head quarter at Rudraprayag town comprises of three tehsils viz. Okhimath, Rudraprayag and Jakholi and three development blocks viz. Okhimath, Augustmuni and Jakholi. It is approachable from Rishikesh and Dehradun through motorable metalled road. Rail links are not available in the district. The district has network of roads of 1372 kms which connects its major towns to its head quarter. The only national highway is from Rishikesh to Badrinath, which runs parallel to river Ganga and Alaknanda. The road bifurcates from Rudraprayag and goes up to Gauri Kund all along river Mandakini. Pathways, Katccha road and tracks play an important role in providing movement facility and communication in the difficult hilly terrain of rural area of the district. The administrative map showing drainage of District Rudraprayag is given in Fig. 1. Agriculture is the main occupation of the people. The agricultural activities are restricted to river terraces, gentle hill slopes and intermontane valleys. -
