Abstract: Elihu Katz (born 1926) is an American Israeli sociologist and media scholar who has made substantial contributions to the field of communication, specifically in the areas of media effects, diffusion, uses and gratifications and reception, and media events. This primary portion of Katz’s papers documents his scholarly and professional activities at the Guttman Institute of Applied Social Research, and Annenberg Schools for Communication at the University of California and University of Pennsylvania, respectively. Materials pertaining to the University of Chicago, Hebrew University of Jerusalem, and the Israel Broadcasting Authority are also present, but less substantially so. Cite as: Elihu Katz papers, 1948-2014, MS.01, Annenberg School for Communication Library Archives, University of Pennsylvania Biography/History Elihu Katz is an American Israeli sociologist and media scholar who has made substantial contributions to the field of communication, specifically in the areas of media effects, diffusion, uses and gratifications and reception, and media events. Katz was born on May 31, 1926 in Brooklyn, New York to parents of Eastern European Jewish descent. As a child he attended the Yeshiva of Flatbush, where he learned Hebrew at age 6. Katz’s earliest aspiration was to be a circus manager, but after discovering that it would be nearly impossible to wrangle lions, tigers, bears, and observe the Sabbath, he abandoned his big top dreams, focusing instead on becoming a journalist. It was in pursuit of this goal that Katz, following his graduation from Midwood High School in 1944, began a BA at Columbia College in Manhattan. His studies were interrupted, however, by a stint in the United States Army from 1944-1946, during which he was trained as a Japanese interpreter at the University of Chicago, and stationed briefly overseas. Returning to Columbia upon the conclusion of his military service, Katz completed his undergraduate degree in 1948. He continued at Columbia as a graduate student, having been drawn to a program in the Department of Sociology, which had strengths in public opinion and communication and was headed by two men preeminent in the sociological field: Paul F. Lazarsfeld (Katz’s soon-to-be mentor), and Robert K. Merton. Katz took a concurrent job at the affiliated Bureau for Applied Social Research, an arrangement then common. Leo Lowenthal of Frankfurt School renown was also involved with the Department, preparing for his position as Research Director of the Voice of America. As Lowenthal’s student, Katz obtained his MA in 1950 with a thesis titled The Happiness Game, which dealt with fan mail to a radio personality. Around this time, Katz met Ruth Torgovnik—a young musicologist and Israeli cultural emissary— through the course of his involvement with Columbia’s Intercollegiate Zionist Federation of America. They would marry in 1951, and have two children, Matthew and Nathaniel. - Page 4 - Elihu Katz papers Following his work with Lowenthal, Katz inherited an unfinished study by Lazarsfeld and others born of efforts that culminated in 1944’s The People’s Choice. Therein, Lazarsfeld had suggested the highly influential model of a “two-step flow of communication,” which challenged the popular assumption that the media produced powerful effects in an atomized, passive mass audience, and instead asserted the importance of person-to-person exchange and agency in deliberative processes. Katz’s analysis and shaping of the data from the incomplete, follow-up study led not only to his dissertation, but also the publication—coauthored with Lazarsfeld—of Personal Influence: The Part Played by People in the Flow of Mass Communication in 1955. The book proved monumental to the field, and its focus on the juncture of mass media and interpersonal communication would be a prime conceptual mover in Katz’s career. In 1954, Katz officially left the Bureau. Like many of his Columbia colleagues, he took a position in the University of Chicago’s Department of Sociology. Soon thereafter, in addition to Chicago, Katz assumed a post at the Hebrew University of Jerusalem in 1956, where he set up the Communications Institute with Michael Gurevitch and Dina Goren in 1965. He also assumed a role in the mid-1960s at the Israel Institute of Applied Social Research (IIASR), which was modeled after Lazarsfeld’s Columbia Bureau. At Chicago, Katz proceeded in exploring research domains suggested by the implications of Personal Influence—the microcosm of decision-making giving way to the diffusion of influence amongst and across groups. Looking at the importance of both the media and interpersonal networks, Katz, along with James Coleman and Herbert Menzel, tracked the adoption of a new drug by various communities of physicians. The researchers’ efforts eventually resulted in the 1966 publication of Medical Innovation: A Diffusion Study. Katz then extended his treatment of spreading novelty from individuals to include municipalities’ acceptance of fluoridation, coming out in 1969 with The Politics of Community Conflict: The Fluoridation Decision, alongside coauthors Robert Crain and Donald Rosenthal. Much of Katz’s work in Jerusalem during this period was motivated by the huge influx of immigrants to Israel at the end of the 1950s, and the difficulties of productive intercultural negotiation. Together with Brenda Danet, Katz studied, among other things, the interactions of passengers and bus drivers, appeals to customs agents, and the justifications offered by supplicants when asking favors of God in prayer. These projects, and similar undertakings by others, are laid out in the 1973 Bureaucracy and the Public: A Reader in Official-Client Relations. Due in large part to certain communication deficiencies foregrounded during the course of the Six-Day War, Israeli officials decided in 1967 to expand the nation’s broadcast presence beyond radio. Katz, ever peregrinatious, took leave of his Jerusalem and Chicago academic appointments for two years in order to concentrate the whole of his energies on heading Israel’s nascent television service. Although his tenure was brief, the fecund ground it sewed for him would yield interesting opportunities in the future. He left the service in 1969, returning to the Hebrew University and IIASR—but not Chicago—where he began studying Israeli secularization and leisure. As a direct result of his television work, Katz was asked by the BBC in 1975 to appraise the state of broadcasting in England, and produced the 1977 report Social Research on Broadcasting: Proposals for Further Development. The same year, in collaboration with George Wedell, Katz published Broadcasting in the Third World: Promise and Performance, on the politically idealistic establishment, and ensuing diversionary ramifications, of television projects in developing countries. This continued involvement with TV, especially his BBC report, brought Katz to the attention of the University of - Page 5 - Elihu Katz papers Southern California’s Annenberg School for Communication, and in 1978 he began teaching there— commuting between Los Angeles and Jerusalem. All the while Katz had continued pursuing issues raised by his work with Lazarsfeld—specifically, the empowerment of the audience at the expense of omnipotent mass media. DELLI CARPINI Annenberg School for Communication University of Pennsylvania, USA On March 6 and 7, 2014, more than 200 of Elihu Katz’s colleagues, friends, family, and current and former students (many of us falling into more than one of these categories) gathered at the University of Pennsylvania’s Annenberg School for Communication to celebrate him as both a scholar and a person. The stated reason for this gathering was Elihu’s transition, after more than 20 years as a member of the Annenberg faculty, to emeritus status, though of course no excuse is needed for honoring someone whose intellectual contributions are as deep, varied, and lasting as his. For well over half a century, his works— and, more importantly, his ideas—have been central to the formation and development of the field of communication and media studies. Indeed, in the genealogical tree of the field, Elihu’s place is more root or trunk than branch. The highlight of our two-day celebration was a talk by Elihu himself, followed by reflections on both the scholarship and the person from two of our field’s leaders, Sonia Livingstone and Paddy Scannell. Edited versions of these insightful and engaging presentations follow this introduction. As all three describe in more detail and from different perspectives, Elihu’s intellectual and geographic journey has been a rich and rewarding one. He received his BA, MA, and PhD (all in sociology) from Columbia University. At the time, Columbia’s Bureau of Applied Social Research and its collection of eminent theorists and researchers were engaged in applied and scholarly studies on the influence of various forms of interpersonal and mass communications, research that would become one of the foundations of the communication field.

Its purpose is to provide historical context for a nuanced understanding of the field of media and communications research in the 21st century. Students will be expected to read carefully and participate actively in criticizing, evaluating, and appraising this research. Course Objectives Media and communications research is a field composed of incommensurable perspectives, approaches, and traditions. The course begins with the assumption that no grand synthesis or grand narrative of the field will be acceptable to all interested parties, and that any synthesis or narrative, consciously or unconsciously, will be rooted in a particular research tradition. The seminar intends to instil an awareness of the stakes and dynamics of disciplinary histories. Pooley All Rights Reserved Abstract An Accident of Memory: Edward Shils, Paul Lazarsfeld and the History of American Mass Communication Research The main memory of American mass communication research holds that scholars around Paul F. Lazarsfeld, in the years during and after World War II, dispelled the conventional wisdom that media marinate the defenseless American mind. According to the story, a loose and undisciplined body of pre-war thought had concluded naively that media are powerful—a myth punctured by the rigorous studies of Lazarsfeld and others, which showed time and again that media impact is in fact limited. This storyline, first narrated in Elihu Katz and Lazarsfeld’s Personal Influence (1955), remains textbook boilerplate and literature review dogma fifty years later. The dissertation traces the emergence of this “powerful-to-limited effects” disciplinary legend, with special emphasis on the surprising contributions of sociologist Edward Shils, the mandarin theorist and intellectual maverick with little interest in the empirical study of media. In the crucial postwar years, Shils provided an account of the disappearance and reemergence of “small group” research, which he framed as a contrast between pictures of society—between the mistaken European view of impersonal isolation as against his view, that Gemeinschaft elements endure. Shils’s treatment of small-group research, and especially his embedding of that story in terms of societal imagery, was essential to the field’s mnemonic emplotment.

Commentary ELIHU KATZ Annenberg School for Communication University of Pennsylvania, USA Hebrew University of Jerusalem, Israel It is gratifying for disciples of Paul Lazarsfeld to see how many of his concepts have continued to inspire contemporary theory and research. The “opinion leader” is one of these. Together with its companion concept, the “two-step flow,” it has been on the agenda of media studies for 70 years, since publication of the first edition of The People’s Choice (Lazarsfeld, Berelson, & Gaudet, 1944). But even earlier, at the turn of the 20th century, French social psychological Gabriel Tarde (1898/1989) announced that an item in the newspaper has no influence unless it becomes the subject of conversation (see also Clark, 1969/2014; and Katz, Ali, & Kim, 20141). The three articles in this special section provide a good illustration of this evolutionary process in action, as well as an informed—and generous—awareness of the many predecessors on whose shoulders they stand. Each article reviews and critiques previous efforts to conceptualize, measure, and apply the opinion leader concept (see Rogers & Shoemaker, 1971; Weimann, 1994). Each proposes further steps, theoretical and methodological, befitting our new media environment. What follows, then, is an old-timer’s perspective on this evolutionary process, although I shall not confine myself to the three articles. Nor, I must confess, will my references be up to date. Let me list my thoughts nevertheless, one at a time: 1. The discovery that face-to-face influence was alive and kicking in the presidential campaign of 1940 dealt a further blow to the controversial theory of mass society, which envisioned people as atomized, uprooted, and anomic—easy targets for politicians, advertisers, and others who had access to the media (radio and newspapers at the time).

Contact: [email protected] 1 Influencers, Backfire Effects and the Power of the Periphery Abstract: Katz and Lazarsfeld’s Personal Influence introduced the world to the impact of networks on the dissemination of mass media. Their “two-step flow” model showed that broadcast signals reached most of the public by being filtered through well- connected people – “opinion leaders” – who were the primary receivers of media messages, and the primary vehicles through which those messages were then disseminated to everyone else. Scientific and industry attention soon shifted to the task of identifying who the opinion leaders were, and how they could be targeted to spread new content. I trace these intellectual developments through to the arrival of social media, which brought greater attention to the idea of “central” players – or “influencers” – in the social network, as the key leverage points for disseminating products, ideas, and political messages. I show how this scientific search for the sources of social influence eventually led to a paradox: the unlikely finding that many social contagions do not spread from the central players to the periphery, but rather from the network periphery to the center. To explain these startling findings, the distinction between simple contagions, like information and viruses, and complex contagions, like social innovations and political movements, shows how the spread of new ideas through social networks depends in counterintuitive ways on the complexity of the contagion and the structure of the social network.

    COMMUNICATIONS RESEARCH SINCE LAZARSFELD ELIHU KATZ It's time to ask what happened to what Lazarsfeld and Stanton (1944:vii) casually called "the discipline of communications research." Much of the history of this enterprise, discipline or not, can be written as a set of continuing arguments with Paul Lazarsfeld. Far from subsid- ing, these arguments have become more pointed in the last decade.
