History of Exchange Gothenburg, Sweden Chicago’s Sister City Since 1987 Chairs: Don Ahlm and Annette Seaburg 1987 March 8 Focus: Signing Agreement Harold Washington, Mayor of Chicago and Lars-Åke Skager, Deputy Mayor of Gothenburg signed the sister cities agreement in Chicago 1987. 1988 Focus: Sports The Chicago Bears visited Gothenburg and displayed American Football for the Swedish audience in 1988. 1991 Focus: Business As a direct result of the 1991 Sister Cities International Conference, Chicago-based companies Waste Management, Inc. and Nalco traveled to Gothenburg in November 1991 for a three-day seminar to explore business opportunities in Sweden. Focus: Education University of Illinois at Chicago collaborated with Volvo Corporation, Gothenburg's largest company, to set up a co-op program to sponsor a student and faculty member to work in Sweden. Focus: Education The Gothenburg Committee promoted an exchange of gifts and congratulations between the University of Chicago and University of Gothenburg which celebrated their 100th anniversaries on the same day. Focus: Environment A delegation of city officials from Gothenburg, which included Deputy Mayor Lars-Åke Skager, attended the 1991 Sister Cities International Conference and led a pre-conference seminar on waste management and environmental technology. Focus: Government A contract was concluded with the City of Gothenburg to analyze Chicago's solid waste systems, heat distribution and low-income housing management. 1992 Focus: Government The Gothenburg Committee welcomed Lars- Åke Skager, Deputy Mayor of Gothenburg to Chicago and held a reception in his honor. It describes an important part of Swedish history that had previously been little known. The White Paper has been very well received. Noen nøkkelinformasjoner om Vestlandsbanen over Haukeli: 1. Høyhastighetsbane Oslo – Bergen, Haugesund, Stavanger i et flerbrukskonsept for langdistanse-, regional-/InterCity- og godstrafikk, i et nett med mange stasjoner. Banen knytter samtidig området mellom Bergen, Haugesund, Stavanger sammen i et InterCity-nett på Vestlandet. 2. Flerbrukskonseptet gir en bane som er svært konkurransedyktig i flere markeder: Langdistansetrafikk i forhold til fly og bil (2 ½ time Oslo – Bergen/Stavanger, 2 timer Oslo - Haugesund), regionaltrafikk og godstrafikk (ca 5 timer Vestlandet – Oslo, over natta til kontinentet). Flerbrukskonseptet gir store samfunnseffekter, et bredt inntektsgrunnlag og knytte landet, regioner og kommuner tettere sammen. 3. Høy fart gir også høy produktivitet: Tog og personale kan frakte passasjerene på om lag en tredjedel av tiden togene i dag bruker, kan utføre langt flere turer og frakte betydelig flere passasjerer per dag, og gi vesentlig mer kostnadseffektiv drift. 4. Selv om Norge har færre innbyggere enn mange andre land, har vi likevel et høyt trafikkgrunnlag: Nordmenn reiser i gjennomsnitt 10 ganger mer med innenriksfly enn ellers i Europa. Flyreisende mellom Paris og Lyon, og mellom Madrid og Sevilla, året før de åpnet høyhastighetsbaner der, var 940 000 og 730 000. Flyreisende Oslo – Bergen var 1,722 millioner i 2013, Oslo – Haugesund, Stavanger 1,971 millioner, Bergen – Stavanger 721 000, til samen 4,414 millioner. Vi reiser også mest med bil per innbygger i Europa. Samtidig har vi et skrikende behov for et bedre transportsystem for gods. 5. Utredningen til Norsk Bane/Deutsche Bahn International viser svært gode drifts- og samfunns- økonomiske resultat for Vestlandsbanen over Haukeli: a) Positiv samfunnsøkonomisk gevinst med 1,77 kr per investert krone b) Frakt- og billettinntekter1 dekker drifts- og vedlikeholdsutgifter, samt nedbetaling av investeringene (146 mrd i 2012 – kroner) i løpet av 30 år, c) Reduksjon av klimautslipp med 752 000 tonn CO2 per år. -

PUBLICATION 2009:32 Annual Report 2008 2008 in brief • Vehicle mileage has fallen by 0.9 per cent for passenger cars, but remained unchanged for heavy vehicles. • SEK 9 826 million was invested in the road network, SEK 1 251 million of which was invested in targeted measures to increase road safety on state roads. • Traffic flow was separated on another 230 km of the busiest roads. A total 4 000 km of roads now have traffic flow separation, 1 950 km of which are 2+1 roads. • 420 people (preliminary figures) were killed as a result of road accidents. About 3 730 people were seriously injured according to police reports. • Some 277 000 passenger cars were registered. • About 635 000 driving licences were issued. Preliminary overview of city measures to mitigate the socio- economic impact of COVID-19 Policy note 4 May 2020 Cities are on the frontline of managing the COVID-19 crisis. They are dealing with the immediate consequences of the crisis. Many cities have adapted their services in quick, effective, and innovative ways to respond to the emergency. As we are moving past the emergency stage of this crisis, many cities are pro-actively setting out measures to mitigate the social and economic effects of the COVID-19 crisis on people, jobs, businesses, the local economy and equality and inclusion in cities. EUROCITIES has compiled a preliminary overview of policy responses that cities have recently adopted to mitigate the socio-economic effects of the COVID-19 crisis in the short, medium and long-term. This document builds on an existing collection of economic measures on subnational level assembled in the Economic Bulletin N°3 of the European Committee of the Regions. It also brings together examples from about 50 cities that were published on cities’ websites, and on our EUROCITIES web platform www.covidnews.eurocities.eu. In a nutshell, the most common mitigating measures in cities are: • providing financial aid to local businesses and people most affected by COVID-19 crisis • improving the conditions and access to loans for businesses • pausing rent payments • introducing flexibility and exemption of tax and fee payments • compensating businesses having contracts with the municipality • compensating for damages • involving private donors -
Congestion Relief Toll Tunnels
Policy Study No. 164 July 1993 CONGESTION RELIEF TOLL TUNNELS by Robert W. Poole, Jr. and Yuzo Sugimoto EXECUTIVE SUMMARY Changing urban land-use patterns have reduced the importance of traditional downtowns as the origin and destination of numerous vehicular trips. Much traffic on downtown-area freeways seeks merely to get past downtown, thereby worsening the level of congestion for those seeking access to downtown. A number of European cities have begun to develop a new type of transportation facility: congestion-relief toll tunnels in downtown areas. These projects appear to be economically feasible largely or entirely from premium-price tolls paid by users. Hence, they are being developed by private consortia, operating under long-term franchises from government. Other keys to the feasibility of such projects are peak/off-peak pricing structures (congestion pricing), nonstop electronic toll collection, and restriction of use to auto-size vehicles only (to reduce tunnel dimensions and therefore capital investment). Preliminary analysis indicates that congestion-relief bypass tunnels for downtown Los Angeles and San Francisco would be economically feasible as private business ventures, if developed along European lines. Similar approaches might be applied to other controversial freeway projects in both cities, and to restructuring Boston's huge and controversial Central Artery/Tunnel project. Congress has already authorized public-private partnerships of this type, permitting private capital and private owner/operation to be used, both for new projects and to rebuild existing highway, bridge, and tunnel facilities. Six states and Puerto Rico have enacted private-tollway legislation under which such projects could be developed and operated. -
