CHRONICLE OF THE MAIN EVENTS OF THE INSTITUTE IN 2019

On 17th of January, was held a meeting with the Extraordinary and Plenipotentiary Ambassador of the State of Israel to the Republic of Liat Vekselman. The meeting discussed bilateral relations between Kazakhstan and Israel, prospects for deepening economic ties and the main directions of foreign policy of the two countries, as well as key issues of regional cooperation in Central Asia, problems of international security. Following the meeting, the parties noted the need to establish contacts between scientists and experts of the two countries in order to strengthen and expand mutually beneficial cooperation between Kazakhstan and Israel.

On 23th of January, young experts, as well as doctoral students and undergraduates of the Institute took place at KazISS of Live Broadcast of the solemn opening ceremony of the Year of Youth «Тәуелсіздіктің ұрпақтары». The opening ceremony of the Year of Youth was held in Astana in the «Nur Alem» pavilion of the EXPO- 2017 exhibition complex with the participation of the President of the Republic of Kazakhstan –Elbasy –N.A. Nazarbayev, members of the Government, deputies of the Parliament of the Republic of Kazakhstan, members of the Youth Policy Council under the President of the Republic of Kazakhstan, winners of the «100 new faces» competition, graduates of the Bolashak program, young scientists, representatives of the creative, student and working youth, young entrepreneurs, athletes, gifted children representatives of the modern media sphere, pupils and graduates of orphanages, young people with special needs, young military personnel. Thus, the start of the implementation of a large-scale action plan aimed at the comprehensive support and implementation of the state youth policy in the country was launched. During the event, successful projects and new products implemented by young Kazakhstan people were presented. The speakers were young Kazakhstan people who have achieved success in various industries.

In his speech, the Head of State noted that in the Year of Youth simple and understandable tools should be developed, designed to meet the urgent needs of young Kazakhstan people. First of all, it is an affordable and high-quality education, availability of work, housing, and the possibility of creating a family. To address all of these issues, the announced a number of instructions and measures, in particular, at least one thousand apartments per year will be built in large cities as part of rental housing programs for young families. The programs «Zhas kasіpker» and «With a diploma to the village», the projects «Bastau» and «Auyl -El Besigi», the roadmap «Business 2020» will be directed to increase employment and develop youth business. An additional 20 thousand grants have been allocated to increase the availability of education and the construction of new student dormitories for 75 thousand places has begun. The sphere of distance learning will be expanded on the example of the presented «Open University». In the country as a whole, 20 universities and 180 colleges will operate under the updated programs.

On 31th of January, the annual ranking of global research and analytical centers «Global Go To Think Tank Index Report» was traditionally presented by the University of Pennsylvania. The ranking is composed within the program «Analytical Centers and Civil Society» under the leadership of Professor James G. McGann and is considered the most reputable think tanks ranking of the world. In 2018, the American University has analyzed the activities of 8162 think tanks, of which 31 were from Kazakhstan. Last year, the ranking included 28 think tanks from Kazakhstan. At the end of 2018, in the global ranking «Top think tanks worldwide» (excluding US research centers), KazISS ranked 142 among 8162 think tanks. Until 2016, the KazISS under the President of the Republic of Kazakhstan has been included in the global ranking only for certain categories and areas. According to the results of 2015, the Institute entered the top-150 strongest think tanks of the world for the first time, taking 147 positions among 6,846 global think tanks. Over the past three years, the number of think tanks participating in the ranking has grown by 1,316. Once again, KazISS became the only Kazakhstani think tank that entered the main rating of the «Global Go To Think Tank Index Report» of the University of Pennsylvania, confirming its leading status. In addition, the rating includes 55 different nominations, which, in turn, are combined into 4 main groups. In the group «Leading think tanks in Central Asia», the KazISS under the President of

the Republic of Kazakhstan took second place after the Center for Economic and Social Development (Azerbaijan) The group of «Leading think tanks in Central Asia» represented the largest number of analytical centers from Kazakhstan.

19-20 of February on the eve of the II Consultative Meeting of the leaders of the countries of Central Asia in Tashkent, expected in April of this year. Was held an international conference “Interconnection in Central Asia: Challenges and New Opportunities”. The event was organized by the Ministry of Foreign Affairs of the Republic of Uzbekistan and the United Nations Regional Center for Preventive Diplomacy. Among the invited participants were about 130 leading foreign and Uzbek politicians and experts. Representatives of the government, heads of the upper and lower chambers of the Parliament of Uzbekistan made special reports at the conference. In particular, the Minister of Foreign Affairs of the Republic of Uzbekistan A. Kamilov noted the strategic aspects of regional cooperation in Central Asia, focusing on unifying goals and objectives.In turn, the Special Representative of the President of the Republic of Uzbekistan on Afghanistan, I. Irgashev, noted the need to strengthen the coordination of regional countries in cooperation with Afghanistan. Kazakhstan at this forum was represented by a group of experts. From KazISS under the President of the Republic of Kazakhstan, Deputy Director Sanat Kushkumbayev took part in the conference, who, in his speech, noted tangible progress in the recent period in political cooperation between the Central Asian countries. Important changes affected the interstate cooperation of countries at the bilateral and multilateral levels.

On 22nd of February was held the presentation of the book “Nur Otan”: 20 years of creation and development, dedicated to the anniversary of the party in Astana. Large- scale work was prepared by the creative team, which included experts from KISR under the President of the Republic of Kazakhstan -Deputy Director Madina Nurgaliyeva and Head of the Department for Social and Political Studies Alua Zholdybalina; experts of the Academy of Political Management of the Nur Otan Party, Bagdat Masatov and Gulnar Ilyasova; Zhanar Tulindinova, political analyst Zhuldyzai Iskakova, deputy director at the Central Asian Information Agency “Eurasian Monitoring”. The party “Nur Otan” has approached its 20-year-old status as a leading political force, constantly residing in the mainstream of transformations of the Kazakhstani state and society. The key priorities of the party’s development strategy are centrism, a balance of interests of the widest social groups, support for reforms and initiatives of the President of Kazakhstan N.A. Nazarbayev. The book is the first systematic study, which presents a deep and comprehensive understanding of the history of the party for 20 years. The book contains facts and events, photo and archival materials. The publication presents a panorama of

Chronicle of the main events of the Institute in 2019 ______the historical challenges and achievements of independent Kazakhstan, against the background of which a holistic vision of the role and place of the country's leading political party is given. The book consists of three sections: "Formation", "Dominant political force", and "Towards long-term political leadership". The event was also attended by deputies of the Parliament of the Republic of Kazakhstan and veterans of the party, representatives of the youth wing of Zhas Otan, the scientific expert community, and the media.

On 25th of February, Shanghai hosted the international conference «Comprehensive cooperation between Kazakhstan and China within the framework of the «Belt and Way» initiative. The organizers of the event were the Shanghai Academy of International Studies, the Shanghai Academy of Social Sciences and the IWEP under the Foundation of the First President of the Republic of Kazakhstan -Elbasy. The Kazakhstan delegation included experts from the IWEP, KazISS, the Center for Military Strategic Studies and the Center for the Study of China and Central Asia. The Kazakhstan Institute for Strategic Studies was represented by the chief researcher Lesya Karatayeva. In the framework of the conference on 26th of February, experts of Kazakhstan met with the leadership and staff of the Shanghai Academy of Social Sciences. The Kazakhstan delegation included experts from the IWEP, KazISS, the Center for Military Strategic Studies and the Center for the Study of China and Central Asia. During the meeting, issues of bilateral relations were discussed, as well as current processes in Kazakhstan. Special attention was paid to projects initiated by the President of Kazakhstan N.A. Nazarbayev in the social sphere. On 4th of March, was held a scientific-practical conference «Kazakhstan: Regional Cooperation and Relations with Russia» in Moscow. The conference was organized by the Russian Institute for Strategic Studies and the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. The conference was supported by diplomatic structures -the Embassy of the Republic of Kazakhstan in the Russian Federation and the Ministry of Foreign Affairs of the Russian FederationDuring the scientific discussion, experts discussed issues of bilateral cooperation between Kazakhstan and Russia, as well as trends in cooperation within the framework of the EAEU and the «Belt and Way» initiative. The range of issues discussed included an assessment of the state and prospects of cooperation between countries in the context of global challenges, interregional and cross- border cooperation. The Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan was represented by the main research officers Yuri Buluktayev, Lesya Karatayeva, and Irina Chernykh who made presentations.

From 4th to 11th of March, the experts from the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan -Advisor to the Director Zhanat Ordaliyeva and Head of the Information and Analytical Work Department Asara Mukanova participated in the program «Strengthening Cooperation and Promoting the Joint Development of the One Belt -One Way" Initiative». The program of seminars and expert meetings was held in the cities of Beijing and Guangzhou with the participation of delegations of think tanks of the countries of Central Asia and Eastern Europe (Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan, Russia, Belarus, Armenia). The organizer was the Chinese People’s Association for Peace and Disarmament (CPAPD). The program included a number of meetings with representatives of scientific and educational organizations, visits to enterprises in Beijing and in the province of Guangdong. The program was attended by leaders of the Chinese People’s Association for Peace and Disarmament and representatives of major Chinese think tanks, leading universities of the People’s Republic of China -Chinese Academy of Social Sciences, Guangdong University of Foreign Languages and International Trade. Within the framework of the Program, the experts visited the Secretariat of the Shanghai Cooperation Organization in Beijing, where they were received by the SCO Secretary General Vladimir Norov. The head of the Department of Social and Political Studies of the KazISS under the President of the Republic of Kazakhstan Alua Zholdybalina conducted a webinar on the theme "Modernization and Global Trends in the Development of Modern Societies. The contours of the new world" in the framework of the advanced training of party cadres at the central level of the Nur Otan party. During the webinar, students learned about the main global trends in world development in the coming decades, including the redistribution of players in the global energy market, new industrialization, intensive migration, and the concentration of information resources. The main problems that are currently facing humanity were discussed.

On March 27, an expert meeting was held at the KazISS under the President of the Republic of Kazakhstan with a delegation from Friedrich Ebert foundation. Representatives of the Ebert Foundation thanked the management of KazISS for the fruitful cooperation, joint holding of annual conferences, participation and speeches experts of KazISS in the activities of the Foundation. Information was also provided about the project initiated by the German Federal Government Commissioner for Inter-Social Cooperation with Russia, with the countries of the Eastern Partnership and Central Asia Dirk Wiese. The project is aimed at increasing expert interaction between the brain centers of Russia, Central Asia and Eastern Europe for joint discussion of key issues and global megatrends, in particular globalization, digitalization, migration, etc. Following the results of the expert meeting, the parties agreed to continue mutually beneficial cooperation, to hold joint events in 2019.

The purpose of the round table is to discuss the problems of global nuclear security, as well as to find a solution to the current crisis on the Korean Peninsula, to study the unique experience of Kazakhstan in nuclear disarmament. In the round table took part Deputy Director of KazISS under the President Sanat Kushkumbayev and Chief Researcher of KazISS Murat Laumulin. In the framework of the international round table “Denuclearization of the Korean Peninsula. Kazakhstan’s anti-nuclear experience in addressing global challenges”.

On April 4, was held international scientific-practical conference “Prevention of Extremism. Successes and Difficulties” in Nur-Sultan city. The organizers were the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, together with the Research Institute "Dialogue of Civilizations" (Moscow, Russian Federation). Leading experts in this field took part in the work of the scientific and practical event from Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, representatives of authorized bodies of the Republic of Kazakhstan, heads of diplomatic missions and representatives of international organizations accredited to Kazakhstan. In the first panel, the participants were the main chief researcher of KazISS Lesya Karataeva, President of the Information and Analytical Center "Religion and Society" Alexey Grishin (Moscow), Deputy Head of the Foreign Policy Analysis Department of the Center for Strategic Studies under the President of the Republic of Tajikistan Imomnazar Khaknazar (Dushanbe) and Meirgul Alpysbaeva (Almaty), a national specialist in the education program of the UNESCO Cluster Office in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, was considered s extremism, considered approaches to explain its nature of extremism. In addition, experts discussed which radicalization drivers are most relevant for the region. Under the second panel, Alexander Yarkov (Tyumen), Leading Researcher at the Expert Research Center for Countering the Ideology of Extremism and Terrorism at Tyumen State University, Director of the Islamic Studies Research Center of the International Islamic Academy of Uzbekistan Bakhtiyar Babadzhanov (Tashkent), Chief Researcher of KazISS Irina Chernykh and senior researcher of KazISS, Anastasia Reshetnyak, raised questions directly related to what forms extremism takes in Central Asia and Russia. An assessment was made of factors that restrain or provoke the spread of extremist ideology. The third panel was devoted to practical steps taken to prevent and counter extremism, exchange experiences and analyze successful projects implemented in this area. In particular, associate professor of the Kyrgyz State Law Academy Nurgul Esenamanova (Bishkek) and head of the Sociological and Image Research Program of the World Economy and Politics Institute under the Foundation of the First President of the Republic of Kazakhstan - Elbasy Serik Beisembayev raised de- radicalization issues in the penitentiary systems of Kazakhstan and Kyrgyzstan. Alexey Starostin (Ekaterinburg), Vice- President of the Center for Ethnic-Confessional Studies, Prevention of Extremism and Countering the Ideology of Terrorism, spoke about practical measures taken to curb extremism among the youth. Murat Laumulin, Chief Researcher of KazISS, summed up the session, revealing the historical aspects of securitization of the problem of extremism in the region. On April 11, the international scientific-practical conference was held in Nur-Sultan "From idea to reality: to the 25th anniversary of the Eurasian initiative of the First President of the Republic of Kazakhstan -Elbasy ". The event was timed to the anniversary of the speech of Elbasy at Lomonosov Moscow State University in 1994 and the fifth anniversary of the creation of the Eurasian Economic Union. The conference was organized by the Library of the First President of the Republic of Kazakhstan - Elbasy and the Foundation of the First President of the Republic of Kazakhstan -Elbasy together with the Lomonosov Moscow State University with the support of the Administration of the President of the Republic of Kazakhstan, the Administration of the President of the Russian Federation, the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Culture and Sports of the Republic of Kazakhstan, the Akimat of Nur-Sultan. At the plenary session of the conference, the welcoming words of the First President of the Republic of Kazakhstan -Elbasy N.A. Nazarbayev and President of the Russian Federation Vladimir Putin were read out. Addressing the forum participants, in his greeting message to the forum participants, “In the near future, we see the EEU as an open economic community, organically integrated into the world economic system as a reliable bridge between Europe and growing Asia.” In his letter, the President of Russia also highly appreciates the prospects for the integration association: “... the integration processes within the EEU provide additional opportunities for strengthening the strategic partnership and alliance between Russia and Kazakhstan for the benefit of our fraternal peoples”. The event was attended by about 300 people, including representatives of the leadership of the Eurasian Economic Commission, parliaments, presidential administrations, foreign policy departments of Russia and Kazakhstan, heads of foreign diplomatic missions in Nur-Sultan, experts and public figuresFor many years, various processes of Eurasian cooperation were in the focus of KazISS research under the President of the Republic of Kazakhstan. Specially for the anniversary date, the Institute prepared the book “25 years of the idea of Eurasian integration N.A. Nazarbayev (in the assessments of experts of KazISS under the President of Kazakhstan)”.

On April 7-13, as part of the “Program for Distinguished Guests in Foreign Policies & Security” of the Korea Foundation, Deputy Director of KazISS Sanat Kushkumbayev traveled to Seoul, where he held several meetings at the Korea Foundation, Foreign Ministry, the Korean National Diplomatic Academy (KNDA), at scientific sites educational and analytical centers of the country. In addition, during the trip, the National Assembly (Parliament) of the country was visited, a meeting was held with the Assistant President of South Korea on the planning of the peaceful unification of the Korean Peninsula Jong-kun Choi. During meetings with experts from the Korea Foundation, KNDA, senior officials from the Korean Foreign Ministry, the denuclearization of the Korean Peninsula, the current situation and the dynamics of international relations in East Asia were discussed. In the context of this, the experience and contribution of Kazakhstan, at one time, voluntarily renouncing possession of nuclear weapons, was considered. In addition, during the trip, the expert of KazISS visited research centers at the universities of

Hankuk (HUFS) and Hanyang (HU).

On April 19, a scientific conference was held at the Kazakh-German University (KGU) on the theme: “One Belt and One Way Initiative: the most important factor in building modern international relations”, organized by the Institute of International and Regional Cooperation (IIRC) Almaty and Expert Club "One Belt and One Way." During the conference, an exchange of views took place between experts and scientists regarding the development of a new stage of cooperation between Kazakhstan and the countries of Central Asia with China in the framework of the implementation of the One Belt and One Way Initiative. Vyacheslav Dodonov, Chief Researcher of the KazISS under the President of the Republic of Kazakhstan, made a presentation on the topic “Cooperation of Kazakhstan and China in the Investment Sphere: Major Trends during the Belt and Path Initiative Implementation Period”.

April 19, was held a presentation of books dedicated to translating the ideas of Nursultan Nazarbayev -“Turk integration with architects” (“Architect of Turkic integration”) and “Elorda epics” (“Capital's epic”) in the Library of the First President of the Republic of Kazakhstan –Elbasy. The books have been prepared and published by the International Turkic Academy and the republican newspaper “Egemen Qazaqstan”. The

event was attended by Deputy Chairman of the Assembly of People of Kazakhstan -Head of the APK Secretariat of the Presidential Administration Zhanseit Tuymebayev, Minister of Information and Social Development of the Republic of Kazakhstan Dauren Abayev, deputy of the Majilis of the Parliament of the Republic of Kazakhstan Fakhriddin Karatayev, Director of the Library of the First President of the Republic of Kazakhstan -Elbasy Amerkhan Rakhimzhanov, President of the International Turkic Academy Chairman of the Board of the Republican Newspaper “Egemen Qazaqstan” JSC Darkhan Kydyrali, Ambassador of Azerbaijan in Kazakhstan Rashad Mammadov, Ambassador of Kyrgyzstan in Kazakhstan Jeenbekov Kulubaev, Ambassador of Uzbekistan in Kazakhstan Saidikram Niyazkhodzhaev and well-known scientists, public figures, experts of research institutes, university professors, representatives of the media and state bodies of Kazakhstan. On April 24, the Elbasy Library hosted a round table “The Presidency Institute as a Factor in Strengthening Statehood”, organized by the Library of the First President of the Republic of Kazakhstan - Elbasy and the Kazakhstan Institute of Strategic Studies under the President of the Republic of Kazakhstan. Presentations were made by the scientific consultant of the Consulting Group “Bolashak Consulting Group”, Doctor of Law, Professor Marat Sarsembaev -“Some aspects of the strengthening of statehood in a presidential republic”; Director of the Research Institute of Legal Policy and Constitutional Law of the M.S. Narikbayev University of KAZGUU, Doctor of Law, Professor Sergey Udartsev -“The constitutional mechanism for the change of power as a means of ensuring the legitimacy of the presidential institution”; the head of the Center for European and American Studies of the International Scientific Complex “Astana”, the chief researcher of the KazISS under the President of the Republic of Kazakhstan, Doctor of Political Sciences Murat Laumulin -“The Presidency Institute: international experience”. The director of the KazISS under the President of the Republic of Kazakhstan, doctor of sociological sciences, professor, corresponding member of the National Academy of Sciences of the Republic of Kazakhstan Zarema Shaukenova spoke at the round table “The core of Kazakhstani statehood is a successful institution of the presidency”.

On April 26, an extended meeting of the Council of the Assembly of People of Kazakhstan chaired by the Secretary of State of the Republic of Kazakhstan Marat Tazhin was held in the capital. The Assembly Council discussed the preparation and holding of the session of the APK, which will be held on April 29, and also adopted a number of decisions on the organization’s activities. Opening the meeting, the State Secretary noted that the Kazakhstan model of social harmony and the institution of the Assembly of the People of Kazakhstan created by the First President of the Republic of Kazakhstan -Elbasy N.A. Nazarbayev are a contribution to the best world practices of state-building in polyethnic conditions.

The Minister of Information and Public Development Dauren Abayev, Akim of West Kazakhstan region Altai Kulginov, Deputy Chairman of the Assembly of Peoples of Kazakhstan -Head of the APK Secretariat Zhanseit Tuymebayev, deputy of the Majilis of the Parliament of the Republic of Kazakhstan, Chairman of the governing body of Kazakhstan Society of Renaissance Albert Rau, etc. spoke at the Council meeting. The meeting was attended by members of the APK Council, among them the director of the KazISS under the President of Kazakhstan, a member of the Council of the Assembly of People of Kazakhstan Zarema Shaukenova, deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, public figures, representatives of the scientific and creative community of the country, heads of secretariats of the regions, Nur-Sultan, Almaty and Shymkent.

On April 26, was held the expert meeting of the heads of research organizations and centers of strategic direction of the Turkic Council states in Nur-Sultan. The meeting was organized by the International Turkic Academy, which is the structure of the Cooperation Council of Turkic-speaking states. The event was attended by Farid Shafiyev Chairman of the Board of the Center for Analysis of International Relations (Azerbaijan), Guseyn Guseynov Head of the Department for Analysis and Strategic Studies of the Ministry of Foreign Affairs of the Republic of Azerbaijan, Musa Guliyev deputy of the Azerbaijani Parliament, Seyfettin Erol Director of the Center for Strategic Studies ANKASAM ( Turkey), Kairatbek Jamangulov Scientific Secretary of the Center for Sociological Research of the National Academy of Sciences of the Kyrgyz Republic, Botagoz Rakisheva director of the Public Opinion Institute, Askar Omarov general director of the international information agency Kazinform. From KazISS under the President of the Republic of Kazakhstan took part in the expert meeting, Director Zarema Shaukenova, Deputy Director Sanat Kushkumbayev, and Head of the International Studies Department Assel Nazarbetova. After the expert meeting at the KazISS under the President, a Memorandum of Understanding and Cooperation was signed with the Center for Analysis of International Relations of Azerbaijan (CAIRA).

On April 26-27, was held the second regional meeting of the consultative working group of the project “Central Asian leaders dialogue on reducing violent extremism” in Bishkek. Anastasia Reshetnyak, senior researcher at the International Research Department of the KazISS under the President of the Republic of Kazakhstan, presented reports on the outcome of two country level consultation meetings in Kazakhstan

On April 29, was held the signing ceremony of the Memorandum of Understanding between the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan and the Center for Central Asian Studies of Corvinus University (Budapest, Hungary) on the margins of the Kazakhstan-Hungary Business Forum in Nur-Sultan. From the Kazakhstan side, the Memorandum was signed by the director of the KazISS under the President of the Republic of Kazakhstan Zarema Shaukenova, from the Hungarian side -by the Managing Director of the Center for Central Asian Studies of the Corvinus University Miklosh Rost. Head of KazISS thanked the authors for their great work. Special gratitude was expressed to Aliya Tekenova, translator of the book, M.T.Laumulin, as well as the head of the department of oriental studies of the faculty of international relations of the Eurasian National University. The deputy of the Majilis of the Parliament of the Republic of Kazakhstan, Doctor of Political Sciences Kuanysh Sultanov, Chairman of the Committee on International Affairs, Defense and Security of the Majilis of the Parliament of the Republic of Kazakhstan Muhtar Yerman and the head of the Republican Information Center for the Study of Historical Materials at the Institute of Oriental Studies named after R.Suleimenov Meruert Abuseitova. Authors K.Sh. Khafizova and M.T. Laumulin. Klara Shaysultanovna noted that she had been working for 50 years on writing the book “The Steppe Lords and Their Diplomacy in the XVIII- XIX Centuries”: “This book is the result of my half-century work on the history of Kazakh-Chinese relations. And if earlier these issues were considered in the context of economic and political problems, then this book focuses on a civilizational approach. Now the archives of the whole world are opening, there are various state programs, according to which people drive and bring unique materials. A lot of original materials that I translated. My research method -first I translate the materials and openly publish, then on the basis of them I write my works. So that our researchers have the opportunity to approach work critically”. In turn, Murat Turarovich noted that he investigated the archives during the perestroika: “All available sources were used in the work. When I was in graduate school —and this was in the era of perestroika —the archives were only opening, and I had this happy opportunity to access valuable materials. My book is about the place Kazakhstan occupies in Central Asia, world science, who and with what purposes studied these issues, all concepts on nomadism and issues of Turkic and Islamic studies are presented”. After the introductory words of the authors of the books, the guests of honor of the presentation were Academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Historical Sciences, authoritative Kazakhstan historian Bolat Komekov and Director of the Institute of History of the State of the Kazakh Academy of Sciences, Doctor of Historical Sciences Ayagan Burkitbay cut the symbolic red ribbons in a solemn atmosphere, with the hope that the books would find its many readers.

On July 4, an expert meeting with a delegation of the Organization for Security and Cooperation in Europe (OSCE) was held at the Kazakhstan Institute for Strategic Studies (KazISS) under the President of the Republic of Kazakhstan. The meeting was attended by the Ambassador, Head of the OSCE Program Office in Nur-Sultan, Gyorgy Szabo, Deputy Head of the OSCE Program Office in Nur-Sultan, Diana Digol, OSCE experts Ivo Petrov, Matias Boss and Luis Gomez-Echeveri. During the meeting, topical issues and prospects for cooperation between Kazakhstan and the OSCE in the economic, environmental, transit, transport and cultural- humanitarian sphere were discussed. The meeting participants exchanged views on the possibilities of expanding multilateral cooperation in Eurasia, including within the EU, the EAEU, the CICA, the SCO.

Following the meeting, the parties reaffirmed their commitment to strengthening fruitful relations between the OSCE and Kazakhstan, the KazISS under the President of the Republic of Kazakhstan and the OSCE Program Office in Nur-Sultan.

On the 16th of August 2019, in the capital city, in the Palace of Independence with the participation of the Head of state K.K. Tokayev, held traditional August conference. Among those gathered in the Palace of Independence were teachers from all regions of the country, teachers of colleges and universities, parents, scientists and public figures. Issues of change management in education and science were discussed, as well as innovative ideas and initiatives were presented. At the panel session, presentations were made by Adil Ibrayev -President of JSC "NCSTE", Vassilios Turassis -Dean of school of engineering, Nazarbayev University, Zarema Shaukenova -Director of the Kazakhstan Institute for strategic studies under the President of the Republic of Kazakhstan, Zhaksylyk Sabitov -the expert of Institute of world economy and policy under Fund of First RK President, PhD, Yerlan Ramankulov -the General Director of the National center of biotechnology, Amandyk Tuleshov -the General Director of Institute of mechanics and engineering after Academician U.A. Dzholdasbekov. Director of KazISS in her report «Challenges for science as a key element of the social development system» noted, that «science is critically important in the face of the most important problems of sustainable development, it creates the foundation for new approaches, solutions and technologies that allow us to identify, clarify and solve local and global problems. Science finds answers that can be tested and repeated, and thus it provides a basis for informed decision-making and effective impact assessment. It is obvious that only science is able to form a general strategy of development, to determine the spiritual meanings and technical priorities of society. And only society has the right either to accept or reject what is offered by science».

On August 28, 2019, the Kazakhstan Institute for strategic studies under the President of the Republic of Kazakhstan held a meeting with the Co-President of the International peace bureau (IPB) Reiner Braun. The meeting was held within the framework of the events planned during the participation in the ceremony of awarding the Nazarbayev prize «For a world without nuclear weapons and global security», which is awarded to political and public leaders for their contribution to strengthening global security and the nuclear non-proliferation regime This prize is awarded every two years and is timed to August 29 -the International day against nuclear tests and the day of closure of the Semipalatinsk nuclear test site. Director Zarema Shaukenova, head of the Department of international studies Assel Nazarbetova, researcher of the Department of Kymbat Nurgaliyeva represented the KazISS under the President of RK at the meeting.

On August 29, 2019, in Nur-Sultan the ceremony of awarding the Nursultan Nazarbayev prize for nuclear free world and global security was held. Speaking to the participants of the ceremony, the First President of Kazakhstan –Elbasy N. A. Nazarbayev stressed that August 29 is a historic day for the global anti-nuclear movement. Despite the lessons of history, the world is witnessing tension and a crisis of confidence between the nuclear powers. «The geopolitical crisis in relations between the US and Russia, which account for more than 90% of the global nuclear Arsenal, has caused serious negative aftershocks. The new round of the technological arms race launched by the parties, including in outer space, is of great concern. The Treaty on the elimination of intermediate- range and shorter-range missiles, to which Kazakhstan was a party, has completely lost its force»

On August 25-30, 2019, Stockholm hosted World Water Week, which for more than 25 years has been an important platform for government, business, scientific circles, as well as international organizations and civil society to discuss water resources and sustainable development. At the invitation of the organizer -Stockholm International Water Institute (SIWI), this major event was attended by the Kazakh delegation headed by Ambassador-at-large of the MFA Ayimdos Bozzhigitov. The delegation included Deputy Director of the Department of transboundary rivers of the Ministry of ecology, geology and natural resources of Kazakhstan Mukhtar Zhakenov and Deputy Director of KazISS under the President of Kazakhstan Sanat Kushkumbayev. More than 3.5 thousand people from 145 countries took part in the World week. The program prepared by the Regional environmental center for Central Asia (CAREC) included panel discussions and seminars on promoting global and regional environmental and water initiatives. Participation in the forum of delegations from all countries of Central Asia and Afghanistan allows to exchange experience gained in the region, to deepen cooperation with international partners, experts and practitioners from around the world.

On the 2nd September, 2019, on the joint meeting of the chambers of the Parliament President of the Republic of Kazakhstan Kassym-Zhomart Tokayev announced about the opening of the fifth session of Parliament’s VI calling. Opening the parliamentary session, the Head of state delivered a Message to the people of Kazakhstan, in which he outlined the main directions of the implementation of his election platform, the further development of the country as a whole and presented his vision for the further development of the country. The head of state has come up with a number of initiatives aimed at improving the efficiency of public administration, ensuring the rights, freedoms and security of citizens, creating a developed and inclusive economy, modernizing the social security of the population, as well as strengthening the regions. In order to strengthen Kazakhstan as a modern effective state, the process of party building will continue, effective feedback with the population will be established, and legislation on rallies will be improved. The joint session of the chambers of Parliament was attended by the heads of the Central bodies of all branches of government, representatives of the public, religious associations, NGOs, Kazakh and foreign media. Among them the Director of KazISS under the President of Kazakhstan Zarema Shaukenova, head of the scientific- methodical center «Archive-2025», chief scientific fellow of KazISS under the President of Kazakhstan, member of NCPT Berik Abdigaliuly. Much work is to be done in the direction of the development of the digital economy in Kazakhstan. In this regard, the task is to adapt legislation to new technological phenomena: 5G, «Smart cities», big data, blockchain, digital assets, new digital financial instruments.

Kazakhstan, UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) and Friedrich Ebert Foundation in Central Asia. The forum in Nur-Sultan was a logical continuation of the first meeting of the Central Asian expert forum (CAEF) – a platform where the leading analytical structures of the region cooperate. The first CAEF meeting was held on October 29-30, 2018 in Uzbekistan and was devoted to topical issues of regional cooperation in Central Asia and prospects for its development. Main purpose of II CAEF: discussion by leading experts of the Central Asian countries of topical issues of ensuring regional cooperation in solving water-environmental and water-energy problems, development of tourism as an ecosystem, as well as the development of common strategic approaches, practical proposals and recommendations for the governments of the region in these areas.

The Forum was attended by representatives of the Presidential Administration, deputies of the Parliament of the Republic of Kazakhstan, heads of central government agencies, the Ministry of foreign affairs, the Ministry of ecology, geology and natural resources and the Ministry of energy, directors and leading experts of analytical centers of Kazakhstan, Central Asia, heads of diplomatic missions and representatives of international organizations accredited in the Republic of Kazakhstan. Opening the Forum, director of Kazakhstan institute for strategic studies under the President of the Republic of Kazakhstan Zarema Shaukenova stressed the importance of the issues to which it was decided to devote it: «Such inspiring trends as the adoption of the Convention on the legal status of the Caspian sea in Aktau on August 12, 2018 and the resumption of dialogue within the framework of the Summit of the heads of state-founders of the International fund for saving the Aral sea, motivated us to choose the theme for the Second Central Asian expert forum as a dialogue on water issues in Central Asia, with an emphasis on one important point: issues of national security, national interests in the region closely touch and sometimes even intersect, but joint efforts of all parties are necessary for building a sustainable system». Delegation of experts of Kazakhstan institute for strategic studies under the President of the RK (KazISS) – head of the representative office of KazISS in Almaty Assel Aben, chief research fellows Lessya Karatayeva and Irina Chernykh, senior expert Bolat Tokabayev, research fellow Slyamzhar Akhmetzharov at the official invitation of the Embassy of the People's Republic of China in the Republic of Kazakhstan paid a working visit to China. Also, the focus of attention of experts was the issues of security in the Central Asian region, combating terrorism and extremism.In general, the visit is considered as a step towards the intensification of scientific cooperation between the expert communities of Kazakhstan and China. Analysts from China confirmed their intention to develop further cooperation with the government through joint research, as well as scientific and practical conferences on topical international and bilateral issues.

On the 11-12 September 2019 in Saint Petersburg State University of Economics (SPSUE, St. Petersburg, Russian Federation) hosted the Third meeting of the International Supervisory Board, on which together with the heads of SPSUE, Council members discussed the strategic development program of the University, the mechanisms for increasing the positive reputation of the University among employers and abroad, as well as approaches to increase the number of foreign students. On September 19, 2019, Nur-Sultan hosted the international scientific and practical conference «Life strategies and mobility of youth in Central Asia: challenges, prospects and potential» with the participation of experts representing both relevant government agencies of the region and non-governmental organizations and academic institutions. September 24, 2019 in Nur-Sultan in the Palace of Independence held IV meeting of speakers of Eurasian countries’ parliaments «Greater Eurasia: Dialogue. Trust. Partnership». The Mazhilis of the , the state Duma of the Federal Assembly of Russia and the National Assembly of the Republic of Korea were the co-organizers of the parliamentary forum.The Forum is attended by parliamentary delegations from 65 countries in Europe and Asia, representatives of 14 international parliamentary organizations, including the OSCE and CSTO parliamentary assemblies, the Inter-parliamentary union, the Asian parliamentary Assembly, the Asian forum of parliamentarians on population and development, the European Parliament, CICA, the OIC Parliamentary Union, IPA CIS, CICA, SCO. The parliamentary event of such a high level is held in Kazakhstan for the first time. It is symbolic that the 4th meeting is held in the year of the 25th anniversary of the idea of the First President of Kazakhstan Nursultan Nazarbayev on Eurasian integration. The main message of Kazakhstan is to position Eurasia as a platform for testing a fundamentally new model of partnership on the basis of joint, collective solutions to emerging contradictions between certain States, as well as to counter common challenges. Parliamentarians from Europe and Asia discussed ways to ensure the safe and stable development of the Eurasian space, the implementation of major economic integration projects of the XXI century. The panel sessions and dozens of bilateral meetings that took place on the sidelines of the Forum allowed the parliamentarians of the world's largest continent to exchange their legislative experience, coordinate their efforts and contribute to improving the well-being of the peoples of their countries. A representative group of experts of the Kazakhstan Institute for strategic studies under the President of the Republic of Kazakhstan headed by the Director took part in the IV meeting of speakers of Eurasian countries’ parliaments.

On the 26th of September of the current year, in Seoul (South Korea) there was held «II Kazakh-Korean forum on denuclearization of Korean peninsula». Leading experts on nuclear safety and international relations from Kazakhstan and South Korea, a number of government officials participated in the work of forum. Organizers of forum were the Fund of the First President of the Republic of Kazakhstan – Elbasy and the Fund of Korea. The Kazakh delegation included management of the Fund of First President of Kazakhstan – Elbasy, the Kazakhstan Institute for strategic studies under the President of RK, National nuclear center of RK, Institute of world economy and policy under Fund of First RK President. Deputy Director Sanat Kushkumbayev took part in the event from KazISS part.The Forum discussed the denuclearization of the Korean Peninsula, the current situation and the dynamics of international relations in East Asia. In this context, the experience and contribution of Kazakhstan, which voluntarily renounced the possession of nuclear weapons, were considered.

On October 3, 2019, the international conference «Turkic council: 10th anniversary of the Nakhchivan agreement» organized by the Center for analysis of international relations of the Republic of Azerbaijan was held in Baku (Azerbaijan). The conference also included the regular V meeting of the analytical centers for foreign policy studies of the member states of the Turkic council. The conference was held in the format of panel sessions devoted to the results of the 10th anniversary after the signing of the Nakhchivan agreement in 2009. The experts discussed the institutionalization and development plans of economic, cultural and social cooperation, as well as promising areas of cooperation between the Turkic council countries. The head of the Department of social and political studies Alua Zholdybalina took part in this conference from the KazISS under the President of the Republic of Kazakhstan. The conference was attended by representatives of member countries and observers of the Cooperation council of turkic-speaking states, officials, deputies, heads of analytical centers, authoritative scientists and experts. Before the event, the participants of the International conference «Turkic council: 10th anniversary of the Nakhchivan agreement» paid tribute to the memory of the national leader of the Republic of Azerbaijan Heydar Aliyev, visited the «Alley of the Fallen» (“Shahidlyar Khiyabany”) in Baku.

On the 7th-8th of October, 2019, Nur-Sultan held a scientific conference on theme: «Values: what brings us together and what distinguishes us?». Event was organized by The Institute of World Economics and Politics (IWEP) under the Foundation of the First President of the Republic of Kazakhstan – Elbasy and Friedrich Ebert Foundation Representative office. The results of the study «Values of Kazakhstan society in the sociological dimension» conducted by the Ebert Foundation in 2018 were presented at the conference. The Third Water summit was held in Budapest on 15-18 October 2019. The event was organized by the government of Hungary. The main purpose of the summit was to bring together international experts in the field of water resources to resolve problems in the field of water use. At the opening ceremony of the summit, President of Hungary Janos Ader made a welcoming speech. Among the invited guests and speakers of the Forum were аlso Prime Minister of Cambodia Hun Sen, President of the Asian infrastructure investment Bank Jin Lijun. The conference was attended by more than 500 Ministers, senior politicians, UN officials, representatives of civil society, youth and the private sector from across the Asia-Pacific region. On December 5, 2019, Nur-Sultan hosted the presentation of the project «Letter from Nur-Sultan», organized by the European Union Mission in Kazakhstan together with the Carnegie European center to discuss key issues affecting the development of EU- Kazakhstan, EU–Central Asia relations. The review is part of the Carnegie European center's «Сapital Series» series of publications, which reflects the view of EU foreign policy from major non-European countries. «Letter from Nur-Sultan» is the first publication on behalf of the Central Asian region. «Letter from Nur-Sultan» was prepared by Murat Laumulin, chief research fellow of the KazISS under the President of Kazakhstan. The author of the letter believes that the EU will have to strengthen its presence in Central Asia if it wants to have influence in a region facing huge challenges from China and India, as well as from Afghanistan and threats of terrorism. On the 3rd of December, 2019, the Ministry of foreign affairs of the Republic of Kazakhstan held a regular meeting of the Public council on the activities of the RK MFA (PC RK MFA). During the meeting, four main topics were discussed: the results of the special operation «Zhusan» and the action «Rusafa», the participation of Kazakh experts in foreign events dedicated to reforms in Kazakhstan, the organization of anniversary events in 2020 (1150th anniversary of Abu Nasr al-Farabi, 175th anniversary of Abay), as well as the work of the project office «Adaldyk alany» of the RK MFA.From KazISS under the President of Kazakhstan took part PC RK MFA member, director Zarema Shaukenova.

On the eve of Independence day, President of the Republic of Kazakhstan Kassym-Zhomart Kemelovich Tokayev awarded high state awards - orders «Parasat» and «Kurmet» to Klara Shaisultanovna Khafizova, orientalist, academician of the Kazakhstan national academy of natural sciences, veteran of the KazISS under the President of Kazakhstan; Bulat Klychbayevich Sultanov, doctor of historical sciences, who headed the Kazakhstan Institute of strategic studies under the President of the Republic of Kazakhstan for nine years from 2005 to 2014 and Murat Turarovich Laumulin, doctor of political sciences, professor, chief research fellow of the KazISS under the President of the Republic of Kazakhstan. The awards were presented to the director of the Research Institute of international and regional cooperation at the Kazakh- German University B. K. Sultanov and the chief research fellow of the KazISS under the President of Kazakhstan M. T. Laumulin by the Assistant to the President of the Republic of Kazakhstan Maulen Sagatkhanovich Ashimbayev. M. S. Ashimbayev was the director of KazISS under the President of Kazakhstan from 2000 to 2005. He currently oversees the activities of the Institute. Presenting the awards, the Assistant to the President noted high merits of Bulat Klychbayevich and Murat Turarovich in the public and diplomatic activity, great contribution in development of Kazakhstan and strengthening of international cooperation in the establishment and strengthening of Kazakhstan's first think tank - Kazakhstan Institute for strategic studies under the President of Kazakhstan. On December 22, 2019, Uzbekistan held elections of deputies to the lower house of Parliament (Oliy Mazhilis), regional, district, and city Kengashes (councils). «New Uzbekistan - new elections» was the motto of the 2019 election campaign. This is the first parliamentary elections under the presidency of Shavkat Mirziyoyev. The legislative elections were conducted in the context of the updated electoral law and the recently adopted new electoral code. 5 parties aspired to 150 seats in Parliament. Since this year, the quota of 15 places for environmentalists has been canceled. The elections were held on a majority basis, and candidates can only be nominated by parties. In addition, the electoral code provides for the possibility of nominating non-party candidates. Tokaev to the people of Kazakhstan "Constructive public dialogue – the Foundation of stability and prosperity of Kazakhstan". The book reflects the main directions of development of international investment cooperation in Kazakhstan, identifies the key problems of attracting and using investment prospects in the country.During the presentation, the Director of the Kazakhstan Institute for strategic studies Zarema Shaukenova emphasized that the book of the famous scientist-economist Dodonov V. Y. is published for the first time by KazISS in the state language. Publishing monographs of scientists in the Kazakh language is a priority activity of the Institute. On December 27, 2019, an extended meeting of the Academic council of the Kazakhstan institute for strategic studies under the President of Kazakhstan was held. Director of the institute Zarema Shaukenova made a Report on the work of the Institute for 2019. In 2019, KazISS employees published 92 scientific and analytical materials, including 44-in KazISS publications, 27-in other Kazakh publications, 21-in foreign scientific journals and collections. 280 reports were prepared and announced at various conferences, expert forums, seminars, round tables. Within the framework of Kazakhstan scientific events, 238 reports were presented, 42 reports were announced at conferences organized by foreign scientific and analytical centers. During the reporting period, KazISS experts performed 625 times in the media, including 87 in print, 182 on television and radio, and 356 in electronic media. The number of visitors to the official website of the Institute has increased significantly. The number of subscribers to the page of KazISS in "Facebook" reached 3,743 users. In order to expand the scientific-expert relations and practical cooperation with foreign analytical structures, Institute in the same period was signed the following memoranda of understanding and cooperation: Memorandum of understanding and cooperation with the Center for analysis of international relations of Azerbaijan (Nur-Sultan, 26 April 2019), a Memorandum of understanding with the Hungarian research Centre Central Asia, University of Corvinus (Nur-Sultan, 29 April 2019), a Memorandum of understanding with the Research Institute "Dialogue of civilizations" (Nur-Sultan, May 17, 2019), Memorandum of understanding with the Belarusian Institute of strategic studies (Nur-Sultan, October 18, 2019). In accordance with the previously concluded agreements on cooperation with higher educational institutions of Kazakhstan, in 2019 KazISS accepted 26 students, undergraduates and doctoral students of Nazarbayev University, L. N. Gumilyov Eurasian national University, al-Farabi Kazakh national University, Alma Management University, Kazakh-German University for professional, pre- graduate practices and internships. During the Academic council, the employees were awarded an Honorary diploma of the Kazakhstan institute for strategic studies under the President of the Republic of Kazakhstan.
