    Northeast Corridor One-Year Implementation Plan Fiscal Year 2017 September 2016 Congress established the Northeast Corridor Commission to develop coordinated strategies for improving the Northeast’s core rail network in recognition of the inherent challenges of planning, financing, and implementing major infrastructure improvements that cross multiple jurisdictions. The expectation is that by coming together to take collective responsibility for the NEC, these disparate stakeholders will achieve a level of success that far exceeds the potential reach of any individual organization. The Commission is governed by a board comprised of one member from each of the NEC states (Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Delaware, and Maryland) and the District of Columbia; four members from Amtrak; and five members from the U.S. Department of Transportation (DOT).     Federal Railroad Administration Record of Decision For the East Side Access Project September 2012 SUMMARY OF DECISION This is a Record of Decision (ROD) of the Federal Railroad Administration (FRA), an operating administration of the U.S. Department of Transportation, regarding the East Side Access (ESA) Project. FRA has prepared this ROD in accordance with the National Environmental Policy Act (NEPA), the Council on Environmental Quality’s (CEQ) regulations implementing NEPA, and FRA’s Procedures for Considering Environmental Impacts. The Metropolitan Transportation Authority (MTA) filed an application with the FRA for a loan to finance eligible elements of the ESA Project through the Railroad Rehabilitation and Improvement Financing (RRIF) Program. The ESA Project is the MTA’s largest system expansion in over 100 years. The ESA Project will expand the Long Island Rail Road (LIRR) services by connecting Queens and Long Island with East Midtown Manhattan. With direct LIRR service to Midtown East, the LIRR will further increase its market share of commuters by saving up to 40 minutes per day in subway/bus/sidewalk travel time for commuters who work on Manhattan’s East Side. The ESA Project was previously considered in an environmental impact statement (EIS) prepared by the Federal Transit Administration (FTA) in May 2001 and subsequent FTA reevaluations and an environmental assessment of changes in the ESA Project. Construction of the ESA Project has been ongoing since 2001. FRA has reviewed the environmental impacts for the ESA Project identified in the FTA March 2001 Final EIS, subsequent FTA Reevaluations, and the 2006 Supplemental EA/FONSI (collectively, the “2001 EIS”) for the ESA Project and adopted it pursuant to CEQ regulations (40 CFR 1506.3).

    CHAPTER 2: LAND USE, ZONING, AND PUBLIC POLICY A. INTRODUCTION This chapter examines the proposed actions and the anticipated build-out resulting from the proposed actions and its consistency with existing land uses and development trends, compatibility with surrounding areas, and consistency with public policy and zoning regulations. The land use, zoning, and public policy analyses describe the existing conditions in the rezoning area (which will serve as the primary study area in this chapter) and the surrounding secondary study area, as well as future conditions with and without the proposed rezoning and related actions in these same two areas. The analysis identifies anticipated changes in land use, zoning, and public policy independent of the proposed actions by the 2017 build year and then assesses the potential beneficial and adverse impacts to land use, zoning, and public policy as a result of the proposed actions. The rezoning area is located in the Dutch Kills neighborhood of Community District 1 in Queens. The rezoning area is comprised of 36 whole and 4 partial blocks that encompass approximately 70 acres, and is generally bounded by 36th Avenue to the north, Northern Boulevard to the east, 41st Avenue to the south, and 23rd Street to the west. The rezoning area is north and west of the Sunnyside Yards and north of the Queens Plaza Subdistrict and the Special Long Island City Mixed-Use District. The area would generally be rezoned from M1-3D and M1-1 to M1-2 or a mixed-use district (M1-2/R5B, M1-2/R5D, M1-2/R6A and M1-3/R7X) where a Residence District would be paired with a light Manufacturing District.

Congress responded by creating Amtrak—officially, the National Railroad Passenger Corporation—to preserve a basic level of intercity passenger rail service, while relieving private railroad companies of the obligation to maintain a business that had lost money for decades. In the years since, the federal government has funded Amtrak and, in recent years, has funded passenger-rail efforts of varying size and complexity through grants, loans, and tax subsidies. Most recently, Congress has attempted to manage the effects on passenger rail brought about by the sudden drop in travel demand due to the Coronavirus Disease 2019 (COVID-19) pandemic. Amtrak’s ridership and revenue growth trends were suddenly upended, and passenger rail service in many markets was either reduced or suspended. Efforts to improve intercity passenger rail can be broadly grouped into two categories: incremental improvement of existing services operated by Amtrak and implementation of new rail service where none currently exists. Efforts have been focused on identifying corridors where passenger rail travel times would be competitive with driving or flying (generally less than 500 miles long) and where population density and intercity travel demand create favorable conditions for rail service.

    General Engineering Consultant: PB Americas, Inc./STV Incorporated/Parsons Transportation Group MTA Long Island Rail Road East Side Access Project Environmental Status and Construction Plan for the Queens Alignment Addendum No. 1 June2007 This Addendum provides an update of the Environmental Status and Construction Plan for the Queens Alignment, January 2002 (hereinafter referred to as "the Report"), which was submitted to the New York State Department of Environmental Conservation (NYSDEC) in support of the environmental approvals that are required to implement the MTA Long Island Rail Road (LIRR) East Side Access project (ESA). Since 2002, the design of the Queens Alignment has progressed to reflect an agreement that was reached in January 2006 between Amtrak and MTA. The design changes minimize impacts to Amtrak operations that would result from increased LIRR service and improve operational flexibility for LIRR. In addition, the modifications reflect new standards that were issued by the National Fire Protection Association (NFPA) in 2003 for ventilation system design for commuter rail service operating in tunnels. This Addendum provides the following: An update Section 2.0 "Project Description" of the Report to reflect the modifications to the design of the project in Queens and to report on a number of contracts that have been completed or are in progress since the Report was issued. Summary of the results of supplemental environmental site investigations (ESIs) completed in Sunnyside Yard conducted to reflect the design changes in Queens and additional sampling since issuance of the Report. Brief description of the interim remediation measures (IRMs) undertaken by Amtrak to address OU-3 of Sunnyside Yard.
