This report addresses a number of broad themes such as leadership, transparency, organizational structure, service performance, communication, and accessibility. These themes relate to the ability of the MTA and its operating agencies to deliver service effectively to the riders that we represent. While PCAC is vitally concerned about the critical issue of the almost $800 million operating funding shortfall from Albany, which is part of ongoing dialogues that the PCAC and its Councils maintain with public officials and the MTA operating agencies, this larger issue is outside the scope of this report. The PCAC is encouraged by the MTA leadership’s initial steps to make the overall organization more effective and efficient, and we intend our report to complement this effort. At the same time we are well aware that internal efficiencies are not enough to prevent serious damage to the system due to state funding shortfalls.1 The PCAC recognizes that some of the issues raised in the report are the subject of ongoing work by the MTA and its agencies, the body of this document addresses issues pertaining to the 2009 calendar year. Mountain Prospect Farm was carved from the original 162,000± acre Royal Grant from King James II (1685) to Robert Livingston the Elder, first lord of the manor, by scions of the same Livingston family Anson, Carroll and Mary in 1857 by conveyance to John McNeil. He established a gentleman farm on 650± acres while serving as Taghkanic Town Clerk (1865) and Town Supervisor (1866 & 1867). In 1865 he erected a five bedroom main house in the Greek Revival-style with Romanesque embellishments as well as commodious barns. His family retained ownership until 1901. The entire farm is laced with farm roads and field delineating stone walls. From upper fields untrammeled views obtain of the entire Taconic Range including the dark prominence of Mount Everett (elevation 2,608’), Catamount, the Catskill Mountains to the west, interior terraced and interconnecting fields as well as large adjoining estates that include a 600± acre assemnblage to the west. And still more land is available. Mountain Prospect Farm is handy to Hudson, Great Barrington, Copake Lake, Lake Taghkanic, skiing, golfing, Taconic State Park, Bash Bish Falls, the Rail Trail, the Taconic State Parkway and the train.

Work for member agency Ventura County Transportation Commission includes track, tie, ballast, and culvert replacements, grade crossing rehabilitation, and tunnel track and structure replacements. Reduces trip times, increases reliability, and improves safety by reducing need for slow orders and conflicts at grade crossings in the corridor. Connecticut — Walk Bridge Replacement Up to $79,700,000 Connecticut Department of Transportation & Amtrak Replaces the Connecticut-owned movable Norwalk River Bridge, built in 1896, with two, independent, two-track, vertical lift rail bridges in Norwalk, Connecticut. Includes associated embankment and retaining wall improvements on the bridge approaches, new catenary structures, and signal system upgrades. The existing bridge is beyond its useful life and prone to malfunctions, especially during opening or closing. The replacement will reduce slow orders, reduce the risk of service disruptions, and improve resiliency to extreme weather events.
