This note offers a summary of the relationship between the Irish state1 and the United Kingdom in those fields, and some thoughts on possible implications for Scottish independence. 1. Nationality Law 1.1 The Irish case A new nationality The nationality law of a new state must necessarily provide for two matters: an initial population of nationals on the date of independence, and the acquisition and loss of nationality on an ongoing basis. In the case of the Irish state, the initial population was defined by Article 3 of the Irish Free State Constitution of 1922. Article 3 conferred Irish Free State citizenship upon a person if they were domiciled in the “area of the jurisdiction of the Irish Free State” on the date the state was founded (6 December 1922), provided (a) they had been resident in that area for the previous seven years, or (b) they or one of their parents had been born in “Ireland”.2 A full framework of nationality law, covering all aspects of acquisition and loss of nationality, was not then adopted until the Irish Nationality and Citizenship Act 1935. -

ISLAMIC RADICALIZATION IN THE UK: INDEX OF RADICALIZATION Anna Wojtowicz, (Research Assistant, ICT) Sumer 2012 ABSTRACT The purpose of this paper is to analyze the process of radicalization amongst British Muslims in the United Kingdom. It begins with a review of the Muslim population, demographics and community structure. Further presenting several internal and external indicators that influenced and led to radicalization of Muslim youth in Britain. The paper concludes that there is no one certainty for what causes radicalization amongst Muslims in United Kingdom. However, it is certain that Islamic radicalization and the emergence of a homegrown threat is a growing trend that jeopardizes the countries security, peace and stability. Radicalization in the United Kingdom is an existing concern that needs to be addressed and acted upon immediately. Committee(s): Date: Police Authority Board 11th July 2019 Subject: Public Special Interest Area Scheme 2019-20 Report of: For Decision Town Clerk Report author: Alex Orme Summary This report sets out arrangements for the Police Committee Special Interest Area (SIA) Scheme for 2019/20 and requests Members to confirm appointments to each of the areas. The Scheme (attached at Appendix A) informs of key developments in each of the areas over the past year, highlighting where Member involvement has made a difference. It also gives an overview of the priorities for each special interest area over the next twelve months to assist the individual Lead Members to better scrutinise progress and measure success. Recommendations It is recommended that- (a) the Special Interest Area Scheme 2019/20 (attached at Appendix A) be agreed, noting in particular: (i) the achievements in the year 2018/19; and (ii) the key priorities identified for the year 2019/20. (b) Lead Members be appointed for each area in the Scheme. Main Report Background 1. The Police Committee has operated a Specialist Interest Area (SIA) Scheme since 2007 in accordance with the terms set out in Appendix A (page 1). The purpose of the Scheme is for Members of the Committee to have oversight of specific areas of City of London Police work and gain expert knowledge and expertise, thus enhancing the Committee’s scrutiny and performance management role. 2. The Scheme operates through a direct liaison between lead officers at Force and Members. A contact in the relevant area of business is tasked to make regular contact with their respective SIA Lead Members, keeping them informed of developments or issues which may arise throughout the year. -
