Establishing 15 IP Tribunals Nationwide, Chinese Courts Further Concentrate Jurisdiction Over IP Matters March 15, 2018 Patent and ITC Litigation China has continued to develop its adjudicatory framework for intellectual property disputes with the establishment of three Intellectual Property Tribunals (“IP Tribunals”) this month. This reform began with the establishment of three specialized IP Courts in Beijing, Shanghai, and Guangzhou at the end of 2014, and has been furthered with the establishment of IP Tribunals in 10 provinces and two cities/municipalities around the country. For companies facing an IP dispute in China, understanding this framework in order to select the appropriate jurisdiction for a case can have a significant impact on the time to resolution, as well as the ultimate merits of the case. Most significantly, through the establishment of these IP Tribunals many Chinese courts have been stripped of their jurisdiction over IP matters in favor of the IP Tribunals. This has led to a fundamental change to the forum selection strategies of both multinational and Chinese companies. The three IP Tribunals established on the first two days of March 2018 are located in Tianjin Municipality, and cities of Changsha and Zhengzhou respectively. This brings the number of IP Tribunals that have been set up across 10 provinces and two cities/municipalities in China since January 2017 to a total of 15. The most unique aspect of the specialized IP Tribunals is that they have cross-regional1 and exclusive jurisdiction over IP matters in significant first-instance2 cases (i.e., those generally including disputes involving patents, new varieties of plants, integrated circuit layout and design, technical-related trade secrets, software, the recognition of well-known trademarks, and other IP cases in which the damages sought exceed a certain amount)3. -

WEAVER, Administrator, Housing and Home Finance Agency •WRITING IN the New York Times, Columnist James Reston recently noted that, "In a fit of exuberance or absentmindedness we have increased the population of the United States by over 50 million since 1945." As we all know, the exuberance and absentmindedness of which Reston spoke is con tinuing, and at such a pace that by the time the children of the past 15 years are grand parents, there will be another 125 million or so Americans. Morever, at least 85 per cent of the 300 million people in the nation will be living in urban places by the year 2000. This growth is the most portentous single fact of our time-always excepting the thermonuclear threat. It means that in the next 40 years we will have to build as much housing, industry, highways and related development as we have built in our previous history. And it means, moreover, that the amount of land consumed by urbanization will be at least double the acreage now urbanized. This tremendous population surge will be accommodated largely in what we today consider the metropolitan fringe, and, in many cases, in undeveloped or argricultural lands even farther out. By 2000, Megalopolis will be a fact, certainly the fast-growing East Coast "super-city" stretching from Boston to Richmond and the West Coast area b etween San Francisco and San Diego will appear, in another 40 years, as continuous urbanized places. The previous 40 years of metropolitan growth has produced a phenomenon variously know as "Spread City," "urban sprawl" and "slurbs." In other words, much of our suburban development heretofore has been a mess. -

CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

The existing research on city network structures has usually focused on discussions of regional integration. With the development of interconnections among cities, however, the characterization of city network structures on a regional scale is limited in the ability to capture a network’s complexity. To improve this characterization, this study focused on network structures at both regional and local scales. Through the lens of function and innovation, we characterized the city network structure of the Economic Zone of the West Side of the Taiwan Strait through a social network analysis and a Fast Unfolding Community Detection algorithm. We found a significant imbalance in the innovation cooperation among cities in the region. When considering people flow, a multilevel spatial network structure had taken shape. Among cities with strong centrality, Xiamen, Fuzhou, and Whenzhou had a significant spillover effect, which meant the region was depolarizing. Quanzhou and Ganzhou had a significant siphon effect, which was unsustainable. Generally, urbanization in small and midsize cities was common. Anyone concerned with the development of human civilization in the 21st Century will likely have heard the term «megacity». It is – as it should be – increasingly prevalent in both mainstream and academic discussions of the great trends of our time: urbanization, rising technological and physical connectivity, increasingly polarized extremes of wealth and poverty, environmental degradation, and climate change. It is a subject as large and far-reaching as its name implies. This paper sets the scene on how megacities and the built environment are growing together, and examines the implications for those who plan, design, develop and operate tall buildings and urban infrastructure. 1 What is a Megacity? In order to rationalize the data CTBUH collects – predominantly on skyscrapers and large urban developments – with that collected by other organizations, first a definition that reflects a distillation of the prominent literature on the subject should be set forth: A megacity is an urban agglomeration with a total population of 10 million people or greater, consisting of a continuous built-up area that encompasses one or more city centers and suburban areas, economically and functionally linked to those centers. A megacity is typically, though not always, polycentric, with multiple nodes of concentrated urban activity and high-density development, rather than being centered around one large primary central business district (CBD).
