Planning Matters Reference: 7/2018/4012 Ain House, Irton, CA19 1XA Rear extensions (revisions to earlier planning approval) The plans were reviewed and discussed with the conclusion of ‘no objection’ Action: TD to contact LDNP with this response

Reference:7/2018/4053 Caretakers Cottage, Irton Hall, Holmrook, CA19 1TA Variation of condition 3 (timber finishes) & 4 (renewable energy) on planning application 7/2015/4022 (demolition of existing timber framed cottage and replacement by one new timber construction house) The plans were reviewed and discussed with the conclusion of no objection Action: TD to contact LDNP with this response

Reference: 7/2018/4033 The Cedars, Irton Hall, Holmrook, CA19 1TA Use of Land for parking vehicles including a touring caravan Local resident Gary Bullivant was present and presented the objections to the above planning application as outlined in his email of 30.6.18. RV, IW, RD, TA reviewed the planning application and objections received and agreed that the LDNP were to be contacted with regard to a number of issues regarding the application that currently prevented an informed decision being made.

1. The planning application 7/2018/4033 cover page description does not match the ‘description of the proposal’ LNDP Letter Proposal Description: Use of Land for parking vehicles including a touring caravan Description of Proposal: Drainage works and retention of hard surface to facilitate pedestrian access to adjoining field

2. The ‘Description of Proposal’ relates to facilitating pedestrian access but stated under ‘Heritage, Design & Access Statement’ point 3)5 it relates to tractor use and in addition the LNDP letter description proposal describes use by vehicles for parking including a touring caravan. 1

For these reasons the Parish Council decided that this application in its current state is unacceptable for informed consideration.

Action: TD to contact LDNP with this response

Highway Matters: Cautionary signs – Santon Bridge to Hallflat Farm - ongoing Santon Village – Road Markings and Speed of traffic – ongoing. IW had been contacted by a local resident who had written to Highways with regard to high speed of traffic through Santon Village. The resident had received a reply stating that Highways were considering speed measurement devices to monitor the area. In addition IW had feedback from Highways to say the earliest date for any speed control/signage in Santon Bridge would be September/October 2018. TD also to continue to contact Gareth Scott at Highways.

Financial Matters: Parish Clerk salary – RD and RV had reviewed the Parish Clerks salary and hours. The Parish Clerk currently received £9.00 per hour for 7 hours per month. It had been agreed that this should be increased to £10 per hour for 10 hours a month to be back dated to April 2018. Any additional hours worked to be agreed beforehand.

Banking: TD advised that Internet Banking and Telephone Banking forms had been taken to the HSBC . The Bank had advised that as internet banking and telephone banking falls outside of the two signatory mandate rules then signed permission from all signatories had to be given to allow the Parish Clerk to be the single signatory making transactions on the internet and telephone. A letter was signed by Richard Vicars, Trish Adams and Ian Warren giving this permission. A copy kept for file. TD said that at each monthly Parish meeting payments could be agreed and in the event of any payments needing immediate action then TD would get this agreed by email with all signatories. Action: TD to take permission letter to bank

Cheques: Cheque for £237.00 Parish Clerk Salary (£37.00 for April backdated pay. £100 May 2018, £100 June 2018) Financial Statement for year ended 31st March 2018 signed by Chairman.

World War One – 100th Anniversary

W had requested quotes for the refurbishment of the War Memorial at Irton Church. A quote of £3605.00 had been received. It was agreed that as it was such a large amount it should go to consultation to the parish. RV mentioned that perhaps theremay be Grants available to assist in the cost. IW explained that from the perspective of best conservation practice the War Memorials Trust had reservations about doing anything to the memorial - IW said he would clarify with the trust before drafting a piece for the parish mag/website for review by the council. IW also expressed concerns with regards to timescale and whether all the above can be achieved by the 11th November 2018.

Action: IW to consult with war memorials trust and then draft article in Parish Magazine and to provide copy to TD for upload to website. IW to contact Memorial Masons who provided quote to establish deadline date for completion in time for 11.11.18. TD/IW to research any grants available

Parish Council Website/Facebook BT Update - TD internet connection was now available after the installation of a temporary additional line by BT. It was now with BT Planning to plan and install a permanent line. Internet access to be discussed and agreed at the next meeting. Action: TD to sort out parental controls for the internet and make adjustments with BT re the telephone side of the account.

RV, said that a member of the public had responded to the Parish Councils advertisement with regards to Litter Pickers equipment being available and had arranged pick up and was now being used.
