Changes effected by Order of the Secretary of State under the Local Government Act 1972

1. There is 1 order made by the Secretary of State, which conferred borough status

Basildon District Council

The Basildon District Council received a charter conferring upon it borough status. The change came into effect on 21 July 2010. The full title of the new council is Basildon Borough Council.

1. There are 2 Orders, made by local authorities, which give effect to the abolition of parishes under section 96 of the Local Government and Public Involvement in Health Act 2007

The Bromsgrove District Council (Reorganisation of Community Governance: Lickey End) Order 2011

This order abolished the parish of Lickey End and dissolved the parish council. The order was made on 17 December 2010 and came into effect on 1 January 2011.

The Portsmouth City Council (Reorganisation of Community Governance) Order 2010

This order abolished the parish of Southsea and dissolved the parish council. The order was made on 2 April 2010 and came into effect on 23 April 2010.

2. There are 13 Orders, made by local authorities, which give effect to amending electoral arrangements under section 95 of the Local Government and Public Involvement in Health Act 2007

The Borough of Colchester (Reorganisation of Community Governance) Order 2010

This order abolished the existing wards of the parish of Wivenhoe and increased the number of parish councillors to 13. The order also increased the number of councillors in the parish of Fordham to 9. The order was made on 17 December 2010 and came into effect on the 1 March 2011.

Copeland Borough Council (St Bees) Community Governance Reorganisation Order 2011

This order increased the number of councillors by one for the St Bees ward in the parish of St Bees. The Order was made on 21 January 2011 and came into effect on 1 April 2011.

The Durham County Council (Reorganisation of Community Governance) Order 2011

This order decreased the number of parish councillors in the parish of Monk Hesleden to 15 and for the parish of Murton to 16. The order was made on 1 April 2011 and shall come into effect in May 2013.

5 The East Cambridgeshire District Council (Reorganisation of Community Governance) Order 2010 (Parish of Kennett)

This order increased the number of parish councillors in the parish of Kennett from 5 to 7. The order was made on 12 October 2010 and came into effect on 13 October 2011.

The Fylde (Reorganisation of Community Governance) Order 2011

This order made changes to the number of councillors for the parish of Saint Anne’s on the Sea. For each of the wards of Ashton, Central, Heyhouses, Kilnhouse and St Leonards 2 councillors and for each of the wards of Fairhaven and Park 1 councillor. The order was made on 14 March 2011 and came into effect on 15 March 2011.

Parish of Little Paxton (Electoral Arrangements) Order 2010 (Huntingdonshire District Council)

This order changes the year of elections for the parish council of Little Paxton to 2011 and every four years thereafter. The order was made on 1 July 2010 and came into effect on the same day.

The Northumberland (Reorganisation of Community Governance) Order 2010

This order abolished the existing wards of the parish of Hexhamshire and District. The number of councillors for the parish shall be 10. The Order was made on 20 October 2010 and shall come into effect on 15 October 2012.

The South Oxfordshire District Council (Reorganisation of Community Governance) (Wallingford Town Council) Order 2010

This order abolished the existing wards of the parish of Wallingford. The order was made on 1 December 2010 and came into effect on the same day.

The South Cambridgeshire District Council (Reorganisation of Community Governance) Order 2010 (Parish of Barrington)

This order increased the number of parish councillors in the parish of Barrington to 9. The order was made on 18 August 2010 and came into effect on 5 May 2011.

The Stafford Borough (Reorganisation of Community Governance in Stowe) Order 2010

This order increased the number of parish councillors in the parish of Stowe from 5 to 7. The order was made on 23 December 2010 and came into effect on 1 April 2011.

6 The Stafford Borough (Reorganisation of Community Governance in Swynnerton) Order 2010

This order increased the number of parish councillors in the parish of Swynnerton from 12 to 13. The order was made on 23 December 2010 and came into effect on 1 April 2011.

The Borough of Telford and Wrekin (Reorganisation of Community Governance) (Hadley and Leegomery Parish Warding) Order 2010

This order increased the number of wards in the parish of Hadley and Leegomery. The parish wards are Apley Castle, Hadley Castle, Hadley Manor and Leegomery, each ward shall have 4 parish councillors. The order was made on 12 October 2010 and came into force on 15 October 2010.

The Wychavon District Council (Reorganisation of Community Governance) Order 2010

This order abolished the existing wards of the parish of North Claines and provided for the number of parish councillors for the parish to be 10. The order was made on 6 January 2011 and came into effect on 1 April 2011.

3. There are 16 Orders, made by local authorities, which give effect to changes to boundaries and electoral arrangements of parishes under section 88 of the Local Government and Public Involvement in Health Act 2007

The Amber Valley Borough Council (Reorganisation of Community Governance) Order No. 1 2010

This order makes alterations to the boundaries of the parishes of Kilburn and Holbrook. The order was made on 1 April 2010 and came into effect on the same day.

Copeland Borough Council (Beckermet) Community Governance Reorganisation Order 2010

This order made changes to the boundaries of the parishes of Beckermet, Egremont, Haile, Lowside Quarter, Ponsonby, St Bridget’s Beckermet and St John’s Beckermet. The order was made on 9 December 2010 and came into effect on 1 April 2011.

Copeland Borough Council (Drigg & Carleton and Irton with Santon) Community Governance Reorganisation Order 2011

This order made changes to the boundaries of the parishes of Irton with Santon and Drigg & Carleton. The Order was made on 21 January 2011 and came into effect on 1 April 2011.

7 The Epping Forest District (Reorganisation of Community Governance) (Moreton, Bobbingworth and The Lavers Parish Council) Order 2011

This order transferred areas of the parish wards of High Laver and Little Laver from the parish of Moreton, Bobbingworth and The Lavers to the parish of Matching. The parish of Moreton, Bobbingworth and The Lavers is divided into three parish wards. The number of councillors for the wards of Bobbingworth and Morton are 3, and for the ward of The Lavers is 8. The Order was made on 30 June 2011 and came into effect on 15 October 2011.

The Isle of Wight Council (Reorganisation of Community Governance) Order 2011

This order changed the name of Gatcombe Parish to Chillerton and Gatcombe Parish. The order also made changes to the parish wards of the parish of Brighstone. The order was made on 16 June 2011 and shall come into effect on 15 October 2012.

The City of Newcastle upon Tyne (Reorganisation of Community Governance) (Hazlerigg) Order 2010

This order made changes to the boundary of the parish of Hazlerigg. The order was made of 26 November 2010 and came into effect on 1 April 2011.

The City of Newcastle upon Tyne (Reorganisation of Community Governance) (Woolsington) Order 2010

This order made changes to the boundary of the parish of Woolsington. The order was made of 26 November 2010 and came into effect on 1 April 2011.

The New Forest District Council (Reorganisation of Community Governance) (Godshill, Breamore and Fordingbridge) Order 2010

This order made changes to the boundaries of the parishes of Breamore, Fordingbridge and Godshill. The order was made on 16 December 2010 and came into effect on 1 April 2011.

The North Somerset Council (Reorganisation of Community Governance) No. 2 Order 2010

This order changes the name of the parish of Easton-in-Gordano to the parish of Pill and Easton-in-Gordano. It changes the number of councillors for the parish of Congresbury to 12, for the parish of Portbury, 8 and for the parish of St Georges, 9. The order also makes alterations to the parish areas and areas of parish wards of the parishes of Blackwell, Banwell, Bleadon, Hutton, Locking, Weston-super- Mare, Wick St. Lawrence, Winford and Wrington. The order was made on 30 July 2010 and came into effect on 15 October 2010.

8 The Northumberland (Reorganisation of Community Governance) Order 2010

This order made changes the boundaries of the parishes of Beadnell and North Sunderland. The order was made of 8 October 2010 and came into effect of 9 October 2010.

The Northumberland County Council (Reorganisation of Community Governance) Order 2010

This order changes the name of the parish of North Bedlington to the parish of Choppington. The order was made on 17 June 2010 and came into effect on 1 July 2010.

The Oldham Metropolitan Borough Council (Reorganisation of Community Governance) Order 2011

This order transferred part of an unparished area to the parish of Shaw and Compton. The order was made on 26 January 2011 and came into effect on 1 April 2011.

The South Cambridgeshire District Council (Reorganisation of Community Governance) Order 2010 (Parishes of Whittlesford and Duxford)

This order made changes to the boundaries of the parishes of Duxford and Whittlesford. The order was made on 18 August 2010 and came into effect on 1 September 2010.

The Taunton Deane Borough Council (Reorganisation of Community Governance) Order 2010 No. 2

This order made changes to the boundaries of the parishes of Bishops Lydeard & Cothlestone and Cotford St Luke. The order provided for the number of councillors for the Bishops Lydeard to be 10 and for the parish of Cothlestone to be 1 and made electoral arrangements for the two parishes. The order was made on 9 September 2010 and came into effect on 1 April 2011.

The Borough of Telford and Wrekin (Reorganisation of Community Governance) Order 2010

This order changed the name of the parish of Lilleshall and Donnington to the parish of Lilleshall, Donnington and Muxton. The order was made on 21 September 2010 and came into effect on 1 December 2010.

The Vale of White Horse District Council (Reorganisation of Community Governance) Order 2010

This order made changes to the boundaries and wards of the parishes of East Challow, East Hendred, Grove, Kennington, Kingston Bagpuize with Southmoor, Longworth, Milton, St Helen Without, South Hinksey, Wantage and Wootton. The order was made on 30 September 2010 and came into effect on 1 April 2011.

9 4. There are 11 Orders, made by local authorities, which give effect to the constitution of new parishes under section 87 of the Local Government and Public Involvement in Health Act 2007

The Aylesbury Vale (Reorganisation of Community Governance) Order 2011

This order created a new parish of Buckingham Park. The order established a parish council of 8 councillors. The new parish ceases to be part of the Weedon. The order also changed the number of councillors in the parishes of Winslow to 12, Charndon, 5 and Aylesbury Town – Central Ward, 2. The order was made on 15 February 2011 and came into effect on 1 April 2011.

The Bath and North East Somerset (Reorganisation of Community Governance) (Norton Radstock) Order 2011

This order abolished the parish of Norton Radstock and constituted three new parishes and parish councils, Midsomer Norton, Radstock and Westfield. The number of councillors for each of the parishes is 11. The order was made on 28 March 2011 and came into effect on 1 April 2011.

The Cheshire East Borough Council (Reorganisation of Community Governance) (Wilmslow, Handforth and Styal) Order 2011

This order created three new parishes, Handforth, Styal and Wilslow. The order established a parish council of 15 councillors for the parish of Wilmslow and 7 councillors for each of the parishes of Handforth and Styal. The order was made on 10 February 2011 and came into effect on 11 February 2011.

The Cheshire West and Chester Borough Council (Reorganisation of Community Governance) Order 2011

This order created a new parish of Kingsmead. The order transferred part of the parishes of Davenham and Northwich to the new parish. The order established a parish council of 10 councillors. The order also provided for 9 councillors for the parish of Davenham. The order was made on 30 March 2011 and came into effect on 1 April 2011.

Newark and Sherwood (Reorganisation of Community Governance) Order 2010

This order created a new parish of Kings Clipstone. The order establishes a parish council of 7 councillors. The parish adopted the alternative style of a Village. The order was made on 23 June 2010 and came into effect on 1 April 2011.

10 The North Hertfordshire (Reorganisation of Community Governance) Order 2011

This order abolished the existing parish of Graveley and constituted two new parishes and parish councils of Great Ashby and Graveley. The new parish of Great Ashby has the alternative style of community and is to be known as the Great Ashby Community Council. The number of councillors for the parish of Great Ashby is 12 and the number of councillors for the new parish of Graveley is 5. The order was made on 1 April 2011 and came into effect on 1 April 2011.

The District of North West Leicestershire (Reorganisation of Community Governance) Order 2010

This order created a new parish of Hugglescote and Donington le Heath. The order established a parish council of 9 councillors. The order was made on 12 May 2010 and came into effect on 1 April 2011.

The District of North West Leicestershire (Reorganisation of Community Governance) Order 2010

This order created a new parish of Whitwick. The order established a parish council of 11 councillors. The order was made on 12 May 2010 and came into effect on 1 April 2011.

The Northumberland (Reorganisation of Community Governance) Order (No. 1) 2010

This order amalgamated the existing parishes of Hexhamshire and Hexham Low Quarter and constituted a new parish council. The new parish is to be known Hexhamshire. The number of councillors for the new parish is 10. The order was made on 16 February 2011 and comes into effect in 1 April 2011.

Rotherham Metropolitan Borough Council (Reorganisation of Community Governance) Order 2010

This order created a new parish of Hellaby. The order established a parish council of 5 councillors. It made changes to the boundaries of the parishes of Aston – cum – Aughton, Bramley, Brampton – Bierlow, Dalton, Dinnington St John, Loughton Laughton-en-le Morthen, Orgreave, Thrybergh, Treeton, Wentworth, Wickersley, Woodsetts. The order also made changes to the wards of the parishes of Anston, Bramley, Maltby, Wales and Wentworth. The order was made 15 October 2010 and came into effect on 1 April 2011.

The Taunton Deane Borough Council (Reorganisation of Community Governance) Order 2010

This order created a new parish of Cotford St Luke. The order established a parish council of 7. The new parish will cease to be part of the Bishops Lydeard and Cothlestone. The order was made on 9 September 2010 and came into effect on 1 April 2011.

11 5. There are 3 local authorities that have given notice of change of style under section 75 of the Local Government and Public Involvement in Health Act 2007

Change of style from Chaldon Parish Council to Chaldon Village Council (Tandridge District Council)

Chaldon Parish Council changed its style to Chaldon Village Council. The change came into effect of 21 June 2011.

Change of style from Myland Parish Council to Myland Community Council (Colchester District Council)

Myland Parish Council changed its style to Myland Community Council. The change came into effect on 23 February 2011.

Change of style from Whyteleafe Parish Council to Whyteleafe Village Council (Tandridge District Council)

Whyteleafe Parish Council changed its style to Whyteleafe Village Council. The change came into effect on 14 March 2011.

6. There is 1 local authority that has given notice of conferring town status on a parish council under section 245 of the Local Government Act 1972

Wilmslow Town Council (Cheshire East District Council)

This notice conferred upon Wilmslow Parish Council the status of a town council. The change came into effect on 20 June 2011.

7. There are 4 Orders made under section 109 of the Local Government Act 1972 conferring on parish meetings the functions of a parish council.

The Fernham Parish Meeting (Functions) Order 2010 (The Vale of White Horse District Council)

This order conferred on Fernham Parish Meeting the functions of a parish council. The order was made on 21 April 2010 and came into effect on the same day.

The District of Huntingdonshire (Parish of Covington) Order 2010

This order conferred on Covington Parish Meeting the functions of a parish council. The order was made on 6 July 2010 and came into effect on the same day.

12 The Tholthorpe Parish Meeting (Conferring of Powers) Order 2010 (Hambleton District Council)

This order conferred on Tholthorpe Parish Meeting the functions of a parish council. The order was made on 5 August 2010 and came into effect on the same day.

The Wytham Parish Meeting (Functions) Order 2010 (The Vale of White Horse District Council)

This order conferred on Wytham Parish Meeting the functions of a parish council. The order was made on 12 November 2010 and came into effect on the same day.

This order was made on 24 May 2011 and made a temporary appointment to Allington Parish Council.

This order was made on 25 May 2011 and made temporary appointments to Appleton Roebuck Parish Council.

The City of Bradford Metropolitan District Council Order 2011

This order was made on 2 June 2010 and made temporary appointments to Clayton Parish Council.

Caldecott Parish Council Order 2011 (Rutland District Council)

This order was made on 19 May 2011 and made temporary appointments to Caldecott Parish Council.

East Cambridgeshire District Council – Sutton Parish Council

This order was made on 26 May 2011 and made temporary appointments to Sutton Parish Council.

East Northamptonshire District Council – Glapthorn Parish Council

This order was made on 19 May 2011 and made temporary appointments to Glapthorn Parish Council.
