There is 1 order made by the Secretary of State, which conferred borough status Basildon District Council The Basildon District Council received a charter conferring upon it borough status. The change came into effect on 21 July 2010. The full title of the new council is Basildon Borough Council. 4 PART B Changes effected by local authorities’ action or order as notified to the Secretary of State 1. There are 2 Orders, made by local authorities, which give effect to the abolition of parishes under section 96 of the Local Government and Public Involvement in Health Act 2007 The Bromsgrove District Council (Reorganisation of Community Governance: Lickey End) Order 2011 This order abolished the parish of Lickey End and dissolved the parish council. The order was made on 17 December 2010 and came into effect on 1 January 2011. The Portsmouth City Council (Reorganisation of Community Governance) Order 2010 This order abolished the parish of Southsea and dissolved the parish council. The order was made on 2 April 2010 and came into effect on 23 April 2010. 2. There are 13 Orders, made by local authorities, which give effect to amending electoral arrangements under section 95 of the Local Government and Public Involvement in Health Act 2007 The Borough of Colchester (Reorganisation of Community Governance) Order 2010 This order abolished the existing wards of the parish of Wivenhoe and increased the number of parish councillors to 13. The order also increased the number of councillors in the parish of Fordham to 9. The order was made on 17 December 2010 and came into effect on the 1 March 2011. Copeland Borough Council (St Bees) Community Governance Reorganisation Order 2011 This order increased the number of councillors by one for the St Bees ward in the parish of St Bees. The Order was made on 21 January 2011 and came into effect on 1 April 2011. The Durham County Council (Reorganisation of Community Governance) Order 2011 This order decreased the number of parish councillors in the parish of Monk Hesleden to 15 and for the parish of Murton to 16. The order was made on 1 April 2011 and shall come into effect in May 2013. 5 The East Cambridgeshire District Council (Reorganisation of Community Governance) Order 2010 (Parish of Kennett) This order increased the number of parish councillors in the parish of Kennett from 5 to 7. The order was made on 12 October 2010 and came into effect on 13 October 2011. The Fylde (Reorganisation of Community Governance) Order 2011 This order made changes to the number of councillors for the parish of Saint Anne’s on the Sea. For each of the wards of Ashton, Central, Heyhouses, Kilnhouse and St Leonards 2 councillors and for each of the wards of Fairhaven and Park 1 councillor. The order was made on 14 March 2011 and came into effect on 15 March 2011. Parish of Little Paxton (Electoral Arrangements) Order 2010 (Huntingdonshire District Council) This order changes the year of elections for the parish council of Little Paxton to 2011 and every four years thereafter. The order was made on 1 July 2010 and came into effect on the same day. The Northumberland (Reorganisation of Community Governance) Order 2010 This order abolished the existing wards of the parish of Hexhamshire and District. The number of councillors for the parish shall be 10. The Order was made on 20 October 2010 and shall come into effect on 15 October 2012. The South Oxfordshire District Council (Reorganisation of Community Governance) (Wallingford Town Council) Order 2010 This order abolished the existing wards of the parish of Wallingford. The order was made on 1 December 2010 and came into effect on the same day. The South Cambridgeshire District Council (Reorganisation of Community Governance) Order 2010 (Parish of Barrington) This order increased the number of parish councillors in the parish of Barrington to 9. The order was made on 18 August 2010 and came into effect on 5 May 2011. The Stafford Borough (Reorganisation of Community Governance in Stowe) Order 2010 This order increased the number of parish councillors in the parish of Stowe from 5 to 7. The order was made on 23 December 2010 and came into effect on 1 April 2011. 6 The Stafford Borough (Reorganisation of Community Governance in Swynnerton) Order 2010 This order increased the number of parish councillors in the parish of Swynnerton from 12 to 13. The order was made on 23 December 2010 and came into effect on 1 April 2011. The Borough of Telford and Wrekin (Reorganisation of Community Governance) (Hadley and Leegomery Parish Warding) Order 2010 This order increased the number of wards in the parish of Hadley and Leegomery. The parish wards are Apley Castle, Hadley Castle, Hadley Manor and Leegomery, each ward shall have 4 parish councillors. The order was made on 12 October 2010 and came into force on 15 October 2010. The Wychavon District Council (Reorganisation of Community Governance) Order 2010 This order abolished the existing wards of the parish of North Claines and provided for the number of parish councillors for the parish to be 10. The order was made on 6 January 2011 and came into effect on 1 April 2011. 3. There are 16 Orders, made by local authorities, which give effect to changes to boundaries and electoral arrangements of parishes under section 88 of the Local Government and Public Involvement in Health Act 2007 The Amber Valley Borough Council (Reorganisation of Community Governance) Order No. 1 2010 This order makes alterations to the boundaries of the parishes of Kilburn and Holbrook. The order was made on 1 April 2010 and came into effect on the same day. Copeland Borough Council (Beckermet) Community Governance Reorganisation Order 2010 This order made changes to the boundaries of the parishes of Beckermet, Egremont, Haile, Lowside Quarter, Ponsonby, St Bridget’s Beckermet and St John’s Beckermet. The order was made on 9 December 2010 and came into effect on 1 April 2011. Copeland Borough Council (Drigg & Carleton and Irton with Santon) Community Governance Reorganisation Order 2011 This order made changes to the boundaries of the parishes of Irton with Santon and Drigg & Carleton. The Order was made on 21 January 2011 and came into effect on 1 April 2011. 7 The Epping Forest District (Reorganisation of Community Governance) (Moreton, Bobbingworth and The Lavers Parish Council) Order 2011 This order transferred areas of the parish wards of High Laver and Little Laver from the parish of Moreton, Bobbingworth and The Lavers to the parish of Matching.
