COUNCILLOR’S PRESENT:- Cllr. R. Sisto (Chair); Cllr. D. Daniels; Cllr. E. Jones; Cllr. R. Sisto; Cllr. A. Tattersall; Cllr. P. Wilson; County Cllr. Mansel Charles; and Community Policing Officers Jonathan Kerr. Mari Mitchell, Lisa Harding-Jones and Ruth Tate. APOLOGIES:- Cllr. E. George; Cllr. G. Jones;

The minutes of the meeting held at Brechfa Church Hall on the 5th April 2018, were proposed as correct by Cllr. D. Daniels and seconded by Cllr. W. Richards, and duly signed by the chairperson.

Community Policing Officer Jonathan Kerr: He introduced himself, as he is covering Louise as she is off on maternity. Asked the council for any concerns. He notified the council that a new Farm Watch is being instigated by Helen Fender, information should be sent through. Concerns regarding stray sheep coming off the mountain over the cattle grid and into the village of Llidiad Nennog and grazing residents’ gardens. Sheep from the same flock are also widespread throughout the parish. The officer was notified that there are speeding cars going through the village of Brechfa, he stated that he could bring a speed gun to the village. DECLARATION OF INTEREST – County Councillor Mansel Charles declared an interest in any planning issues, as he is on the planning committee at County Council. Cllr Eric Jones declared an interest in Gwernogle Chapel, as he is a member of the Chapel, and an invoice had come from the Chapel for the use of the vestry for meetings-£80.00. Cllrs did not discuss or vote on any of these items.

5/18/796 MATTERS ARISING a. 265/09/04 Narrow Pistyll bend, Abergorlech – Ongoing. b. 6/15/606/1 Road surface between Bronant and Capel Mair, Nantyffin – Needs a new surface. Ongoing. c. 4/16/660/15 Road leading from Nantyffin up to Banc farm, Abergorlech needs major repair work - Ongoing. d. 6/16/675 Blind dip signage near Pistyllgwyn – John McEvoy has agreed to put road signage on the road ARAF/SLOW on the Brechfa side. It has not materialised. John McEvoy has since arranged a visibility study at this location. e. 6/16/675/2 Defibrillator for Gwernogle and Abergorlech. The community council have one defibrillator and are trying to obtain another one, so that they can be fitted together. f. 10/16/693/8 Potholes near Mile Hill Farm, Abergorlech, need filling in – Ongoing. g. 3/17/723/3 Uneven road surface on the Mountain road from the entrance to Gwernogle road and up to the T-Junction leading to and New Inn. When this road was put down every joint has become very rough between every lorry load. The road between the joints is fine but each and every joint is really rough and full of potholes. Ongoing. h. 4/17/729/3 Uneven tarmac surface on the road B4310 between Pistyllgwyn and Bedw fach – Ongoing. i. 9/17/750/12 Model Code of Conduct Training Pack – This has been circulated amongst all councillors, all councillors need to understand the Code which all councillors are bound by. j. 9/17/753/6 Organising a Committee to obtain and distribute funds from the Brechfa West Wind. Huw Denham Chair of the Community Association informed the council that there will be a need to Page 2 of 4 have several people on a committee to ensure a fair distribution of funds that are due to be paid to the area from the Brechfa West Wind Farm. The council agreed that there should be representatives from the council on the new committee. k. 10/17/759/1 Request for No Parking signage on the corner near the Cwmwrdu bridge – A concern was raised about parking on the corner approaching the bridge at Cwmwrdu (Gwernogle Side). This space is needed when lorries approach the bridge to allow them enough turning space to get over the bridge without any accidents. Ongoing l. 10/17/759/3 Post and Rails need repairs at Abergorlech – Repairs have been started. m. 11/17/765/2 Maintenance needed at all five cattle grids on the mountain –Funding will be allocated next financial year to undertake remedial works to the worst of these grids. n. 11/17/765/5 Abergorlech Toilets - Splash backs behind both hand basins have been done, the black patch in the ceiling has been painted but not repaired and the outside door to the Ladies Toilets still does not close. o. 12/17/771/2 Narrow Pipework under road results in blocked ditches near Taicyd, Brechfa – Ongoing. p. 12/17/771/3 Speeding traffic through Abergorlech village - The council had complaints of motor vehicles speeding through the village of Abergorlech between 7 and 8 in the morning and late afternoons between 5 and 6 pm. This has been reported to the police. Can the police arrange a speed detection gun at these times. q. 2/18/783/1 Rubbish left at Abergorlech Park - Rubbish is being left at Abergorlech Park by users of the bike trails etc. Would it be possible to have signage e.g.~ “PENALTY CHARGE FOR LITTERING £150” or “WE HOPE YOU HAVE ENJOYED YOUR DAY, PLEASE TAKE YOUR LITTER HOME WITH YOU” or something to make people think before littering. r. 2/18/783/2 Crack in the road B4310 near Pistyllgwyn - A crack has appeared in the road before you get to Pistyllgwyn Abergorlech when travelling towards Brechfa from Abergorlech. It is on the left hand side on the flat piece of road before you climb up towards Pistyllgwyn. C.C.C. will inspect. s. 5/18/799/1 Agricultural Shed at Capel Farm, Gwernogle – Asked C.C.C. to confirm that this agricultural shed has a planning application. t. 5/18/799/2 Numerous potholes between Felin Marlais and Llanllawddog – There is water on the road constantly and lots of potholes and the road surface is very rough. u. 5/18/799/3 The road has sunk on the edge near Pencaedu and the otherside to Troedybryn, Brechfa- Can C.C.C. repair this damage. v. 5/18/799/4 Very deep ditch and gulley has no cover - The rainwater has damaged and washed away stones and made a huge ditch on the side of the road and the gulley has no cover over it. This is on the right hand side coming from New Inn between the old reservoir and Pantrhug, Gwernogle. If a car slips into this ditch it will never get out.

5/18/797 CORRESPONDENCE 1. Invoice from With Hind Site for work done to create a website for the council £265.00. 2. Precept Remittance Advice - £2,500.00. 3. Abergorlech Church Hall response regarding the double booking of the Church Hall, when the council couldn’t hold their monthly meetings there as the Welsh Classes were being held at the hall. 4. 6. Nantgaredig School asking for financial assistance to create an outdoor classroom for all the children to use. It was decided to donate £300.00. as children from this community attend this school 7. C.C.C. Review of licensing Policy Impact Policy at Lammas Street Carmarthen – Noted. 8. C.C.C. Gambling Act 2005 Review of Gambling Policy Consultation Document – Noted. 9. Invoice for recharge for Community council elections held 2017, costs involved in the paperwork for eight councillor packs and posters etc.£192.80 10. Hywel Dda Our big NHS change – Drop in events throughout West . 11. British Heart Foundation – Thanking the council for their donation of £30.00. 12. HM Revenue and Customs VAT126 Claim new reference is XFV126000104402 13. Bobath Cymru – Support for Children with Cerebral Palsy. It was decided to decline on this occasion. 14. Gwaith i gynnal yr Iaith - Sat 19 May Library Carms 10am fforwm. 15. Letter from Independent Review Panel on Community and Town Councils, want an open day from the community. 16. Urdd Cymru – meeting at Gwendraeth Hall, Drefach on Monday 25-6-18 at 7pm to discuss formal invitation of the Eisteddfod Carmarthenshire area. 17. Play for Wales magazine. 18. Clerks and Councils direct magazine May issue. 19. Chair to sign Annual Return for the year ended 31 March 2018, confirming that the council approves of all the accounts, Balance sheet, Bank reconciliation and Payments list as circulated prior to meeting. 5/18/798 PLANNING –

E/37080 Proposed centre to support mountain biking, walking, together with associated facilities, dormitory accommodation and camping pod site, together with temporary approval (18 months) for porta cabin food outlet. At land adjacent to Byrgwm Forest, Brechfa SA32 7RD, for Mr Garry Jones.

Mari Mitchell, Lisa Harding-Jones and Ruth Tate, attended the meeting to give their opinion on this application at the beginning of the meeting prior to it coming up in the agenda. They were against the application as they felt that not enough market research/feasibility study had taken place. The land had been sprayed with strong weed killer and all plant life had been cleaned out, the size of the development could increase and become wider and bigger without any further application needed. There are numerous places to stay in the area at present and they felt that there was no need for more. There were no specific hours of trading, this could lead to possibly 24 hours a day. Byrgwm Bach is a close neighbour to this proposed site and would be greatly affected. Due to the number of potential visitors, rubbish would be left and this could cause littering. Concerns were raised regarding the view and access onto the B4310 road. Concerns regarding the cost of maintenance of the bike routes and how long these will be maintained by Natural Resources Wales, as C.C.C. have not financed these for numerous years. Concerns were also raised that the LDP was not being followed. Mari Mitchell, Lisa Harding-Jones and Ruth Tate, left the meeting having aired their views.

The council was informed that this proposed development would bring in employment to the area, initially the building and site groundwork, then in the future: (cleaners, bike workshop, grounds person/maintenance, catering etc.) possibility of keeping local people in work in the locality. Attract visitors to stay as this accommodation would be on site and in close proximity to all of the bike trails in Page 4 of 4 the area. This proposed development could put and keep Brechfa on the map and would inject money into this rural area.

The councillors had a lengthy discussion taking in all of the above points, the council then decided to support this application.
