CYNGOR Y GYMUNED LLANFIHANGEL RHOS-Y-CORN COMMUNITY COUNCIL MINUTES OF MEETING HELD AT GWERNOGLE CHAPEL VESTRY 3rd JANUARY 2019 AT 7.30 P.M.

COUNCILLOR’S PRESENT: - Cllr. D. Daniels (Chair); Cllr. E. Jones; Cllr G. Jones; Cllr. W. Richards; Cllr. A. Tattersall; PCSO Donovan Kerr and the clerk.

APOLOGIES: - Cllr. E. George; Cllr. R. Sisto; Cllr Paul Wilson and County Councillor Mansel Charles.

The minutes of the meeting held at Church Hall on the 6th December 2018, were proposed as correct by Cllr. W. Richards and seconded by Cllr. G. Jones, and duly signed by the chairperson.

Report from PCSO Donovan Kerr informed the council that fireworks had been left off in the forestry opposite Nantyffin but by the time the police arrived everyone had left and the debris of the fireworks was found at the site. There is a cost involved by NRW to collect and dispose of this rubbish. The council was notified that some scrap metal merchants are collecting metal items from rural areas but have also been breaking into sheds and stealing tools etc in the Trap area recently. Be aware and take note of the number plate of any suspicious vehicle and report it to the police on 101.

1/19/838 MATTERS ARISING a. 6/15/606/1 Road surface between Bronant and Capel Mair, Nantyffin – Needs a new surface. Rolling program and to be surfaced on priority base as per all other sections. Ongoing.7/18 b. 6/16/675 Blind dip signage near Pistyllgwyn – John McEvoy has agreed to put road signage on the road ARAF/SLOW on the Brechfa side. It has not materialised. John McEvoy has since arranged a visibility study at this location. c. 6/16/675/2 Defibrillator for Gwernogle and Abergorlech. Antur Teifi have agreed to finance three defibrillators and training, one in Gwernogle, one in Nantyffin and one in Brechfa villages. d. 10/16/693/8 Potholes near Mile Hill Farm, Abergorlech, need filling in – highways to inspect and fill in any pot holes. Ongoing. e. 4/17/729/3 Uneven tarmac surface on the road B4310 between Pistyllgwyn and Bedw fach – Potholes are monitored and filled in by the patching gang are in the area and budget allows. Ongoing. f. 11/17/765/2 Maintenance needed at all five cattle grids on the mountain –Funding will be allocated next financial year to undertake remedial works to the worst of these grids. Council stated that two grids have been cleaned out, Fencing needs urgent attention at Blaenrhydgoch grid from Brechfa towards and also from Brechfa to New Inn. g. 11/17/765/5 Abergorlech Toilets - Splash backs behind both hand basins have been done, the black patch in the ceiling has been painted but not repaired and the outside door to the Ladies Toilets does now close. Rhys Davies C.C.C. to report back with an update on the hole in the ceiling in the gents’ toilets. h. 12/17/771/3 Speeding traffic through Abergorlech village - The council had complaints of motor vehicles speeding through the village of Abergorlech between 7 and 8 in the morning and late afternoons between 5 and 6 pm. This was reported to PCSO Donovan Kerr, he said he would look into this matter. i. 2/18/783/2 Crevice in the road B4310 near Pistyllgwyn - A crevice has appeared in the road before you get to Pistyllgwyn Abergorlech when travelling towards Brechfa from Abergorlech. hand side on the flat piece of road before you climb up towards Pistyllgwyn. C.C.C. has inspected and will patch when the gang become available. j. 6/18/803/1 Best Kept Village sign at Abergorlech, has a rotten post – Cllr. E. George has kindly agreed to clean and paint the sign, which Russell Jones of NRW Office has agreed to erect it on a new post once it is ready. k. 7/18/809/16 Labyrinth refurbishment at Llanfihangel Rhos y Corn Church – The council agreed to supply a bench for visitors to enjoy the tranquil labyrinth, prices obtained, the bench will be ordered. l. 7/18/812/3 Abergorlech bridge, stones damaged again – The stones on the top of the bridge have been knocked out of place again, can these be repaired again. m. 9/18/818/6 Brynmarlais track needs attention –The track which leads to Brynmarlais, Brechfa is being eroded by water, trees need cutting back as there is a footpath and cycle road, ask for Stuart Quick and Sion Lewis to inspect it with Cllr Dilwyn Daniels. n. 10/18/825/2 Applying for funding from Antur Teifi - The council decided to apply to Antur Teifi for funding for four defibrillators and for four benches for the parish under the Brechfa Forest West Wind Farm Community Fund, Clerk to contact them for an application pack. o. 12/18/836/1 Swing needed for older/taller children at Abergorlech Park - Abergorlech Play Area doesn’t have any swings for the older/taller children, only the cradle type for toddlers. Would it be possible to have an additional swing? The clerk will ask Community council if they could help financially. There is £479.32 remaining in the Abergorlech Fund Raising Committee, allocated for the Abergorlech Park, confirmed by the Chair Mr Paul Wilson. p. 12/18/836/2 C.C.C. have dumped road waste on the mountain near the fingerpost - Road waste has been dumped on the mountain, the C.C.C. vehicle has reversed back and tipped the load of chippings/road waste onto the mountain, it needs to be used and cleared away. q. 12/18/836/3 Overhanging Trees/hedges near Greenhill to Cwmwrdu - Complaints were received by the council of overhanging trees near Greenhill to Cwmwrdu, Gwernogle, these trees are scratching and damaging agricultural machinery. They need to be cut back. r. 12/18/836/5 Speeding traffic on bend near Brynmarlais, Brechfa - Speeding traffic on the bend near Brynmarlais, Brechfa. Would it be possible to have ARAF/SLOW printed on the road, or Slow children signage, as families/visitors are using this road when they come to stay in the Caravan, and Camp site. s. 12/18/832/1 283 Bus Route from through Abergorlech, Nantyffin, Brechfa to may be stopped Wednesday and Saturday service – The council was informed that the 283 Return Bus service which goes through Abergorlech, Nantyffin and Brechfa to Carmarthen every Wednesday and Saturday, could be stopped. The County Council notified that they were experiencing difficulty in getting tenders for this and other rural services. Morris Travel have given this contract back to C.C.C. The councillors discussed this in great detail, and organised a letter to be sent to C.C.C. in protest of the potential termination of this service. 1/19/839 CORRESPONDENCE 1. 2019 Welsh National Sheep Dog Trials, food and Craft Festival at Dinefwr Park, Llandeilo, asking for financial support, Meirion Owen event organiser. The council decided to donate £300 to the trials. 2. Mid and West fire and rescue service Stakeholders, please complete form, if the council wish to remain on the datebase. Cllr A. Tattersall took the form to complete. 3. Form to be completed for the Precept for 2019-20. After discussion and looking at the budget of what items the council would like to fund for the community, it was decided to leave the precept at £7,500 for the forthcoming financial year. 4. C.C.C. Revised local development plan 2018-2033 LDP. Further information available online. 5. Letter from Teenage Cancer Trust Cymru thanking the council for their donation.

Concerns were raised with regards to potential frost damage at Abergorlech Toilets, could the local councillors keep an eye on them. 2. Parking charges at Carmarthen town were not free during all days in the build-up for Christmas, County Council had free parking on Tuesday and Thursday between certain hours. whereas Ceredigion Council were encouraging visitors to the towns with three weeks of free parking prior to Christmas. Also complaints were received that the parking bays are quite narrow especially with such large 4x4 vehicles. 1/19/843 DATE AND VENUE OF NEXT MEETING The date of the next monthly meeting will be on Thursday 7th February 2019 at Abergorlech Church Hall at 7.30pm
