APOLOGIES:- Cllr.E. George and Cllr G. Jones. The minutes of the meeting held at Gwernogle Chapel Vestry on the 7th June 2018, were proposed as correct by Cllr. E. Jones and seconded by Cllr. R. Sisto, and duly signed by the chairperson. DECLARATION OF INTEREST – Declaration of interest was made by County Cllr. Mansel Charles, on any planning matters that may arise in this meeting. 7/18/802 MATTERS ARISING a. 6/15/606/1 Road surface between Bronant and Capel Mair, Nantyffin – Needs a new surface. Rolling program and to be surfaced on priority base as per all other sections. Ongoing.7/18 b. 4/16/660/15 Road leading from Nantyffin up to Banc farm, Abergorlech needs major repair work – This work should be undertaken end of this Summer /early Autumn, once the landowner has resolved the discharge of surface water from carriageway. Ongoing. 7/18 c. 6/16/675 Blind dip signage near Pistyllgwyn – John McEvoy has agreed to put road signage on the road ARAF/SLOW on the Brechfa side. It has not materialised. John McEvoy has since arranged a visibility study at this location. d. 6/16/675/2 Defibrillator for Gwernogle and Abergorlech. The community council have one defibrillator and are trying to obtain another one, so that they can be fitted together. e. 10/16/693/8 Potholes near Mile Hill Farm, Abergorlech, need filling in – highways to inspect and fill in any pot holes. Ongoing. f. 3/17/723/3 Uneven road surface on the Mountain road from the entrance to Gwernogle road and up to the T-Junction leading to Llanllwni and New Inn. When this road was put down every joint has become very rough between every lorry load. The road between the joints is fine but each and every joint is really rough and full of potholes. On rolling programme, surfacing will be carried out on priority base, depending on budget availability. Ongoing. g. 4/17/729/3 Uneven tarmac surface on the road B4310 between Pistyllgwyn and Bedw fach – Potholes are monitored and filled in by the patching gang are in the area and budget allows. Ongoing. h. 10/17/759/3 Post and Rails need repairs at Abergorlech – Repairs have been started, they will continue when the gang are available. i. 11/17/765/2 Maintenance needed at all five cattle grids on the mountain –Funding will be allocated next financial year to undertake remedial works to the worst of these grids. Council stated that two grids have been cleaned out, but Llidiad CL4 Cattle grid is totally blocked with sheep walking across it. j. 11/17/765/5 Abergorlech Toilets - Splash backs behind both hand basins have been done, the black patch in the ceiling has been painted but not repaired and the outside door to the Ladies Toilets does now close. Rhys Davies C.C.C. to report back with an update on the hole in the ceiling in the gents’ toilets. k. 12/17/771/3 Speeding traffic through Abergorlech village - The council had complaints of motor vehicles speeding through the village of Abergorlech between 7 and 8 in the morning and late afternoons Page 2 of 3 between 5 and 6 pm. This has been reported to the police. Can the police arrange a speed detection gun at these times? l. 2/18/783/1 Rubbish left at Abergorlech Park – Rubbish is being left at Abergorlech Park by users of the bike trails etc Would it be possible to have signage e.g.~ “PENALTY CHARGE FOR LITTERING £150” or “WE HOPE YOU HAVE ENJOYED YOUR DAY, PLEASE TAKE YOUR LITTER HOME WITH YOU” or something to make people think before littering. NRW have put their own signage up and litter picked the area. m. 2/18/783/2 Crevice in the road B4310 near Pistyllgwyn - A crevice has appeared in the road before you get to Pistyllgwyn Abergorlech when travelling towards Brechfa from Abergorlech. It is on the left hand side on the flat piece of road before you climb up towards Pistyllgwyn. C.C.C. has inspected and will patch when the gang become available. n. 6/18/803/1 Best Kept Village sign at Abergorlech, has a rotten post – Russell Jones NRW Llandovery office asking who was responsible for the “Best Kept Village “ sign. As the post is rotten and needs replacing or taken away due to Health and Safety. The council stated that they would like the sign to remain and asked NRW to get a quote for price of the post and erecting it and the community council would pay for this. 7/18/809 CORRESPONDENCE 1. Mid and West Wales Fire and Rescue Service, asking if the council think that the fire and rescue service in our area is good value for money. Clerk to complete survey. 2. Independent Remuneration Panel for Wales asking for a list of costs paid to councillors, Nil/No Payments were made. 3. Cambrian Mountains inviting Community Council to pay for an advert promoting the local parish at a cost of £75.00 on a map that they were putting together, it was decided not to take up this offer. 4. Local democracy and boundary commission for Wales – General Data Protection Regulations stating that we are statutory consultees/ 5. C.C.C. committed to delivering more affordable homes, hoping to hold four meetings at Whitland, Drefach Felindre, Abergwili and Llangadog. 6. C.C.C. Application for safe routes in our community, it was decided not to apply. 7. Innogy – Brechfa Forest West Wind Farm, £459,200 per annum for the wind farm for up to 25 years. Antur Teifi are taking over the administration at a cost of £42,420.00 8. C.C.C. Supply and retention of the register of electors, December 1st it is updated, the council can request a copy but you cannot pass the information to anyone else. 9. Waste and Tyre amnesty at Llanybydder car park and at New Castle Emlyn. 10. Letter from Dr Nichola Welton regarding the proposed Mountain Bike Centre. Noted. 11. Rhys Davies C.C.C. giving the council an update on the repairs at Abergorlech Toilets, the outside door to the Ladies Toilets has been repaired and now closes, C.C.C. will investigate why there is a hole in the ceiling of the gents’ toilets and get back to us. 12. Carmarthenshire Rural Affairs conference Friday 7th September at Hallowell Centre, support Rural Regeneration in future years. 13. C.C.C. Carmarthenshire Bogs Project, created two cycle routes to see the bogs on council roads. 14. C.C.C. Local development Plan Workshop for Community and Town Councils in Carmarthenshire inviting two representatives to attend on Monday July 30 2018 at 4.45pm at the Civic Hall Llandeilo. 15. Letter from Sion Lewis C.C.C. Highways responding to all queries. 16. Letter from Roger Nock on behalf of the Llanfihangel Rhos y Corn Church, they are refurbishing the Labyrinth circular design with wooden stakes. They would like the council to supply a bench to enable visitors to sit and enjoy the tranquillity. The council decided that they would pay for a bench. Clerk to get some brochures and price list from a few companies by the September meeting. Page 3 of 3 718/810 PLANNING – 1. E/37338 Conversion of existing barn to Holiday let at Nantllwyd, Gwernogle. 7/18/811 FINANCE - No items were passed for payment Current Account- £15,109.79 Deposit Account - £1999.45 Deposit Account 2 - £305.96 7/18/812 ANY OTHER BUSINESS – 1. The council was informed that Mrs Joynson, who was a community councillor had passed away recently. She and her husband were both community councillors, clerk to send sympathy cards to both sons. 2. The ditches have been cleaned out from Llidiad to the mountain, Llanllwni, Llanybydder and Rhydcymerau, but they are extremely deep, concerns were raised that they are dangerously deep and if someone were to reverse into them they would not be able to get out. As the mountain suffers from bad weather such as fog, snow and ice, road users could easily find themselves stranded for hours, with no way of getting back on the road. Could C.C.C. please assess these ditches, or maybe provide signage to warn drivers? 3. Abergorlech bridge has been knocked again and some of the stones have landed in the river, could the bridge be repaired again please. 7/18/813 DATE AND VENUE OF NEXT MEETING The date of the next monthly meeting will be on Thursday 6th September 2018 at Brechfa Church Hall at 8.00pm The Chair declared the meeting closed at 9.45pm. .

Richards and seconded by Cllr. G. Jones, and duly signed by the chairperson. Report from PCSO Donovan Kerr informed the council that fireworks had been left off in the forestry opposite Nantyffin but by the time the police arrived everyone had left and the debris of the fireworks was found at the site. There is a cost involved by NRW to collect and dispose of this rubbish. The council was notified that some scrap metal merchants are collecting metal items from rural areas but have also been breaking into sheds and stealing tools etc in the Trap area recently. Be aware and take note of the number plate of any suspicious vehicle and report it to the police on 101. Sustainable Development 1.1 The Carmarthenshire Well-being Assessment (March 2017) looked at the economic, social, environmental and cultural wellbeing in Carmarthenshire through different life stages and provides a summary of the key findings. The findings of this assessment form the basis of the objectives and actions identified in the Draft Well-being Plan for Carmarthenshire. He notified the council that a new Farm Watch is being instigated by Helen Fender, information should be sent through. Concerns regarding stray sheep coming off the mountain over the cattle grid and into the village of Llidiad Nennog and grazing residents’ gardens. Sheep from the same flock are also widespread throughout the parish. The officer was notified that there are speeding cars going through the village of Brechfa, he stated that he could bring a speed gun to the village. DECLARATION OF INTEREST – County Councillor Mansel Charles declared an interest in any planning issues, as he is on the planning committee at Carmarthenshire County Council. Cllr Eric Jones declared an interest in Gwernogle Chapel, as he is a member of the Chapel, and an invoice had come from the Chapel for the use of the vestry for meetings-£80.00.

SA19 7HR IMPORTANT NOTE: As from this Issue the Dyfed Invertebrates Group Newsletter has ceased publication. Editorial This issue will be the last Dyfed Invertebrate Group Newsletter. I should like to sincerely thank all those contributors who, over the years, have taken the time to write about their discoveries of the invertebrates in the former Dyfed – Carmarthenshire, Pembroke and Ceredigion. A glance at one of the atlases produced by the Biological Records Centre will show that, for the three counties, we managed to achieve a respectable covering of recording for many invertebrate groups - indeed for some we were one of the better recorded parts of Britain. Numerous scarce or rare invertebrates have been found and important sites identified. Let us hope that the conservation bodies and all those involved in wildlife conservation take heed of the wealth of information found in the thirty-seven newsletters which appeared. I should like to thank Adrian Fowles (now Senior Invertebrate Ecologist with the Countryside Council for Wales) for his crucial role in establishing this Newsletter and for his subsequent support. There was a time, in the late 1980s, when there was much friendly rivalry in invertebrate recording between Adrian in Ceredigion and myself representing Carmarthenshire, but professional and other circumstances have changed and it is with regret that I (and others) are now unable to provide the fieldwork (and subsequent deskwork) to sustain this Newsletter. However, I feel that we should all feel proud at what we did achieve and hope that this great recording effort should not be forgotten but, as I mentioned earlier, used to the benefit of invertebrate conservation.

Unfortunately it has reached me so late that it is not now possible for me to pay a final visit of inspection. The history has been carefully prepared and is a most useful document. The map is excellent, showing as it does not only the compartment numbers and boundaries but also species. I have notes on two early inspections (March 6th, 1927 and early September 1930) which are not noted in the history. I append my note on that of 1927 as it describes my first impressions of the land and the planting.

    Carmarthenshire Revised Local Development Plan (LDP) 2018 – 2033 Open Space Assessment January 2020 1.0 Introduction Open spaces are vital for health, well-being, amenity and can contribute to an area’s green infrastructure. They can provide a place for play, sport, physical activity and a place to relax often in the presence of nature, and they contribute to our quality of life. Networks of high quality green and recreation spaces can also promote nature conservation and biodiversity and can also have a role in climate protection and adaptation. This includes flood management and helping to reduce the effect of urban heat islands. Planning Policy Wales (PPW) requires local planning authorities to provide a framework for well- located, good quality recreational and leisure facilities, and to develop clear policies for the provision, protection and enhancement of sport, recreation and leisure facilities. These policies should set standards of provision, so that local deficiencies can be identified and met through the planning process, and set out policies to avoid or resolve conflict between different activities. Both formal and informal open green spaces should be protected from development, especially in areas where they fulfil multiple purposes and functions. The objectives set out in PPW can best be achieved by undertaking local assessments of need and audits of existing provision. These assessments, taken together, form an Open Space Assessment which, among other things, should be used to inform the preparation, monitoring and review of LDP policies. Information from such assessments may also be useful for the preparation of corporate Open Space Strategies and Community Strategies in which broader environmental, social and health issues can be addressed.
