In fact, the case study reflects the problems of a multiethnic community that includes in significant shares Romanians, Hungarians and Rroma. We propose a methodology based on a corpus of data collected in three communities whose ethnic groups have different shares, analyzed both from a quantitative and qualitative perspective; individual and comparative (two by two, respectively all three). ROSETTI” REZULTATELE MONITORIZĂRII POSTURILOR DE RADIO ŞI DE TELEVIZIUNE în luna martie 2016 În luna martie 2016, au fost monitorizate (de către echipa alcătuită din Blanca Croitor, Andreea Dinică, Ionuţ Geană, Dana Manea, coordonator Rodica Zafiu) 12 posturi de televiziune (TVR 1, TVR 2, Antena 1, Pro TV, Kanal D, Prima TV, Naţional TV, Antena 3, România TV, B1 TV, Realitatea TV şi DIGI 24) şi 2 posturi de radio (Radio România Actualităţi şi Europa FM), alese în funcţie de audienţă, de acoperirea naţională, de ponderea emisiunilor informative şi de dezbatere şi de asumarea unui rol cultural şi educativ. Lista posturilor monitorizate în această etapă corespunde, în mare măsură, listelor folosite în monitorizările din etapele precedente (în special celor din ultimele rapoarte, realizate în anul 2012), ceea ce permite comparaţia şi formularea de concluzii mai generale asupra calităţii limbii române folosite în presa audiovizuală. S-au efectuat 300 de ore de monitorizare, urmărindu-se în primul rând transmisiunile de la orele de vârf, în special emisiunile de ştiri şi dezbateri. La fel ca în etapele precedente, au fost monitorizate sub aspect lingvistic doar intervenţiile verbale şi mesajele scrise (titrări, crawluri) pentru care îşi asumă responsabilitatea redactorii şi colaboratorii posturilor respective. În rarele situaţii în care au fost notate şi secvenţe verbale aparţinând invitaţilor în studio, erorile semnalate au prilejuit simple recomandări, fără impact asupra evaluării finale a postului respectiv. Preluând o idee mai veche, am inclus în monitorizare (cu un număr redus de ore) şi programele de publicitate; de asemenea, am alocat câteva ore, experimental, monitorizării limbii române folosite în dublarea desenelor animate.

    MEDIA REFORM AND DEMOCRATIZATION: A COMPARATIVE ANALYSIS OF FOUR EAST-CENTRAL EUROPEAN COUNTRIES by PATRICK JOSEPH McCONNELL (Under the Direction of Alison Alexander) ABSTRACT More than a decade after the collapse of communism in Eastern Europe a number of countries in the region are well on their way to making a successful transition to democracy. It is often argued that the reform of a country’s media system toward freedom and independence is an important part of this democratization process. But as some countries have progressed toward democracy more rapidly than others, one needs to consider whether certain patterns of media reform influence the democratization process in either positive or negative ways. To do so, this study examines reform efforts in Bulgaria, Hungary, Poland and Romania by addressing three research questions: What are the dimensions of media reform? What is the relationship of the various dimensions of media reform during the democratization process? And what is the relationship of media reform to political and economic reform during the democratization process? While the prevailing model used to describe media reform during the democratization process is that of the “stages of transition” approach, a central claim made by this study is that media reform needs to be thought of as multi-faceted. Rather than a media system being considered a single entity, this study shows that various sectors of a media system progress toward freedom and independence at differing rates. There are also competing press philosophies and competing actors that can influence the way media reform is carried out. And it is common for political and business elites to try to skew reforms efforts to their benefit.

Dr. Staicovici nr. 75, Forum 2000 Building, faza I, etaj 2, sector 5, BUCUREŞTI CUI 5888716 Fax: 0314004441 Întrunit în şedinţă publică în ziua de 20.02.2020, Consiliul Naţional al Audiovizualului a analizat raportul întocmit de Serviciul Inspecţie cu privire la reţeaua de comunicaţii electronice - staţia cap de reţea cu denumirea RCS&RDS Tulcea, aparţinând S.C. RCS&RDS SA. Distribuitorul de servicii S.C. RCS&RDS SA deţine avizul de retransmisie nr. A 7586/02.10.2012 pentru localitatea Tulcea, jud. Tulcea. Analizând raportul prezentat de Serviciul Inspecţie, membrii Consiliului au constatat că distribuitorul de servicii a încălcat prevederile art. 74 alin. (3) din Legea audiovizualului nr. 504/2002, cu modificările şi completările ulterioare, întrucât a retransmis servicii de programe fără a fi înscrise în oferta de servicii şi fără a solicita acordul Consiliului înainte de modificarea structurii acesteia. Potrivit dispoziţiilor invocate, distribuitorii de servicii pot modifica structura ofertei de servicii de programe retransmise numai cu acordul Consiliului. Potrivit raportului de constatare, în urma controlului efectuat de inspectorul teritorial al C.N.A. în data de 31.01.2020 în localitatea Tulcea, judeţul Tulcea, unde s-a efectuat un control la staţia cap de reţea cu denumirea RCS&RDS Tulcea, aparţinând S.C.

Seria 2008 prezintă informaţii actualizate despre nouă dintre cele douăzeci de ţări cuprinse în programul iniţial, din 2005, şi prin care a fost produsă seria de rapoarte Televiziunea în Europa: reglementare, politici şi independenţă. Ţările încluse în ediţia 2008 sunt: Albania, Bulgaria, Republica Cehă, Italia, Lituania, Macedonia, Polonia, România şi Slovacia. Ambele serii de rapoarte au fost realizate de EU Monitoring and Advocacy Program (EUMAP) din cadrul Open Society Institute şi de către Network Media Program al Open Society Foundation, în cooperare cu experţi locali. ROSETTI” REZULTATELE MONITORIZĂRII POSTURILOR DE RADIO ŞI DE TELEVIZIUNE în luna octombrie 2012 În luna octombrie 2012, au fost monitorizate (de către echipa alcătuită din Blanca Croitor, Adina Dragomirescu, Ana-Maria Iorga Mihail, Carmen Mîrzea Vasile, Isabela Nedelcu, Alexandru Nicolae, Irina Nicula, coordonator Rodica Zafiu) 12 posturi de televiziune (TVR 1, TVR 2, Antena 1, Antena 3, Pro TV, Prima TV, B1 TV, Realitatea TV, România TV, OTV, Kanal D şi Digi 24) şi un două posturi de radio (Radio România Actualităţi şi Europa FM), alese în funcţie de audienţă, de acoperirea naţională, de ponderea emisiunilor informative şi de dezbatere şi de asumarea unui rol cultural şi educativ. În mod firesc, din această etapă de monitorizare lipsesc două posturi TV desfiinţate, TVR Info şi TVR Cultural; pentru prima dată, posturilor de radio li s-a alocat un număr de ore de monitorizare egal cu cel al posturilor TV. S-au efectuat 300 de ore de monitorizare şi au fost urmărite în primul rând transmisiunile de la orele de vârf, în special emisiunile de ştiri şi dezbateri. La fel ca în etapele precedente, au fost monitorizate sub aspect lingvistic doar intervenţiile verbale şi mesajele scrise (titrări, crawluri) pentru care îşi asumă responsabilitatea redactorii şi colaboratorii posturilor respective, nu şi secvenţele verbale aparţinând invitaţilor în studio. În plus faţă de etapele de monitorizare anterioare, a fost monitorizată şi calitatea limbii folosite în mesajele publicitare. Rezultatele monitorizării se regăsesc în tabelele de erori pentru fiecare post monitorizat (greşelile semnalate sunt însoţite de forma corectă şi de explicaţii) şi în lista de recomandări (la fel de importante, din punctul nostru de vedere, dar mai greu încadrabile într-o regulă explicită).
