Specific Procurement Notice Invitation for Initial Selection Works Specific Procurement Notice Invitation for Initial Selection Works (Design and Build) Employer: Water Utilities Corporation Project: Botswana Emergency Water Security and Efficiency project Contract title: Design and Build Services for Connection of Six (6) New Boreholes to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Works Country: Botswana Loan No. P160911 ISD No: BW-WUC-78242-CW-RFP Issued on: 23rd September 2019 1. The Botswana Government has received financing from the World Bank toward the cost of the Botswana Emergency Water Security and Efficiency projects, and intends to apply part of the proceeds toward payments under the contract for the Design and Build Services for Connection of Six (6) Boreholes to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Works. 2. The Water Utilities Corporation (WUC) intends to initially select Applicants for Design and Build Services for Connection of Six (6) New Boreholes (BHs) to Malwelwe/ Molepolole/ Thamaga Thebephatshwa and Associated Work. The project consists of complete design, professional services, construction, supply and installation services required for equipping and electrifying the six new BHs, construction of interconnection pipelines, upgrading of Malwelwe booster pump station, construction of 32km transfer pipeline from Malwelwe booster pump station to Gaotlhobogwe water treatment plant (WTP) and refurbishments and upgrades at the WTP. It is expected that the Request for Proposals will be made in December 2019. 3. Applicant’s qualifications requirements include; i. For the construction / supply installation related experience of the joint venture, experience under similar construction / supply installation contracts in the role of prime contractor, JV member, subcontractor, management contractor for at least the last 5 years, starting 1st January 2014. For the design and professional services related experience of the joint venture, experience under similar design and professional services contracts as lead consultant or associate consultant for at least the last 5 years, starting 1st January 2014. ii. For the construction / supply installation related experience of the joint venture a minimum number of 2 similar contracts, each of minimum value US$ 8 million, that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2014 and application submission deadline, in the following key activities: equipping and electrifying boreholes, construction of water pipelines, refurbishment and upgrading of booster pump stations, refurbishment and upgrading of water treatment plants, Telemetry and SCADA Installation. For the design and professional services related experience of the joint venture, a minimum number of 1 similar contract, of minimum value US$ 1 million, that has been satisfactorily and substantially completed as lead consultant or associate consultant between 1st January 2014 and application submission deadline, in the following key activities :Hydraulic modeling, Pipelines Design, Pump Design, Electrical and electronic design, Supervision of water network construction iii. The Applicant shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the cash flow requirements estimated as USD $ 1.6 million for the subject contract(s) net of the Applicant’s other commitments. iv. Minimum average annual construction / supply installation turnover of US$ 8 million and Minimum average annual design/ professional services turnover of US$ 1 million, calculated as total certified payments received for contracts in progress and/or completed within the last 5 years, divided by 5 years. v. The audited balance sheets or, if not required by the laws of the Applicant’s country, other financial statements acceptable to the Employer, for the last 5 years shall be submitted and must demonstrate the current soundness of the Applicant’s financial position and indicate its prospective long-term profitability. vi. Certificate of incorporation for international companies, PPADB Registration for local companies- Code 03 Civil Engineering Works Sub Code 06: Water Supplies, Sanitation Reticulation and Irrigation, at Grade D, Consultants-Code 303 Civil Engineering Services, Sub code 08 Irrigation, water supply and sanitation/sewerage. 4. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers after July 2016(“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations. 5.     [18] SCOTTISH LIVINGSTONE HOSPITAL, MOLEPOLOLE When Dr Peter Shepherd arrived in Molepolole in 1931, he set three tasks for the United Free Church of Scotland Mission: to establish the church, to heal the sick and, in modern terminology, to localise. He wrote, "There's fifty years' work for us to do". Present indications are that the Hospital will be taken over by the government in 1975, six years before the fifty are up. Opened in 1934 and named after the first Scottish missionary in Molepolole (the Dr Livingstone), the Hospital has since Dr Shepherd's departure in 1948 been under the Rev Dr Alfred Merriweather. Dr Merriweather is a household name in Botswana; he was for five years Speaker first of the Legislative Council and then after Independence of the first National Assembly, and in 1972 he was awarded the Presidential Order of Honour. The matron and sister tutor, also from Scotland, have been at the Hospital almost as long as Dr Merriweather. In those days it was usual to sign thirty-year contracts. The Hospital has 169 beds and runs four permanently staffed clinics in the Kweneng District. Monthly or more frequent visits are made from these clinics to 12 other villages (see Kopong Clinic report – No 21), while visits from the Hospital itself are made monthly or quarterly to villages, four of them up to 180 miles away on the track through the Kalahari. The total number of outpatient first-visits to the Hospital and permanent clinics in 1972 was 45,000. The Hospital runs a training school for registered nurses, midwives and enrolled nurses.

    Botswana Kweneng Kweneng District is located in the south-eastern part of Botswana. It borders Central District in northeast, Kgatleng District on the east, South-East District in southeast, Southern District in south, Kgalagadi District in the west, Ghanzi District in the north. The district is administered by a district administration and district council which are responsible for local administration. The seat of the district’s government is Molepolole.* Kweneng District Council (KwDC), through its Public Health Department is responsible for solid waste management in the district. KwDC provides waste collection and disposal services in some parts of the district. In other parts of the district, solid waste is collected by private operators under a franchise agreement with KwDC. In the district, there is one incineration facility (only for medical waste) and one engineered sanitary landfill located 30 kilometres from the district centre. The landfill is a regional landfill, i.e. solid waste from Kweneng District and other surrounding districts, including the capital Gaborone, are disposed at this landfill. The Project entails road markings of 89 intersections, construction of additional lanes at various strategic spots within the Greater Gaborone area. This is a World Bank funded project in collaboration with the Government of the Republic of Botswana. The project will be implemented in phases and is currently at the design phase. Details of each phase are presented below.
