The Government further appoints under clause (c) of section )-. 3 of the said Act Special Land Acquisition Officer (North), Mapusa to perform the functions of a Collector, North Goa District, Panaji Department of Revenue under the said Act in respect of the said land. 5. The Government also authorises under sub-section (2) of Notification section 4 of the said Act, the following officers to do the acts specified therein in respect of the said land. No. 22/20/97-RD 1. The Collector, North Goa District, Panaji. Whereas it appears to the Government of Goa (hereinafter referred to as "the Government ") that the land specified in the Schedule 2. Special Land Acquisition Officer (North), Mapusa. hereto (hereinafter referred to as the "said land") is likely to be 3. Ex-Engineer, W. Div. VI, Irrig. Dept., T.I.P. Complex, Bardez. for public purpose, viz. for the construction of L.B.M.C. needed 4. Director of Settlement & Land Records, Panaji. ofT.I.P. from Ch. 28.970 kms. to 30.225 kms. in Cunchelim village of Bardez Taluka. 6. A rough plan of the said land is available for inspection in the office of the Special Land Acquisition Officer (North), Mapusa And whereas in the opinion of the Government the provisions for a period ono days from the date ofpublication of this Notification of sub-section (1) of section 17 of the Land Acquisition Act, 1894 in the Official Gazette. (Central Act 1 of 1894) (hereinafter referred to as "the said Act") are applicable. ... SCHEDULE Now, therefore, the Government hereby notifies under sub-section (Description of the said land) (1) of section 4 of the said Act, that the said land is likely to be needed for the purpose specified above. Before the construction of the present building. the Municipality was functioning in the present Iudicial Court building. The municipali­ ties in the Union Territory of Goa, Daman & Diu have their origin in the 16th Century. However. the civic administration in Bardez taluka was introduced in 1774 with the establishment of ' Senado de Camara' in Mapusa with its jurisdiction of entire taluka. It was discontinued in 1178 hut was reestablished in 1783. It was substituted by 'Camara' Municipality under the Constitution of 1822. As per the system existing then, the President of a "Camara' Municipality was a Government appointed person and the members though elected, represented the limited sections of the community. The Portugue~ legislation called the 'Reforma Administrative Ultra Marino' regulated the working and functioning of the Municipalities during the preliberation period and also in the post liberation period till the enforcement of the Goa, Daman & Diu Municipalities Act, 1968. The Municipal building also houses the Athaide Municipal Library (Est.
