GOVERNMENT OF GOA DIRECTORATE OF FIRE AND EMERGENCY SERVICES CITIZEN’S CHARTER PANAJI – GOA 1 DIRECTORATE OF FIRE & EMERGENCY SERVICES GOVERNMENT OF GOA CITIZEN’S CHARTER This Charter seeks to provide a frame work which enables the people to know:- What services are available in this Department, the quality of services they are entitled to, and the means through which complaints regarding denial or poor quality of service will be redressed. PREAMBLE Fire has been viewed as a force both beneficent and destructive. The destructive potential of Fire poses a threat to our life, property and resources and it has been a major reason for the destruction of life as much as it has been a vital means and source of sustenance for mankind. The role of public fire protection service is to save life and property from fire and allied incidents and to minimize the outbreak of fires and its consequential loss within the jurisdiction of its responsibilities. With this end in view, the Directorate of Fire Services was established in 1984 to provide an efficient and effective fire and emergency services to aid people in distress and to protect the gains accrued through our sustained efforts in the State of Goa. Some of the major measures taken by the Government for development of Fire Services are:- 1. Enactment of Goa, Daman and Diu Fire Force Act - 1986 2. Goa State Fire Force Rules - 1997 3. Understanding the Response to Portuguese Missionary Methods in India in the 16Th – 17Th Centuries
UNDERSTANDING THE RESPONSE TO PORTUGUESE MISSIONARY METHODS IN INDIA IN THE 16TH – 17TH CENTURIES Christianity has had a very long history in the sub-continent. Even if the traditional belief of the arrival of one of the apostles of Jesus, St. Thomas is discounted, there is evidence to prove that Christian merchants from west Asia had sailed and settled on the west coast of India in the early centuries of the present era. Catholic missionaries, mainly of the Franciscan order arrived as early as the 13th century, in the northern reaches of the Indian west coast. Some of them were, in medieval terminology, even “martyred” for the faith.1 The arrival of the Portuguese, with their padroado (patronage) privileges however marks the first large-scale appearance of Christian missionaries in India. Despite such a longstanding Christian tradition the focus of Church history writing in India, in the context of it being written as a form of ‘mission history’ has always been on the agency, the agents and their work. This has meant that the overarching emphasis has been on the mission bodies, their practices and when it has concentrated on the local bodies, the numbers they were able to convert. Conversion stories have also been narrated, yet it is done with the view to highlight the activities of the mission and their underlying role in bringing about that conversion. This overemphasis on the work of the converting agencies was no doubt the consequence of the need to legitimize their work as well as the need for further financial and other forms of aid, but it has had several implications. -

Anjuna Beach, Goa
Anjuna Beach, Goa The Beach at Anjuna is famous for its night parties and water sports A charming façade of the quaint blue sea on one side and picturesque palm trees on the other, shelters the sunset sands of Anjuna Beach. The powdered white sands lined with red laterite rocks give the beach its characteristic rocky formation. This formation, called the Ozran juts out into the Arabian Sea and is known as the Jewel of Anjuna. It lies between the Anjuna Beach and the Vagator Beach. For years, this formation has attracted the eyes of travelers and geologists alike. Anjuna, in spite of being just a seaside village continues to attract the attention of travelers even today, not just because of its elegant rock formation but also its history. The 1950s and 60s saw the liberating Hippie Movement that freed Western youngsters from the shackles of narrow capitalism and encouraged them to be one with nature and self. Anjuna was one of the key places where this movement gained prominence. History records that this village was first discovered by a group of these Hippie travelers that included Eight Finger Eddie, among others. Rave parties with trance music filled the serene beach air at night while days were spent tripping on drugs and alcohol. Other beaches of Goa soon followed suit. The times have since passed, but even now Anjuna is one of the most popular party spots in the world. Each year, foreigners from round the world come over to this small seaside village for its full moon parties. Trance music coupled with rave parties dominate the week of Christmas to New Year, beckoning the traveler to all sorts of forbidden pleasures. -

District Disaster Management Plan (North Goa) Final Report ,October 2012 Rev.1, November 2012 Goa Institute of Management Ribandar, Goa District Disaster management Plan, 2012-13,North Goa FOREWORD Goa though blessed by not being affected by any major disaster till date is still vulnerable to the natural calamities like Flood, Cyclonic Storms, Earthquake, Landslide, Mining hazards and Sea Erosion. Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The total area of the state is 3700 Sq. km having a population 13, 43,998 with 50.23% living in rural areas and 49.7% of the population residing in urban areas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted. -

Just grab the land, build on it(after making pretences that your structures are temporary) and then forget it. 1 Introduction Tourism in Goa has largely been and still remains ‘Beach tourism’. The beaches in Goa have been exploited to the hilt. Over 90% of domestic tourists and 99% of international tourists visit and reside along the beach front. 2 The packaging of Goa as a major international tourist destination is still actively underway, even though the number of tourists visiting Goa has exceeded the region’s carrying capacity, bringing about a steady and relentless degradation of the natural environment as well as a deterioration of the social and cultural fabric. Tourism, now is Goa’s Primary Industry. It handles 12% of all foreign tourist arrivals in India. Goa receives more tourists per annum than its total residential population (refer T.No.1, as per govt. sources, the population of Goa for the year 08-09 was 13.48 lakhs)3 The decisive issue facing any tourism destination is the benefit – cost ratio. This has never been calculated in the State. Destruction of the environment on the scale occurring in Goa can only be justified if the returns from any industry are such that they lead to enhancement of prosperity, provision of employment and reduction of poverty levels, since poverty is described as the greatest threat to environmental protection.
