Ran’Eau un réseau de référence pour tous les acteurs de l’Eau et de l’Assainissement à Madagascar
Depuis 2009, l'association française pS-Eau et l’ONG malgache CITE ont initié une démarche ciblée visant à améliorer la qualité et l’efficacité des projets d’accès à l’eau et à l’assainissement menés par la coopération décentralisée et non gouvernementale et à assurer leur cohérence avec la stratégie nationale malgache en développant un point focal « Eau et Assainissement à Madagascar » : le réseau Ran’Eau. Il vise à :
Mieux connaître et valoriser les acteurs et actions de la coopération décentralisée et non gouverne- mentale; Appuyer les porteurs de projets Eau et Assainissement dans leur démarche, en s’appuyant sur des outils et une information spécifique; Organiser un espace d’échanges entre les acteurs Eau et Assainissement.
Pour atteindre ces objectifs, le réseau mène des activités sur différents volets. La mise en relation des acteurs et le partage d'expériences est réalisé aux travers de rencontres d'échanges ou de groupes de travail, la mise à disposition d'information sur le secteur et ses acteurs passe par l'alimentation des bibliothèques du CITE sur le secteur EAH, l'enrichissement d'une base de données en ligne, l'animation d'un site web ou encore la publication de newsletters. Pour finir divers outils sont produits par le réseau Ran'Eau : cahiers techniques, guide aux porteurs de projets, ou encore la réalisation de fiches techniques.
Pour mener ses activités le réseau Ran’Eau s’appuie principalement sur trois antennes du CITE, appelées « antennes pilotes » elles sont situées à Antsirabe, Toamasina et Mahajanga. Elles participent à la réalisation d’outils spécifiques aux régions dans lesquelles elles sont basées tels que les émissions radio et les annuaires locaux. Ces antennes jouent également un grand rôle dans la mise à disposition d’informations sur le secteur EAH, la réalisation de formation et l’organisation d’ateliers techniques en région. Ainsi, elles collaborent de façon étroite avec les Directions Régionales de l’EAH.
Cet annuaire a été impulsé et réalisé par le réseau Ran'Eau dans le cadre des activités menées par les antennes pilotes. Étant donné le domaine d'action de l'ONG CITE et son expertise multisectorielle, cet annuaire a ainsi pu être ouvert plus largement et intègre les références d'autres secteurs d'activités.
Objectif
C’est dans le cadre du premier objectif du réseau Ran’Eau, visant à mieux connaitre les acteurs et actions du secteur EAH, et dans le souhait de contribuer au développement du secteur, que le réseau Ran’Eau a souhaité mettre en place des annuaires locaux dans chacune des régions des antennes pilotes du CITE.
Cet annuaire regroupe les services et les expertises des nombreux organismes, entreprises et associations présentes localement ainsi que leurs contacts. L’objectif de cet annuaire est donc de faciliter l’accès à l’informa- tion des acteurs intervenants ou souhaitant intervenir dans la zone.
Cet outil est disponible dans les locaux de la DREAH à Mahajanga, au siège du réseau Ran’Eau à Antananarivo et est consultable en ligne sur le site web du réseau Ran’Eau (www.raneau.org).
