    Germany Self-rule INSTITUTIONAL DEPTH AND POLICY SCOPE Germany has two-tiered regional governance consisting of sixteen Länder and (Land)Kreise. Several Länder have a third tier between these two, Regierungsbezirke (administrative districts). Two Länder have a fourth tier of regional governance, Landschaftsverbände in North-Rhine Westphalia and Bezirksverband Pfalz in Rhineland-Palatinate.1 The 1949 Basic Law of the German Federal Republic granted eleven Länder extensive competences, which include legislative powers for culture, education, universities, broadcasting/television, local government, and the police (C 1949, Art. 74; Council of Europe: Germany 1999; Hrbek 2002; Swenden 2006; Watts 1999a, 2008). Länder also exercise residual competences (C 1949, Art. 70). In addition, the Basic Law states that Länder are responsible for the implementation of most federal laws (C 1949, Arts. 83–85). The federal government may legislate to preserve legal and economic unity with respect to justice, social welfare, civil law, criminal law, labor law, and economic law (C 1949, Art 72.2), and it has authority to establish the legislative framework in higher education, the press, environmental protection, and spatial planning (C 1949, Art. 72.3; Reutter 2006). The federal government exercises sole legislative authority over foreign policy, defense, currency, and public services (C 1949, Art. 73; Council of Europe: Germany 1999; Hrbek 2002; Swenden 2006; Watts 1999a, 2008). It also has exclusive authority over immigration and citizenship (C 1949, Arts. 73.2 and 73.3), though Länder administer inter-Land immigration and have concurrent competence on residence (Bendel and Sturm 2010: 186-187; C 1949, Arts. 74.4 and 74.6).2 However, this is not enough to qualify for the maximum score on policy scope.β The constitutional division of authority was extended to the five new Länder after unification in 1990.

IT is greatly surprising that, although thousands and thousands of articles on German political conditions have appeared in America since the world war, but little has been said of the stupendous in- fluence of the powerful Centrum or Clerical Party. That the Cen- trum however is an important factor to-day in Germany was fully demonstrated a few months ago when Count von Hertling, a decided ultramontane and former Centrum leader was appointed German Chancellor. Hertling's present, somewhat lukewarm support of the important bill for the reform of the Prussian franchise, as well as the decided opposition to the same measure by a large faction of the Centrum in the Prussian Diet, is abundant proof that the party is not very much in favor of a very radical democratization of German political institutions. The Centrum Party or Center, why so called ? It was so named because its members occupy seats in the center of the German Parliament. Considered politically, the name "Center" admirably characterizes its tendencies, for during its entire history the party has taken an attitude midway between that of the Conservatives and the radical parties of the Left. On many questions, in fact, this party throughout its history has been unstable, assuming a character at times very conservative, while under other conditions it has displayed democratic and very popular tendencies. Does the Center Party deserve the name "Clerical." so em- phatically repudiated by its followers? Let it be said, that before the war there were 23,821,453 Roman Catholics in Germany (as against 39,991,421 Protestants), the majority of which belonged to the "Centrum," "the only party," in the words of the now frequently mentioned Dr.

Party-Political Responses to the Alternative for Germany in Comparative Perspective Abstract In September 2017, the Alternative for Germany (AfD) became the first far-right party to join the Bundestag in nearly seventy years. Yet, it was not the first time that a challenger party entered the parliament to the chagrin of the political establishment. After introducing the AfD, the BHE, the Greens, and the Party of Democratic Socialism (PDS), the article analyzes how established parties treated the newcomers and why they did so. This comparative perspective offers insights into the AfD’s challenge, how distinctive the policies toward the AfD have been, and why the established parties have dealt with the AfD as they have. Publishers INDIANAPOLIS NEW YORK PREFACE THE intention of this book is to demonstrate that Germany is the most important single problem of American foreign pol- icy and that the fate of the world may rest on the direction which Germany takes. There are no easy answers to the internal problem in Ger- many or the struggle for Germany's future. One of the major detriments to clear political thinking in our time is the habit, which we have caught from the totalitarian, of thinking in terms of black and white. This book will not tell you whether Germany is "democratic" or "Fascist" or "Communist." Nor will it tell you conclusively the direction Germany will take in the future. It will, I hope, demonstrate the penalties of failure and the rewards of success in Germany. Ultimately, whether we succeed or fail in Germany depends on the peo- ple of the United States. What I have tried to do is tell how the struggle for Ger- many has been fought thus far and how I believe it will go in the future. My personal connection with Germany began on a Sep- tember afternoon in 1944 when, just after we had crossed a narrow bridge, a shell burst in the field adjoining the road. "Here we are in Germany," said the sergeant, "and they don't seem glad to see us!" From 1939 to 1945 as a war correspondent first for the As- sociated Press and then for the New Yorl^ Times I was at the receiving chef of Cermari nationalism.
