Pembrokeshire County Council / Natural Resources Wales Community Flood Plan for Newgale INFORMATION Newgale shingle bank protects to the 1 in 5 in any year flood level. Storm wave action can cause the bank to fail, blocking the A487 and flooding the two properties and one campsite at risk. The outfall of Brandy Brook sometimes blocks in storms and the impounded water can cause flooding. These events can normally be forecast up to 12 hours in advance. Other than reprofiling of the shingle bank, there is no flood defence scheme. Climate change is expected to cause rising sea levels and more frequent flooding events. The continued defence of the bank is expected to become unsustainable by 2035. RESPONSE ARRANGEMENTS PRE EVENT Upon receipt of a Flood Alert for the Pembrokeshire Coast. PCC EPO will contact the NRW Flood Room at Haverfordwest to assess the likely impacts for Newgale. EPO will inform the NAG contact who will disseminate to other members. If there is a potential impact to the road at Newgale, the EPO will inform PCC Highways who will decide whether to monitor during the high tide. PCC Media will also be informed as a ‘heads up’. If NRW are confident that flooding will occur, a Flood Warning will be issued and a telecon held involving NRW Duty Officer, PCC (Lead Officer, Highways, Area Maintenance, Media & EPO). The likely impacts for Newgale & other communities will be evaluated, following which NRW or EPO will inform the NAG contact who will disseminate to the other members to initiate their property flood arrangements. PCC crews will monitor conditions at least half an hour prior to high tide. A Haverfordwest crew will also be on standby to unlock the road closed at Newgale sign at St Davids roundabout ROAD CLOSURE / OPENING ARRANGEMENTS The road will not be closed as a precaution. The senior PCC staff member on site will A487 ROAD instigate closure when there is a significant risk of pebbles being washed onto the highway. Road closed signs will be placed at the Welsh Road junction and by Brandy Brook Bridge. CLOSURE The fixed diversion from Penycwn to Roch will be operated with appropriate signage and a PROCEDURE Road Closed at Newgale sign will be placed at St Davids Road roundabout, Haverfordwest. PCC Duty Officer to be informed ASAP and he will notify Lead Officer or EPO who will inform Newgale Action Group and Media.
