Dear Magic community, we give you the warmest welcome to ALEXMUN 2021, the 10th edition of this Model UN, and to work on the representation of the Ministry of Magic and the Department Against Terrorism. Please keep in mind that this is a level 3 committee and that we will be debating a very delicate topic that affects the whole magic community, including muggles and institutions, so we expect all of you to have a diplomatic posture throughout the whole debate. At FANMUN we need the presence of experienced delegates who have the ability to maintain a fluid debate with the parameters that we establish, with the information available and with the support of their handbook.

During these two days of debating, you will be discussing two topics, Death Eater attacks on the International Magic Community on the Quidditch Tournament and the attack on Diagon Alley by suspected Death Eaters in search of MudBloods/Half-Bloods. We expect to see a committed attitude and formal teamwork for the development of the topics, with the intention that you have the best experience, do not hesitate at any time to ask us anything from protocol information or on the timeline where we're going to go to spend our debate, remember that we want you to live a great academic experience and we are for you.

As chair we promise to be there at all times supporting and guiding them for any questions that may arise, our main objective in this Model is to promote the development of their knowledge and their attitude as magicians when it comes to solving the problems of our magical community and promoting the well-being of the citizens of the world, regardless of their race or condition, which will help them in their training as a magician, student, instructor and friend in debate.

COMMITTEE INFORMATION:

However, this ministry has an affiliation with the International Confederation of Magicians which is an equivalent to the United Nations. The Ministry is responsible for regulating aspects such as education, jurisprudence and economics. Previously the Ministry had action in the adoption of sanctions against states suspected of being linked to certain terrorist acts. Years later, with the return of Voldemort along with several major incidents involving groups of criminal magicians, prisoners of Azkaban and even Death Eaters with the purpose of affecting the magical community. Therefore, the minister of magic gave the order to open a new department against terrorist attacks to regulate and take care of the direct attacks against the magical community.

CURRENT STATUS: After the mishap that occurred during the Triwizard Tournament, where different schools participated in the Howards facilities. Different people declared that they saw The Dark Lord, along with some Death Eaters. However, the actions taken by the Ministry were questioned, since this organization flatly denies the appearance of He-who-should-not-be-named or the presence of his former followers, though there is an ongoing investigation regarding the death of one of Hogwarts students Cedric Diggory.

FUNCTIONS: The Ministry of Magic is the main governing body of the magical community of the United Kingdom (England, Scotland and Wales and Ireland), with the intention of preserving magical law. The Ministry connects the British government to the wizarding world. The Ministry of Magic was formed as a successor to the earlier Wizards' Council and came into being in 1707.

FACULTIES: In the case of the departments against terrorist attacks, they can only be as support and as a means of recommendations from the magic security department and the other areas responsible for problems within the ministry. In turn, it is known that the Ministry of Magic can only take measures around internal problems in the region, if they speak of international levels that are related to the International Confederation of Magicians, that would mean a greater participation where the ministry cannot intervene.

ACHIEVEMENTS: Amongst the main achievements of the Ministry of Magic: Department Against Terrorism, we have: ● Maintaining peace in the magical community for many years since 1707 ● Maintaining the Identity of the magical world hidden from muggles; ● Prevented Terrorist attacks against the magical and muggle world safeguarding the safety of the inhabitants of both worlds; ● Using measures to maintain peaceful relations with ministries all over the world; ● Maintain channels of investigation and secure communication for the prevention and rapid action of the camera to neutralize and convate terrorist groups that threaten magical security.

TOPIC A: VIOLENT ATTACK BY DEATH EATERS AND TERRORIST GROUPS AT THE RECENTLY REOPENED TRIWIZARD CUP OPENING

I. BACKGROUND:

II. ACTUAL PROBLEM:

After the accident that occurred during the Triwizard Tournament, where different schools participated in the Hogwarts Headquarters, different people declared that they were observing The

Dark Lord along with some Death Eaters, however, the actions taken by the Ministry were questioned because this organization flatly denies the appearance of Lord Voldemort or the presence of his former followers, although he has followed an investigation into the death of one of his students, Cedric Diggory.1

As the ministry flatly denies the appearance of Lord Voldemort, the ministry together with the International Magic Community decided, on behalf of the other council members, that the Triwizard Tournaments would be restarted, resuming the Tournament's activities and challenges.

Which was opened by a Quidditch Tournament between the houses of Gryffindor and Slytherin. In which the three most important magic schools were spectators: the Beauxbatons Academy, the Durmstrang Institute and the Hogwarts School of Witchcraft and Wizardry, along with respective Magic Advisers and some members of the Ministry, aurors and certain journalists.

Near the end of the Quidditch match, the students were put at risk in view of a sudden attack from the stands to participants and spectators; who alerted the aurors, teachers, and members of the ministry to the sudden attack at the time. They wanted to act, they observed two forceful explosions, possibly by bombs of some kind of magic device and consecutive attacks by Death Eaters. They took the appropriate measures to evacuate the students and spectators, as well as trying to rescue the participants of the game, which suffered serious injuries and having one fatality death, the other Quidditch players were injured in addition to the attackers escaping.

The Aurors and Investigators, as well as the guardians of each Hogwarts house, quickly began an investigation after the evacuation, in which they interviewed several guest teachers and magicians from the guest schools. The case remains unfinished, but so far three deaths have been reported, including the death of a Slytherin House Quidditch Player, an Auror in the midst of a wand duel, and a student from the Beauxbatons Academy of Magic. To this point there has been a total of 282 wounded, from which counting 16 members of the Hogwarts School.

The Anti-Terror Chamber of the Magic Ministry is preparing the necessary investigations and corresponding procedures together with the International Confederation of Magicians. There is an international risk in which the other magic schools of Beauxbatons and Durmstrang Institute want to take measures in view of the death of one of the student Beauxbatons and also, the multiple injuries of

students from both schools, risking the public and social opinion of the Hogwarts and the Ministry of Magic.

It is of great importance to be able to debate this topic because it involves the International Magical Community and it is responsible for the death and damage to the integrity of magicians of the world. Therefore, there can be quite controversial actions and debates between the Ministry of Magic and the Magic Schools that intervened and were part of this attack. Just as this act could be completely related to the rumors about a possible appearance of the Dark Lord, which alarms all members of the International Magic Confederation and that it is an extremely delicate matter that must be taken care of that the press distributes it correctly. Hence, the most coherent, concise, peaceful and timely responses to this discussion should be given.

III. Definition of Concepts:

Death Eaters - Followers of Lord Voldemort, this group originated in Hogwarts between 1938 and 1945, in its main objectives this will purify the race of wizards.2

Mudblood - Derogatory term to refer to magicians with non-wizard parents3

Muggles - Non-magician parents who can't do magic. In addition, most are unaware of the existence of the magic world.4

Unforgivable Curses - They are a total of 3 spells considered the most powerful and sinister that fall in the heading of Dark Arts. And its realization is illegal and punishable5

Auror - They are qualified magicians working in the Ministry of Magic in favor of respecting and following the established laws. 6

Squib - It is the opposite of a Muggle-born magician: he or she is a non-magical person born to Magical parents7

Dementors - A Dementor is a dark and sinister creature that does not have a soul of its own, they are considered the darkest creatures on the planet as they feed on the happiness of people leaving their victims with only feelings of despair and sadness. They are the guards that monitor Azkaban.8

International Magic Confederation - it is a magical intergovernmental organization, rudimentary equivalent to the United Nations. Each country has one or more representatives or delegates.9

IV. Initiatives taken by the International Magic Community

The Ministry of Magic is deeply committed to the safety and well-being of all people in the Magic World, always providing the necessary help and support in the International Magician Confederation. The Body of International Magical Trading Standards and the International Magical Law Office is one of the greatest military forces to counter attack corrupt magicians or other forces that threaten the magical world, such as He-who-should-not-be-named and other terrifying actors. The British Ministry of Magic provided relevant information and is highly involved in the recent case that happened at the Institution, as it has been involved in numerous more cases. The teachers' office is protected by the young people from the other schools and they asked them to open an investigation with the help of other magic schools around the world, emphasizing the American School Ilvermorny School of Witchcraft and Wizardry, for their great ability and attitudes in investigating magicians. Additionally, the Anti-terrorism Chamber of the British Ministry of Magic is already conducting an investigation and interrogation of people formerly related to dark magicians and people of Azkaban, seeking to bring evil to the whole magic community, mainly Hogwarts. The Chamber is also carrying Hold peace negotiations with the institutions of Beauxbatons and Durmstrang in order that they do not act incorrectly or do not benefit from the acts that have occurred, this so that the injured and participants of the games are safe and that for now they are being given the required medical attention.

TOPIC B: ATTACK ON DIAGON ALLEY BY SUSPECTED DEATH EATERS IN SEARCH OF MUDBLOODS/HALF-BLOODS

● Prevented Terrorist attacks against the magical and muggle world safeguarding the safety of the inhabitants of both worlds. ● Using measures to maintain peaceful relations with ministries all over the world. ● Maintain channels of investigation and secure communication for the prevention and rapid action of the camera to neutralize and convate terrorist groups that threaten magical security.

II. REAL PROBLEM:

In 1994 Hogwarts students along with visiting students from the Durmstrang School in Scandinavia and the Beauxbatons Academy of Magic, were preparing to shop and visit Diagon Alley in order to get their necessary materials for the upcoming school year. It was reported by bypassing aurors and tutors of the students of the excursion schools that a group of a few dark magicians; who had strange magic weapons, as well as clothing of unknown appearance; attacked a specific number of people, apparently selected randomly, leaving the alley shocked and in chaos.

Desperate students tried to flee the attack and some even defended themselves. According to the information provided by the Auror Nymphadora Tonks, this group of magicians was looking for specific people and using unforgivable curses to hurt the students and by passers. The aurors and tutors with no opportunity to defend themselves from the attacks of the dark magicians sought a way to defend and safeguard the students and merchants present. The attacker left 49 dead and more than 40 wounded with severe injuries, including students from the Hogwarts, Durmstrang and Beauxbatons schools, as well as certain elves and school staff who were passing by.

One of the aurors attempted to recognize one of the attackers, obtaining valuable information. Managing to bring the authorities corresponding information to the alleged home of the attackers, where plans and lists of the targeted victims were discovered. A connection was discovered within the victims because all the wizards were of non-magical parents. In addition, the plans found showed a repeated symbol known as the "Dark Mark".

The Anti-Terrorism Department of the Magic Ministry has requested to interview the corresponding victims of the attack, referring to all the members of the schools involved. The department is also looking to calm things down and to look for possible defendants and some relationship with the brand they found on the attackers outfits and body.

The auror Ninfadora Tonks also communicated with the other Ministry cameras, the concern that violent attacks continued against the magicians of non-magical parents, taking into account social terms about their mistreatment. Although this is not the department's priority, however they rather finding and attacking the responsables, this is a matter of importance since recommendations must be made so that the cases of abuse towards half-blood magicians stop.

The importance of this discussion being debated and taken in case, comes from issues of social discrimination and debates against the safety of foreign people, visitors who present and suffered various injuries. This is a matter of international cooperation, that will only be solved with the participation of all members summoned. It is necessary to have a concise and clear mentality and take into account that the priority of the Anti-terrorism Committee is to stop these terrorist attacks it's totally.

V. Initiatives taken at the international level

The Ministry of Magic and Hogwarts opened an investigation to identify the attackers and the reason of the attack. There's also been an investigation to identify the victims and their families.

The Ministry of Magic declared that in view of the situations caused to students and teachers, in the case of the visiting schools, Hogwarts would receive them in their facilities so that they would not leave the country until further notice of a possible new attack.

There is complete confidence in The Anti-terrorism Department of the British Ministry of Magic, which has various devices and tools that will help this investigation. The mission of The Ministry of Magic: Department against terrorism is to maintain the peace in the magical community as well as they do it since 1707. Also prevent terrorist attacks against the wizarding and muggle world while safeguarding the safety of the inhabitants of both worlds, with the use of measures to maintain peaceful relationships with ministries around the world.
