The organization maintained a post office box in Humble, Texas, but its certificates were mailed from the United Arab Emirates.[1] Along with many similar websites, it was owned by the Karachi-based company Axact, the main business of which, according to a New York Times investigation, is "to take the centuries-old scam of selling fake academic degrees and turn it into an Internet-era scheme on a global scale".[2] On August 31, 2012, Belford University was shut down and its founder, Salem Kureshi, "ordered to pay $22.7 million in damages".[3] "The judgment established the truth of allegations that Belford High School and Belford University are fake schools that do not actually exist."[4] Court documents from McClusley v. Belford University revealed that Belford University was run by 30-year-old Salem Kureshi from his apartment in Karachi, Pakistan.[5][6] The court found that Kureshi "operates a sophisticated internet ripoff scheme through various websites, which falsely represent the existence of an accredited and legitimate high school, whose diplomas will be widely accepted by employers, professional associations, other schools, colleges and universities".[5] Kureshi has created 44 online universities and more than 100 promotional websites. "With an inkjet printer, a Microsoft Word template, and a few cheap websites, Kureshi became an overnight millionaire."[7] He earns over $70 million per year "selling fake diplomas".[7] He is currently involved in a class action lawsuit over his involvement with Rochville University.[3] Although a U.S. District Court ordered its website to be shut down, as of February 25, 2013, Belford University continues to operate from an alternate website address.[8] Accreditation status The school was not accredited by any accrediting agency recognized by the United States Department of Education (USDE) or the Council on Higher Education Accreditation (CHEA). Neither of the organizations from which Belford claimed accreditation, the International Accreditation Agency for Online Universities (IAAOU) and the Universal Council for Online Education Accreditation (UCOEA), are recognized accreditation associations of higher learning.[9] Without recognized accreditation, Belford's degrees and credits might not be acceptable to employers or other academic institutions, and use of degree titles may be restricted or illegal in some jurisdictions.[10] Jurisdictions that have restricted or made illegal the use of credentials from unaccredited schools include South Korea[11] and the US states of Oregon,[12][13] Michigan,[14] Maine,[15] North Dakota,[13] New Jersey,[13] Washington,[12][16] Nevada,[12][17] Illinois,[12] Indiana[12] and Texas.[18][19] Many other states are also considering restrictions on the use of degrees from unaccredited institutions.[20] It has been listed as a diploma mill by the American Association of Collegiate Registrars and Admissions Officers.[21] 1 of 5 21/07/2017, 14:07 Belford University - Wikipedia https://en.m.wikipedia.org/wiki/Belford_University Controversy and criticism A 2005 investigative report on WHEC-TV in Rochester, New York, characterized Belford as "just one of hundreds of diploma mills easily accessible online".[22] According to David Linkletter of the Texas Higher Education Coordinating Board, Belford "is not a legitimate institute of higher education. No legitimate university offers a complete degree on the basis of one's life experience. I particularly like the 'order now' button on their Web site, which is another clue... To the extent that Belford University is in Texas, it is operating in violation of the Texas Education Code."[1] Furthermore, the Texas Higher Education Coordinating Board has indicated that Belford, Rochville University, as well as the agencies from which they claim accreditation, "appear to be operated by the same people".[1] In a 2007 article, a Yale Daily News journalist reported that he had applied for a doctorate with what he described as a brief paltry life experience justification, and was approved for his requested degree 12 hours later. He said that the basic price for a doctorate was $549 and entitled the recipient to a transcript showing a 3.0 grade point average. Latin honors could be obtained for an additional fee of $25 and Belford offered to back-date a degree for an additional $75 fee.[23] Several people with "degrees" from Belford have been severely penalized for attempting to use them to qualify for jobs or promotions. A fire chief was dismissed from his job for his Belford degree in 2006.[24] Similarly, a faculty member at Pensacola State College was dismissed in January 2011 for "present[ing] college administrators with an unaccredited master's degree from an online diploma mill that he obtained while on a paid sabbatical".[25] In 2008, a candidate for sheriff in Mahoning County, Ohio, was removed from the ballot after the Supreme Court of Ohio determined that his associate's degree from Belford could not be used to satisfy the state's requirement that a sheriff have at least two years of post-secondary education.[26] Ahmad Tavakoli, a member of Iran's parliament, has made allegations that the vice president of Iran, Mohammad Reza Rahimi, holds a fraudulent Ph.D. degree from Belford University.     Are UK employers really affected by bogus “life experience” qualifications? Verifile, the UK based pre-employment screening specialists, regularly finds “life experience” qualifications popping up in its background checks. Bogus “life experience” degrees are sold by Degree Mills, mainly online entities that purport to be genuine universities, offering qualifications based on little or no work. Their lack of recognised accreditation or legal authorisation to grant degrees means there is no guarantee of quality. Therefore, those who rely on these “degrees”, such as prospective employers and the public at large, are put at risk. Two recent cases uncovered by Verifile, which highlight the need for thorough screening for degree mills as part of good practice CV checking, are examined in this case study. A financial institution recently received an application from a candidate for a management position who turned out to have a “degree” from the notorious Rochville University. This position entails the management of sensitive functions at this financial services firm in relation to their product line; ensuring all controls and procedures are in place for the teams. The discovery of a bogus degree on this candidate’s CV was cause for concern for our client. Trust, integrity and honesty are all vital characteristics for this role. Once it was apparent the candidate had claimed on his CV to have a bogus degree, our client questioned whether the candidate had the character required for the role. On first completing the application, this candidate claimed to have a degree from New Rochelle University in New York. This might have been the reputable and legitimate College of New Rochelle.

    INTRODUCTION The phenomenon of bogus providers in higher education is nothing new, as the authors of this timely study demonstrate in their section on the historical overview of diploma mills and bogus accrediting bodies. But the problem actually goes far beyond the 19 th century. In the appendices to volume II of Rashdall's masterful work The Universities of Europe in the Middle Ages (Powicke and Emden, Oxford, rev. ed. 1936), there are listed some 23 establishments which various contemporary and later authorities claimed to be universities, but for which no adequate evidence existed. 1 Indeed, Pope Alexander IV issued a Bull against the chanter of the Cathedral of Reims in 1258 for falsely claiming exemption from residential requirements for attending the non-existent studium generale in that city when he was actually living in another country and claiming benefices there: The dean of the Reims cathedral chapter was forbidden to allow him to enjoy this subterfuge. And in another cited case, the Bishop of Albi excommunicated the entire town because of their false claim to have established a university - a decision which was reversed on appeal to the ecclesiastical court of the Archbishop of Bourges. 2 Thus already by the end of the 13 th Century we have evidence that false claims of university privileges were extant, and also that the competent authorities were no more consistent in their approaches to the problem in that time than are their modern counterparts. Given the sorry history of bogus providers and dubious (at best) claims on their behalf, the efforts of the late Twentieth and the Twenty-First Centuries need now to accomplish what has not succeeded for over 800 years - a concerted effort to combat fraudulent academic providers and their supporters, including the so-called quality assurance agencies that supposedly give them legitimacy.

A “diploma mill” or “degree mill” is an organization or individual that produces and sells diplomas, degrees, transcripts, or other academic records that are meant to give the impression of academic achievement, but really represent little or no study . Such credentials are “bogus” – “fakes” that give a false impression of educational achievement. Worthless documents from bodies that are not real, or not recognized, educational institutions Fraudulent misrepresentations of documents issued by legitimate institutions Why is diploma mill fraud a problem? Why is confirming the status of questionable institutions important? Ethical Reasons: Admission based on unexamined documents supports and rewards fraud. This devalues legitimate education and marks the higher education institution (HEI) as an easy target for fraudulent activity. Legal Reasons: By not reviewing documents carefully, the HEI could be violating the law. In most countries, being a part of a legal system that regulates credentials gives HEIs legal obligations. Practical Reasons: When it becomes known that a HEI supports fraud, its reputation suffers, and honest students stay away. Fraud is expensive; it takes resources away from honest applicants, and the process of trying to “fix” a problem case, or rebuild an entire reputation, wastes resources. What is the solution? Be PROACTIVE. Be prepared for FRAUD! Take fraud seriously. Educate yourself and your colleagues. Learn how to identify, collect and effectively use reliable sources of information. Do not rely on “lists”; learn how to analyze and research documents to confirm their legitimacy.
