GOBIERNO REGIONAL CUSCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO PLAN ESTRATEGICO INSTITUCIONAL 2007 -2011. CUSCO – PERÚ SETIEMBRE 2007 1 GOBIERNO REGIONAL CUSCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO INTRODUCCION En la década de 1960, a solicitud del Gobierno Peruano el PNUD envió misiones para la evaluación de las potencialidades del País en materia de desarrollo sustentable, resultado del cual se priorizó el valor turístico del Eje Cusco Puno para iniciar las acciones de un desarrollo sostenido de inversiones. Sobre la base de los informes Técnicos Vrioni y Rish formulados por la UNESCO y BIRF en los años 1965 y 1968 COPESCO dentro de una perspectiva de desarrollo integral implementa inicialmente sus acciones en la zona del Sur Este Peruano sobre el Eje Machupicchu Cusco Puno Desaguadero. Los años que represente el trabajo regional del Plan COPESCO han permitido el desarrollo de esta actividad. Una de las experiencias constituye el Plan de Desarrollo Turístico de la Región Inka 1995-2005, elaborado por el Plan Copesco por encargo del Gobierno Regional, instrumento de gestión que ha permitido el desarrollo de la actividad turística en la última década, su política también estuvo orientado al desarrollo turístico por circuitos turísticos identificados, El Plan Estratégico Nacional de Turismo- PENTUR 2005-2015, considera que el turismo es la segunda actividad generadora de divisas, y su vez es la actividad prioritaria del Gobierno para el periodo 2005. Este Plan Estratégico se circunscribe en las funciones y lineamientos del MINCETUR, Plan Estratégico de Desarrollo Regional Concertado. CUSCO AL 2012, los Planes Estratégicos Provinciales y específicamente en las funciones y objetivos del PER Plan COPESCO, unidad ejecutora del Gobierno Regional Cusco: las que se pueden traducir en la finalidad de ampliar y diversificar la oferta turística en el contexto Regional. 2 GOBIERNO REGIONAL CUSCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO 1. Diagnostico General El Departamento de Cusco es el principal destino turístico del Perú,.ha sido reconocido como “Capital Arqueológica de Sudamérica”, nominación otorgada el XXV Congreso Internacional de Americanistas celebrado en La Plata, Argentina en 1933. Este título fue respaldado por el Congreso de la República del Perú mediante Ley Nº 7688 del 23 de enero de 1933. “Ciudad Monumental, Histórica y Legendaria”, testimonio vivo de una raza que permanece vigente en el tiempo y en el espacio, exponente de las culturas Pre Inca, Inca, Colonial y Republicana. Reconocida también como “Patrimonio Cultural del Mundo” en la Séptima Convención de Alcaldes de las grandes ciudades del mundo en Milán 17 -19 de Abril de 1978. El departamento de Cusco cuenta con abundantes recursos turísticos arqueológicos, culturales y naturales que hacen de este un potencial foco turístico. Pese a la importancia de sus recursos y atractivos, no ha logrado consolidarse plenamente a nivel internacional, ya que países y regiones con mucho menos potencial reciben a mas turistas y generan mayores ingresos por este concepto. La actividad turística es muy importante por el aporte al desarrollo del país y de la Región Cusco, por cuanto genera puestos de trabajo que conlleva a elevar el nivel de vida de los pueblos, por que su comportamiento creciente con el transcurso de los años, y se estima que el turismo contribuye en aproximadamente un 15% al PBI del Departamento (lo cual se encuentra dentro de los rangos observados entre los años 1991 y 1996, que van de 15.2% a 16.4%), esto es solo una estimación, ya que el INEI calcula el porcentaje de contribución al PBI de Comercios, Restaurantes y Hoteles. El principal atractivo del departamento de Cusco esta constituido por el Santuario Histórico de Machupicchu, declarado como Patrimonio Cultural y Natural de la Humanidad por la UNESCO en 1983. El 07 de Julio del año 2007, Machupicchu fue nombrado como una de las Nuevas 7 maravillas del mundo moderno, evento organizado por New Open World Corporation (NOWC), y fue elegida por votación a través del Internet. En esta votación podía participar cualquier persona en todo el mundo. Asimismo, la ciudad del Cusco fue elegida como el mejor destino turístico del mundo en la categoría ciudad, haciéndose acreedora al premio "Top City Gold Award" durante el "Wanderlust Travel Awards 2005", otorgado por la prestigiosa revista inglesa de turismo Wanderlust.. Esta revista, catalogada entre las más importantes del mundo en el ámbito turístico, organiza anualmente esta premiación, sobre la base de un cuestionario entre sus lectores, quienes eligieron al Cusco de entre otras 557 ciudades de todo el mundo. La ciudad del Cusco ha recibido varios títulos honoríficos, entre ellos estan: • Cusco, Patrimonio cultural de la Humanidad. Otorgado por la UNESCO en París, Francia el 9 de diciembre de 1983. • Cusco, Patrimonio Cultural de la Nación. Otorgado mediante Ley Nº 23765 del 30 de diciembre de 1983. Esta misma Ley denomina en su artículo 3ª a la Ciudad del Cusco como Capital Turística del Perú. • Cusco, Capital histórica del Perú. Otorgado por el artículo 49º de la Constitución Política del Perú de 1993. • Cusco, Capital histórica de Latinoamérica Otorgado por el Congreso Latinoamericano de Regidores y Concejales, en la ciudad del Cusco, en el mes de noviembre del 2001ratificado el 2002. 3 GOBIERNO REGIONAL CUSCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO Los recursos Culturales y Naturales son ventajas comparativas con que cuenta el departamento del Cusco y aun muchos recursos turísticos no están adecuados y perfilados a ser un producto competitivo ya que se cuenta con una mezcla muy variada de los diferentes tipos de turismo el cual se debe potenciar para consolidar a Cusco como uno de los principales destinos turísticos. La actividad turística ha sido identificada como uno de los principales potenciales a desarrollar en todo el ámbito de la región. La identificación de este potencial se sustenta por la inmensa diversidad de atractivos turísticos, históricos, culturales y naturales. La región Cusco es privilegiada ya que además de contar con abundantes centros arqueológicos identificados, posee una riqueza de recursos culturales, étnicos, religiosos ecológicos, paisajísticos y naturales que permite una oferta variada capaz de atender una demanda diversificada de diferentes tipos y formas de aprovechamiento turístico que se vienen desarrollando en el ámbito nacional é internacional. El mercado turístico en la Región, se constituye en una de las posibilidades fundamentales para la dinamización del nivel socio económico de los pobladores ubicados en el ámbito de influencia de los atractivos, por la ingente riqueza de atractivos naturales, el valioso Patrimonio Cultural que alberga, así como la peculiaridad de sus manifestaciones humanas. El desarrollo de la actividad turística tiene efectos de impactos positivos que trascienden a la región, lo que permite identificar esta actividad como eje estratégico de desarrollo no solo para la región, sino para todo el país (se vienen desarrollando rutas, circuitos y corredores turísticos que involucran a más de dos regiones). Por otro lado estamos frente a un consumidor muy sensible dado que siendo los principales aspectos a cuidar son la seguridad, calidad, tranquilidad y la variedad de recursos Naturales, Culturales que cuenta el departamento del Cusco, con una estructura incipiente, con desequilibrios económicos financieros y dependiente de la economía nacional e internacional. El fin fundamental es aperturar mercados diferentes a los tradicionales, buscando la diversificación de la oferta turística; sin embargo, por la ingente información existente, solamente se hará mención a una parte de ésta. Definiciones de los diferentes tipos de turismo 9 Ecoturismo: Modalidad turística ambientalmente responsable, consistente en viajar o visitar áreas naturales con el fin de disfrutar, apreciar y estudiar los atractivos naturales y las manifestaciones culturales, promoviendo y contribuyendo a la protección y conservación de las zonas naturales. Tiene un bajo impacto ambiental y cultural y propicia una participación activa y socioeconómicamente beneficiosa de las poblaciones locales. 9 Turismo Sostenible: Modelo de desarrollo turístico que incluye mejorar la calidad de vida de la comunidad receptora, facilitar al visitante una experiencia de alta calidad y mantener la calidad del medio ambiente del que tanto la comunidad receptora como los visitantes dependen, para garantizar su usufructúo por las generaciones presentes y futuras. 9 Turismo Cultural: Actividades que desarrolla el turista con el fin de ampliar su cultura desde una perspectiva del tiempo libre, el ocio y la recreación, la investigación, el desarrollo profesional, basados en manifestaciones culturales, folclóricas, artesanales, 4 GOBIERNO REGIONAL CUSCO PROYECTO ESPECIAL REGIONAL PLAN COPESCO visita a monumentos y museos, asistencia a cursos y seminarios, festivales de música, teatro, recorrido de rutas y otros similares . 9 Turismo de Aventura: Consiste en el desarrollo de viajes o excursiones con el propósito de participar en actividades que suponen un riesgo y/o esfuerzo físico para quien lo practica. 9 Turismo de Salud: Actividad que consiste en viajes a instalaciones o destinos con la intención de obtener un tratamiento médico, realizar una rehabilitación, hacer una cura de salud o un tratamiento de belleza 9 Turismo Místico: Actividad que consiste en experimentar y participar de creencias ritos o ceremonias basadas en tradiciones

Assembling States: Community Formation And The meE rgence Of The Inca Empire Abstract This dissertation investigates the processes through which the Inca state emerged in the south-central Andes, ca. 1400 CE in Cusco, Peru, an area that was to become the political center of the largest indigenous empire in the Western hemisphere. Many approaches to this topic over the past several decades have framed state formation in a social evolutionary framework, a perspective that has come under increasing critique in recent years. I argue that theoretical attempts to overcome these problems have been ultimately confounded, and in order to resolve these contradictions, an ontological shift is needed. I adopt a relational perspective towards approaching the emergence of the Inca state – in particular, that of assemblage theory. Treating states and other complex social entities as assemblages means understanding them as open-ended and historically individuated phenomena, emerging from centuries or millennia of sociopolitical, cultural, and material engagements with the human and non-human world, and constituted over the longue durée.

Ranging from the earliest cities in the Americas to Inca metropolises, millennia of urban human history along the Andes have left large and striking sites scattered across the country. But cities and monuments do not exist in solitude. Peru’s ancient sites are connected by a vast circulatory system of roads that connected every corner of the country, and thousands of square miles beyond its current borders. The Inca road system, or Qhapaq Ñan, is particularly famous; thousands of miles of trails linked the empire from modern- day Colombia to central Chile, crossing some of the world’s tallest mountain ranges and driest deserts. The Inca state recognized the importance of its road system, and dotted the trails with rest stops, granaries, and religious shrines. Inca roads even served directly religious purposes in pilgrimages and a system of ritual pathways that divided the empire (Ogburn 2010). This project contributes to scholarly knowledge about the Inca and Pre-Hispanic Andean civilizations by studying the roads which stitched together the Inca state.
