He was educated at Denbigh Grammar School, University College of Wales, Aberystwyth, and Grays Inn, London. He was called to the Bar in 1949. He married Shirley Margaret Wynne, daughter of Sir George Hamer, CBE, in 1950. They had two daughters. He was the Liberal MP for Montgomeryshire, 1962-1979. In the early 1960s, Emlyn Hooson and other Welsh Liberals, including Lord Ogmore, Martin Thomas QC, G. W. Madoc Jones and Geraint Howells, began pursuing Welsh devolution within the Liberal Party. An independent Welsh Liberal Party with federated links to the Party organisation based in London was established in September 1966. Welsh Liberals championed devolution at Westminster. He unsuccessfully introduced the Government of Wales Bill on St David's Day 1967, which proposed a Welsh Parliament. Between 1974 and 1979 he campaigned with other Liberals for a Welsh Assembly. In the 1979 general election he lost his Montgomeryshire seat. Soon afterwards he was elevated to the House of Lords as life peer Baron Hooson of Montgomery. In 1960, he was made QC, and was a Recorder of the Crown Court, 1972-1993. He succeeded the late Lord Edmund-Davies as President of the Cambrian Law Review and has been the Hon. Professional Fellow of the University of Wales, Aberystwyth, since 1971. He was also the Vice-Chairman of the Political Committee of the North Atlantic Assembly, 1975-1979. He also founded Chambers in 1950, and in the 1970s it moved to Sedan House; it is a general common law set of Barristers' Chambers.     Rob Phillips THE WELSH POLITICAL ARCHIVE AT THE NATIONAL LIBRARY OF WALES Llyfrgell Genedlaethol Cymru or The National Library of Wales (NLW) in Aberystwyth was established in 1909, to collect and provide access to the documentary history of the nation. It is a legal deposit library and is therefore entitled to receive a copy of all books, magazines, newspapers etc. published in the United Kingdom and Ireland. The Welsh Political Archive (WPA) is a dedicated programme within the Library, established in 1983, to collect, catalogue and promote archival material which reflects the political life of Wales. There is one staff member who coordinates the WPA’s activities, answers enquiries, promotes the archive and works to attract archives to add to the collection. Organising and cataloguing archives is undertaken by staff in the NLW’s Archives and Manuscripts Section. But as the political collections include tapes of radio and television programmes, photographs, works of art, electronic files and websites, the WPA works across departments within the National Library. In addition to curatorial work, the Welsh Political Archive also works to promote the use of the political collections through lectures and exhibitions. An advisory committee (comprised of representatives of political parties and civil society, journalists and academics), guiding the work of the WPA, meets annually. The Formation of the Welsh Liberal Party, 1966-67 Introduction In this paper I will argue that Emlyn Hooson was left with little choice but to reform the Liberal Party of Wales. This paper will first of all give a brief background to the Liberals in Wales, it will discuss the threat from Plaid Cymru and why the Liberal Party of Wales needed to be dissolved. It will show that without reform, the Liberals would have been teetering on the edge of extinction and irrelevance. The teething problems of the newly formed Welsh Liberal Party will be assessed. Hooson’s personal vision for the Liberals in Wales will also be looked at. This will include assessing Hooson’s attitude towards working with other parties and his desire to give the Welsh Liberal Party a coherent, Welsh voice. The paper is intended as a snapshot of the Background The roots of the modern Welsh Liberal Party can be traced back to the late nineteenth century. At this time, the Liberals in Wales were divided into two federations, one in the north and another in the south. These federations were mutually suspicious of each other, with the Southern Federation believing that the North wanted to impose a form of Welsh speaking nationalism on Wales, whilst the Northern Federation was suspicious of the influence of England and wanted a separate Welsh Liberal Party. In an attempt to contain the squabbling and to show a united front, especially when it came to delivering a coherent message for Liberalism in Wales, Lloyd George set up the Welsh National Liberal Council.
