I feel Secretary Anthony J. Celebrezze and Postmaster General John A. Gounouski would be important because of a large seg­ ment of Italian and Polish voters in our state.

The speakers should have a press conference as it will give them an opportunity to advance the Democratic candidates to the press by actual question and answer process.

Following our State Convention on the fifth and sixth of June, I will be in a better position to furnish the time and place for speaking engagements for these individuals. I would suggest your Committee contact Jim Gartland, my Ad­ ministrative Assistant, regarding the plans. C

I talked to your appointment secretary and told her that I would very much appreciate if your office could assist me in securing a prominent personality as a speaker for the Northern Indiana area of the Boy Scouts of America Annual Dinner on Thursday, June 11, 1964.

This affair will be held in Michigan City and will have approx­ imately 700 adults in attendance comprising the area leadership from the cities of LaPorte, Michigan City, Chesterton and Valparaiso.

The theme of the evening will be "Strengthen America's Heritage". This subject will lend itself to a wide range of thoughts which will be appreciated by the people who are expending their time and energy to train the leaders of tomorrow.

All expenses incurred in connection with this trip will be reim­ bursed or a donation made to the party if that is more desirable.

As chairman of this dinner, may I add that we here in northern Indiana would be most appreciative of anything that you can do towards assisting us in securing a good speaker. I would understand from your appointment secretary that the present situation in the Senate pretty much precludes your accepting this invitation yourself and therefore I am asking your help in securing an alternate speaker.

We have tentatively scheduled the three dates so as to give you an oppor­ tunity to help us get a speaker of the quality needed for the occasion.

Speakers in the past have included Brendon Sexton, Education Director, UAW and Leon Keyserling, Chairman Economic Advisor to President Harry Truman and Tony Dechant, Secretary-Treasurer-National Farmers Union.

We have averaged in excess of 500 attendance to the banquet which is held in the Ball Room of the Student Center, Ball State College.

Although our banquet is billed as strictly non-partisan it is a well known fact that it is an affair that promotes the liberal & democratic cause.

We would very much appreciate your support in obtaining either Senator or Sergeant Shriver for our '64' affair. We would suggest their address be Food for Peace-Its Relationship to Farmers-Labor and Small Business or War on Poverty-Its Relationship to Farmers-Labor and Small Business. Two weeks ago you wrote me with respect to our preferences for speakers who can help us in the campaign this year.

I feel that Senators Humphrey, Kennedy, Inouye, Ribicoff and Church would be of material value to me in Indiana. Senator Lausche would be valuable in Richmond, Indiana, on the Ohio line. I would hope that Albert Gore, although up for re-election, would be in position to speak in Terre Haute and/or Indianapolis since his renomination would mean his re-election. You would be of great help in Indianapolis and/or Fort Wayne.

Among the non-Senators, I would very much hope to have Secretary Wirtz, Secretary Hodges ( who already has a non-political request for next October in Indiana ), Attorney General Kennedy, Sarge Shriver and Mrs. Johnson. I think Esther Peterson would be helpful also. My Administrative Assistant, Mace Broide, whom you know, is the person you and the Committee should contact.

Wherever possible, I believe it wise for Senators and other VIPs to participate in local press conferences. All of those mentioned in this letter are immensely capable of taking care of themselves in this kind of give and take.

In all probability the Re­ publicans will put up a candidate of stature, but because of a split within their ranks no agreement has been reached on this point up to now. As you know, we have our problem with growing Republican strength in Florida, and we are concerned about holding our own and regain­ ing some lost ground in certain county and legislative offices. We are working, too, to forestall inroads into state cabinet positions.

I am deeply grateful for your generous offer of cooperation and I shall keep this in mind, and will get in touch with you again as the situation in Florida develops. Thank you for your letter of February 3, concerning speakers for the coming campaign. I appreciate the work that you have done in getting this organized, and I believe you are proceeding in the right way. I'll try to answer the questions that you posed.

1. The Senators whom I would like to have come into Utah during the campaign are Humphrey, Bible, Church, Hayden, Magnuson, and Anderson. Of course, I would be pleased with any other Democratic Senators who would be able to come to Utah, but I think these that I have listed are the ones who are best known and could make the most significant contribution to the campaign out there.

2. James P. Cowley, 412 Kearns Building, Salt Lake City, Utah, is the person in charge of my campaign in Utah, and you may contact him directly at any time. My Administrative Assistant in Washington is Allan T. Howe, and my personal sec­ retary is Mrs. Beverly Fisher. Any of these persons, of course, would be able to work with you in setting dates and occasions.

3. It is not possible as yet to name the dates on which the speakers would be desired. I would be glad to have advance notice of any time that a speaker would be available, and we could certainly provide a good audience and a good exposure if we had as much as a week’s notice. is now planning a Jefferson-Jackson Day Dinner on the 23rd of April, but I have not been asked to invite a Senator to speak at that dinner, so I suppose there is no request here as yet.

4. We would like the speakers to participate in press conferences when they come, and will be glad to furnish them with briefing material before the press conference.

I understand that you wish to have speakers provided with two roundtrip tickets, hotel accommodations and personal expense allowances of $50 per engagement. Do I understand that this is to be provided by the local candidate, or will these funds be provided by the Senatorial Campaign Committee? If the former is true, it does, of course, limit the number that we would be able to have come into the State. Certainly we would be anxious and willing to furnish the speaker with a brief description of the State and informa­ tion which we thought was politically helpful.

I hope that we can work out some plans well in advance of the hectic days of the campaign so that we can utilize fully the ser­ vices of Democratic Senators. Thank you very much.

Seven years ago, the first week after my election to the United States Senate, I left Texas to campaign for a brilliant new star on the Hew Mexico political horizon. Although I had just finished a hard campaign, making speeches in Hew Mexico was effortless, because all I needed was to say the name "Joe Montoya" and my audiences exploded.

That Montoya campaign was successful, and we arrived in Washington about the same time. Since then I have watched Congressman Montoya's career in the House. I have seen the great representation he has provided the people of Hew Mexico. I have seen him earn the respect of his colleagues. I have seen him earn a promotion.

I wish I could be with you tonight to join in paying a well-deserved tribute to Congressman Joe Montoya. Only long standing commitments in Texas for April 4th have kept me from coming to attend your great dinner.
