I visited the Haist property. Needless to say, they are highly ineensed at the superVising engineer of the RFC. I tried to smmoth things out but it was hopeles~. Mrs. Haist had gone to Phoenix, and had been called in to see }lfr. Gohring, but she was so mad she refused. to do so.

Meanwhile, Haist has found some outside help and is getting the property in shape to do some work. He dia not eare to hav~ me look at it until the work had been done, and is not intending to ask the aid of the department until he is ready to go. In all fairness, and after some investigation, I believe Bill was justified in turning the property down. The only mistake he made was in telling them he was apprOving the application (this is their story) asking·the.m for costs, approv ing them~ a~d then apparemtly turning the whole thing down. Perhaps they are mistaken. I hopeoso. But it has left a nasty feeling in the district.

I am enelosing the Haist file, and hops there will be a different atmos phere before we take any part in the matter again• .~r! '!his will acknowledge receipt of your letter of July 6, 1942, in l'Y'~ch you refer to the lo~n application submitted by Mr. ..(~Jf.Haist, Patagonia, Ar~zona. ~~

Mining Section advises me

0» · that Mr Haist's appli cation ~r a development loan,., in the amount of $10,000, toe:e\ fwi ~ne report of the vuper-' vising Engineer who e min.,p'.. the property in question, has been carefully r?y~ewe ~ .,,§tudy of this data indicates that there is nG~eological'evidence from the surface exposures or sh~~l~orking&'that additional work would result in the de~;;sptr;lent of: , substantial quantities of ore, and that the workconteritplated by Mr. Haist would be prospeoting, a purpoee;'for which neither development loans nor preliminar.y development loans are being made~

With kind personal regards, Sincerely yours,

(Signed) Charles B. Henderson Senator carl Hayden, Washington, D. C.

Dear ~enator Hayden:

Upon returning from Phoenix I fOID1d your letter saying the R.F~C. had denied us the loan asked for and to say we were terribly disappointed would be putting it far too mildly, for the last thing Mr. Gohring said to us was that he truthf~11y could seni to Washington a very favorable report on our mining property. That in itself does not seem very consistent wit.h the lett.er from the R"F. C. saying that it was on the information submitted by him that we were turned down on the 10an9 He even told us to go ahead and find out the cost of every thing pertaining to the init ial starting for operating the mine, which we did and when shawn him he OeKe'd it.

What I cantt under stand, Senator Hayden, is that that money is supposed to be to help people get started in any kind of profitable business and Lord knows the Government spahds enough on different projects whi ch are every bit as much a gamble aSrmi~ng, and we taxpayers are going to pay for them so why not give we litt~s a chance or as we heard over the Radio the other eVening . ~~~F .~. Ce does not propose t.o put the sma.ll buslness man on the Relief~/ We are not asking for cha.rity, all we want is a little help to ge t~rted with every intention of paying the Government baCk~~ im. As our report stated we have already shipped ore from 0 ' . in ~ but· we can do no further development work w:l.thout some assistance ' .. Y4J .know yourself; Senator, that nobodY, not Mr. Gohring nor th~' .: .n... tl ..sman from Washington can see under ground as to what is there,- b . ~~we ave proven that there is ore there and darn good ore too for . n", . e shipped 15 or more tons to Douglass and before we got the mine there were eight sacks taken out which brought $1200, so it is not exactly a prospect, you see. I tldnk you remember old Mr. George Gross, Senator, he is dead now, but I have often heard him speak of knowing you when you were a kid and was always a very' great admirer of yours. Well, he knew this country like a book and was one of the best mining men that was ever known around here, and he always told us to hold onto this property fox it was one of the best in the Patagonia Mining Distri ct.

I realize that all Washington has to go on are the reports and des cripti.ons that are sent to them, but sometl.mes it seems to me that they are not interpeted rightly for it is hard way' back there to make a decision about somethlllg that the people right on the grolmd can!t tell without trying for6 I am probably not making myself 'very coherent, Senator, but my Senator Carl Hayden -2- July 17th, 1942

Irish is kind of up so please excuse me and dontt think we are ungrateful for the great trouble you ha~'e gone to and the valuable time you helve used, for we are indeed deeply grateful and will not forget it.

We would be very glad if we can obtain the C18.ss C loan, just so we can start taking out ore~ Tha.nk you again for all you have done. Sincerely yours,
