The document is made available for transparency and information purposes only and does not constitute legal advice or legal opinion. 1 Measures taken by government/public authorities 1.1 Emergency laws/states of emergency, including enforcement actions In Estonia, the Government of the Republic declared an emergency situation on 12 March 2020 due to the pandemic spread of the COVID-19.1 The emergency situation was initially to last until 1 May 2020, but was later extended until 17 May 2020.2 The declaration, resolution and termination of an emergency situation is regulated by the Emergency Act (Hädaolukorra seadus).3 The Emergency Act gives the person in charge of the emergency situation (the Prime Minister) the right to issue orders applying various measures. The orders include a reference that the failure to comply with the measures of the emergency situation prompt the application of the administrative coercive measures set out in the Law Enforcement Act4, and that the penalty payment is € 2000 pursuant to the Emergency Act.5 1.2 Measures affecting the general population 1.2.1 Social distancing In Estonia, after the declaration of the emergency situation, stay at home orders were imposed on people who arrived in Estonia from abroad. -

West-Estonian Archipelago Biosphere Reserve and Lima Action Plan Lia Rosenberg, BR co‐ordinaator Toomas Kokovkin, MAB Focal Point ESTONIA 15.03.2016 LIMA Location on the globe and Europe The West-Estonian Archipelago Biosphere Reserve West Estonian Archipelago Biosphere Reserve is situated in the eastern Baltic Sea and comprises the islands of Saaremaa, Hiiumaa, Vormsi and Muhu, as well as numerous islets and marine parts. Parts of the area are designated as wetlands considered important according to Ramsar specifications. Bioclimatic zone: Boreal Total Area: 15601 km² Including onshore: 4038 km² The number of population is about 40 thousand and the average population density is 10 p/km² Vision until 2025 Estonia’s MAB programme has achieved the development of the W‐E Archipelago into a leading Estonian region for innovation and pilot projects in the field of sustainable use of the natural resources in local natural and semi‐natural land and marine communities. The awareness of sustainable development principles in the region is high and the attitude supports this. The islands’ communities, business people and public support broad‐based development of a green economy and acknowledge it as a functioning cooperation model for achieving social and economic success in the region. POTENTIAL UTILIZATION OF RENEWABLE ENERGY SOURCES AND THE RELATED PROBLEMS Inge Roos1 and Velio Selg2 'institute of Energy Research, I Paldiski Rd., EE001 Tallinn technical University, 116 Kopli Str., EE0017 Tallinn Introduction In 1994, the amount of electricity produced in Estonia was 9.1 TWh (32.8 PJ). 28.22 TWh (101.6 PJ) of fuel energy was used og which 99% of the fuel was oil shale. In 1994, the share of oil shale was 60 % in the balance of primary energy, totalling 180 PJ (Statistical ..., 1995). Because oil shale is a domestic fuel, Estonia's national energy economy is based on it. However, oil shale resources are limited (according to expert estimates they can cover the main share of electricity demand approximately to the year 2025). The future vision of Estonia's energy economy is foreseen to be based on nuclear energy, and on a smaller scale, on the use of different renewable energy sources (Estonian ..., 1994). While the introduction of nuclear requires major investment, the long-term preliminary design, work and efforts for forming public opinion, promotion and development of different renewable energy potentials, as a rule, are affected by economic and ecological factors only. Among Estonia's most significant renewable energy sources are bioenergy, hydropower, solar and wind energy. Furthermore, peat is given a priority in the national fuel balance, but usually not considered a renewable energy source due to its prolonged rotation period. Biomass energy Biomass can be divided mainly into three subgroups depending on origin: natural, man-made and animal biomass. -

Saaremaa & Hiiumaa Overview: Saaremaa is located in the Baltic Sea, south of Hiiumaa island, and belongs to the west Estonian archipelago. Saaremaa County comprises the islands of Saaremaa (the second biggest island in the Baltic Sea with an area of about 2,700 km2), Muhu (206 km2), Ruhnu (11.4 km2), Abruka (10.6 km2) and Vilsandi (8.9 km2), which are inhabited, as well as more than 500 smaller islands and islets. Saaremaa County has a population of approximately 40,000. Territory: Saaremaa, literally ‘Island’s Land’, the second largest island in the Baltic Sea, lies in the Gulf of Riga. Saaremaa is also the biggest island of the Republic of Estonia, situated close to the western or mainland coast of Estonia. Saaremaa consists of low-lying plains resting on limestone, with an average elevation of approximately 15 metres above sea level. These plains have become denuded in many places, resulting in cliffs, pits and quarries. Total Land Area: Saaremaa 2,922 km²; Hiiumaa 1,019 km2; EEZ: limits fixed in coordination with neighboring states; territorial sea: 12 nm; Location: Baltic Sea, Northern Europe Latitude and Longitude: 58 28 N, 22 55 E Time Zone: GMT +2 Total Land Area: 2922 EEZ: 12 Climate: The winter’s mean temperature is 0°C or below, and in the summer the mean day temperature is 20°C. Precipitation: 24-28 inches. Because of its mild maritime climate, and a variety of soils, Saaremaa is rich in flora, with 80% of the plant species found in Estonia being found here. Natural Resources: The major mineral resources of Saaremaa County are dolomite, limestone, curative mud, peat and mineral water.
