Starting with the Crusaders in the 12th century, successive empires battled for and conquered the land. Danes, Germans, Swedes, Poles and Russians all have ruled and left their mark. Local time Estonian local time is UTC+2h, and during the summer season (April - September) UTC+3h. Climate The average temperature in Estonia is generally 6 - 7 C higher than in other countries on the same latitude. In coastal areas the average temperature is 16 to18 C. Summers tend to be warm and dry but autumn days are often rainy. Fog is not common in summer. The sailing season lasts from May, 15 to September, 15 depending on the weather. Currency The monetary unit of Estonia is the Estonian crone (EEK), which is divided into 100 cents. Estonian crone is tied up with German mark- 1DEM= 8EEK. There are many currency exchange points in towns, and in most of harbours. Credit cards are used in some shops particularly in the principal towns. Business hours Shops and public services are opened from 9 to 18 on workdays, from 9 to 19 Saturdays and shops and public services are usually closed on Sundays. Local business hours may vary. Health care Medical treatment is available in customs harbours and in all towns. There are chemist shops in most of municipalities and they carry a good range of medicines LEGISLATIVE FRAMEWORK In Estonia there are 2 basic laws that regulate ports’ and ships’ safety and environment protection in connection with port activities: the Port Act and the Maritime Safety Act. Several Resolutions of the Government and Minister of Transport and Communications are proceeding from the mentioned acts. The construction and building of ports are regulated with the Construction and Planning Act. Environment questions are regulated by the Environment Impact Assessment Act. Commercial activities of ports are regulated by the Business Act. There are many other legislative acts related to border guard and customs formalities that ports have to follow while carrying out their activities. According to the Port Act each port has a land area and a sea area and port’s administration is responsible for ships and cargo safety in its area. Ports are responsible for the actual depth in water basin matching the declared depth. Ports also have to take care of navigational marks if they serve only one specific port even when located outside the port area. If navigational marks serve more than one port, the Estonian National Maritime Board takes care of them. NAVIGATIONAL SAFETY IN ESTONIAN WATERS The Estonian National Maritime Board is responsible for maritime safety in Estonian waters. Since 1993 it has issued several navigational charts in different scales. All Estonian waters have already been covered with 9 charts of 1: 100 000. By now 7 charts of 1: 50 000 covering from Narva- Jõesuu to Osmussaare have been printed and bounded into album. Additional 14 charts of 1: 50 000 is needed to cover the rest of the Estonian waters. They will be printed in the near future and bounded into 2 albums. These albums are very useful for yacht tourists
