Cette dernière s'étend sur douze années (mars 1933-avril 1945) au cours desquelles l'ordre démocratique est démantelé et baillonné. Cet état de choses n'arrive pas du jour au lendemain; il est l'aboutissement de conflits qui opposent, sous la Première République, le camp conservateur au camp social- démocrate. Le résultat de ces conflits, c'est l'élimination par étapes de la démocratie par le parti chrétien-social et ses alliés fascistes, en particulier les "Heimwehren". Celle-ci s'effectue principalement par le fait qu'en 1933 le Parlement est mis hors d'état d'agir et qu'en 1934 tous les partis politiques sont interdits. On peut au contraire définir les deux grandes périodes démocratiques mentionnées auparavant comme jeu de rapports de force entre les partis politiques, jeu qui se déroule essentiellement dans le cadre des institutions parlementaires. -

By 1922, the First Austrian Republic (1918-1938) was experiencing enormous problems, including hyperinflation. Little confidence existed that the country could survive as a unified and independent entity. In this context, the Economic and Financial Organisation (EFO) of the League designed a financial reconstruction scheme for Austria. The scheme was the first such project carried out by an international institution and this thesis explores its genesis, attributes and impacts. This thesis argues that this programme came into existence less, as is sometimes argued, because of the work of idealistic internationalists at the League of Nations, and more because the governments, diplomats and officials of certain powers, particularly France, but also Britain and others, wished to see Austria survive because they regarded its continued existence to be an important part of upholding post-war European order, and furthering their interests and diplomatic strategies. -

Furthermore, the support of financial elites was crucial in successfully launching the scheme, and representatives of these groups were centrally involved in the design and implementation of the programme via the EFO’s Financial Committee. The programme reflected their beliefs about the proper operation of finance and economics, and introduced to Austria orthodox financial measures that had a mixed, in many ways negative, effect on the Austrian economy and on Austrian prospects for stability. -

STAGING THE NATION, STAGING DEMOCRACY: THE POLITICS OF COMMEMORATION IN GERMANY AND AUSTRIA, 1918-1933/34 By Erin Regina Hochman A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of History University of Toronto © Copyright by Erin Regina Hochman 2010 Staging the Nation, Staging Democracy: The Politics of Commemoration in Germany and Austria 1918-1933/34 Erin Regina Hochman Doctor of Philosophy Department of History University of Toronto 2010 Between 1914 and 1919, Germans and Austrians experienced previously unimaginable sociopolitical transformations: four years of war, military defeat, the collapse of the Hohenzollern and Habsburg monarchies, the creation of democratic republics, and the redrawing of the map of Central Europe. Through an analysis of new state symbols and the staging of political and cultural celebrations, this dissertation explores the multiple and conflicting ways in which Germans and Austrians sought to reconceptualize the relationships between nation, state and politics in the wake of the First World War. Whereas the political right argued that democracy was a foreign imposition, supporters of democracy in both countries went to great lengths to refute these claims. In particular, German and Austrian republicans endeavored to link their fledgling democracies to the established tradition of großdeutsch nationalism – the idea that a German nation-state should include Austria – in an attempt to legitimize their embattled republics. By using nineteenth-century großdeutsch symbols and showing continued support for an Anschluss (political union) even after the Entente forbade it, republicans hoped to create a transborder German national community that would be compatible with a democratic body politic.
