Fiscal deficits, elevated debt-to-GDP ratios, and high inflation rates suggest hyperinflation could have potentially emerged in many European countries after World War I. We demonstrate that economic policy uncertainty was instrumental in pushing a subset of European countries into hyperinflation shortly after the end of the war. Germany, Austria, Poland, and Hungary (GAPH) suffered from frequent uncertainty shocks – and correspondingly high levels of uncertainty – caused by protracted political negotiations over reparations payments, the apportionment of the Austro-Hungarian debt, and border disputes. In contrast, other European countries exhibited lower levels of measured uncertainty between 1919 and 1925, allowing them more capacity with which to implement credible commitments to their fiscal and monetary policies. -

DOCUMENTS ON GERMAN FOREIGN POLICY ' 1918-1945 from tbe Brcbt"es of tbe ~erman jforeign .Ministtl2 Series D Volume I FROM NEURATH TO RIBBENTROP September 1 9 3 7 • September 19 3 8 LONDON HIS MAJESTY'S STATIONERY OFFICE In June 1946 the British Foreign Office and the United States Department of State agreed jointly to publish documents from captured archives of the German Foreign Ministry and the Reich Chancellery. Although the main body of the captured archives goes back to the year 1867, it was decided· to limit the present publication to papers relating to the years after 1918, since the object of the publication was" to establish the record of German foreign policy preceding and du:ing World War II". The editorial work was to be performed " on the basis of the highest scholarly objectivity". The editors were to have complete freedom in the selection of the documents to be published. Publication was to begin and be concluded as soon as possible. In April1947 the French Government, having requested the right to participate in the project, accepted the terms of this agree ment. The documents covering the period from July 1936 to the outbreak of War in September 1939 have now been selected jointly by the three Allied Editorial Staffs. They comprise six volumes, and form the first and larger portion of Series D, which will carry the history of German foreign relations to the end of the Second World War. Volume I, the present volume, deals with Germany's foreign policy from the end of September 1937 to September 1938, covering particularly the seizure of Austria in March 1938. -

März 1938 gegen die deutsche Okkupation Öster- reichs leitete eine aktive und großzügige Solidaritätspolitik Mexikos, insbesondere der Präsidenten Cárdenas und Camacho, gegen- über den Flüchtlingen aus dem „Dritten Reich“ und anderen europäischen Ländern ein. Noch diesen Herbst erscheint die DÖW-Dokumentation „Österreicher im Exil. Mexiko 1938–1947“ und damit nach der Veröffentlichung von Quelleneditionen zum österreichischen Exil in Frankreich (1984), Belgien (1987), Großbritannien (1992), den USA (1995) und der Sowjetunion (1999) eine Sammlung von wissenschaftlich edierten Dokumenten zum Wirken und Schicksal jener Österreicherinnen und Österreicher, die zwischen 1938 und 1945 Zuflucht in Mexiko fanden. Art und Charakter der über 400 hier ab- gedruckten Dokumente sind sehr vielfältig: Erinnerungsberichte, Artikel aus Exilzeitschriften, Akten aus mexikanischen, österreichi- schen, deutschen und amerikanischen Archiven, Briefe, Memoranden und Flugblätter von Einzelpersonen oder Organisationen, Interviews mit ZeitzeugInnen, umfangreiche Nachlässe sowie literarische Zeugnisse u. v. m. The Silent Reich: Austria’s Failed Denazification Abstract Between 1945 and 1956, the Second Austrian Republic failed to address the large number of former Austrian Nazis. Due to Cold War tensions, the United States, Britain, and France helped to downplay Austria’s cooperation with the Nazi Reich in order to secure the state against the Soviets. In an effort to stall the spread of socialism, former fascists were even recruited by Western intelligence services to help inform on the activities of socialists and communists within Austria. Furthermore, the Austrian people were a deeply conservative society, which often supported many of the far-right’s positions, as can be seen throughout contemporary Austrian newspaper articles and editorials. Antisemitism, belief in the superiority of Austro-Germanic culture, disdain for immigrants, and desire for national sovereignty were all widely present in Austrian society before, during, and after the Nazi period. These cultural beliefs, combined with neglect from the Western powers, integrated the far-right into the political decision-making process. -

Twenty Years after the Iron Curtain: The Czech Republic in Transition Zdeněk Janík March 25, 2010 Assistant Professor at Masaryk University in the Czech Republic n November of last year, the Czech Republic commemorated the fall of the communist regime in I Czechoslovakia, which occurred twenty years prior.1 The twentieth anniversary invites thoughts, many times troubling, on how far the Czechs have advanced on their path from a totalitarian regime to a pluralistic democracy. This lecture summarizes and evaluates the process of democratization of the Czech Republic’s political institutions, its transition from a centrally planned economy to a free market economy, and the transformation of its civil society. Although the political and economic transitions have been largely accomplished, democratization of Czech civil society is a road yet to be successfully traveled. This lecture primarily focuses on why this transformation from a closed to a truly open and autonomous civil society unburdened with the communist past has failed, been incomplete, or faced numerous roadblocks. HISTORY The Czech Republic was formerly the Czechoslovak Republic. It was established in 1918 thanks to U.S. President Woodrow Wilson and his strong advocacy for the self-determination of new nations coming out of the Austro-Hungarian Empire after the World War I. Although Czechoslovakia was based on the concept of Czech nationhood, the new nation-state of fifteen-million people was actually multi- ethnic, consisting of people from the Czech lands (Bohemia, Moravia, and Silesia), Slovakia, Subcarpathian Ruthenia (today’s Ukraine), and approximately three million ethnic Germans. Since especially the Sudeten Germans did not join Czechoslovakia by means of self-determination, the nation- state endorsed the policy of cultural pluralism, granting recognition to the various ethnicities present on its soil. -

At a glance Austria is a federal republic and a parliamentary democracy. The Austrian Parliament is a bicameral body composed of the National Council (Nationalrat) and the Federal Council (Bundesrat). The 61 Members of the Federal Council are delegated by the nine regional parliaments (Landtage) and represent the interests of the regions (Länder) in the federal legislative process. They need not necessarily be Members of the regional parliament that delegates them, but they must in principle be eligible to run for elections in that region. The overall number of Members of the Federal Council is linked to the population size of the regions. The biggest region delegates twelve, the smallest at least three members. The Presidency of the Federal Council rotates every six months between the nine regions in alphabetic order. It is awarded to the Federal Council Member who heads the list of Members established by her or his region. In most cases, the National Council issues federal legislation in conjunction with the Federal Council. However, with some rare exceptions the Federal Council only has a so-called “suspensive” veto right. The National Council can override a challenge by the Federal Council to one of its resolutions by voting on the resolution again. 2.
