3 2020 VIRGINIA HORSE CENTER GENERAL RULES SECURITY • 540-784-0156 • STABLE OFFICE • 540-464-2966 • FIRE/RESCUE: 911 1. Upon arrival at the Virginia Horse Center, all trailers MUST check in at the Welcome Center (Stable Office). 2. No smoking in coliseum or barns. This is the law. 3. VEHICLES: Drive carefully. Obey all traffic signs. Speed limits are strictly enforced. Every vehicle operator must have a valid driver’s license and proof of insurance. The use of vehicles in the camping areas is restricted to regular roadways for entering and exiting only. Vehicles are permitted only if operated in a safe manner (this is a Virginia state law), but may not be used in the Coliseum or in the interior of any of the barns. Four wheelers and ATVs are not permitted on the VHC grounds. Non-powered scooters, bicycles, skateboards, in-line skates, heelers (skates in shoes) are not permitted in the Coliseum or the interior of any of the barns. The VHC reserves the right to prohibit the operation of any vehicle. 4. Dogs/pets: All dogs/pets must have current inoculations for rabies as prescribed by state of residency. No loose dogs/pets are allowed anywhere on the premises. All dogs/pets that are not crated must be on a -held or tied leash. Loose dogs/ pets will incur a $100 fine. You must clean up after your dog/pet. Coliseum: Absolutely no loose dogs/pets allowed in the coliseum, no dogs/pets are allowed in food service areas of the coliseum with the exception of service dogs. Absolutely no dogs/pets in the mezzanine (second floor of the coliseum) under any circumstances with the exception of service dogs. We ask that your service dog have his/her vest on. Grounds/parking areas/barns/East Complex: All dogs/pets must be on a hand- held or tied leash. 5. No trash or sharps in the manure pits. Sharps should be placed in red boxes in barns. Shows will be charged $1,000 for sharps in the manure pits. 6. ALCOHOL: At events serving alcohol, all ABC laws must be followed. If asked to provide identification for purposes of age validation, you must comply. Those individuals who do not comply will not be served alcohol. Disorderly patrons will be removed from the premises. 7. Theft/vandalism: Anyone involved in destroying property or found stealing property will be prosecuted to the fullest extent of the law. 8. All stalls must have at least one bale of shavings or straw. Sawdust is prohibited. Shavings may be purchased at the Welcome Center (Stable Office). 9. No lunging in posted rings. Lunging is NEVER allowed in Wiley Coliseum, East Arena, Northern, Gerald or DeeDee. 10. No overnight may be stabled in trailers or tied out. 11. Horses are absolutely not allowed to be ponied behind any moving vehicles. 12. No vehicles allowed in the barns. 13. Campers must register at Stable Office. 14. Check-In time and check-out time subject to show date. 15. No gray water is to be dumped on the ground. Sewage arrangements are made through the stable office. 16. Campfires are not permitted. 17. Campers must keep their sites clean and dispose of refuse in the receptacles provided. All campers will be responsible for leaving the campsite as they found it. Any damage or repairs resulting from negligence shall be the responsibility of the camper. 18. All central service buildings and other facilities in the campground are for campers’ and exhibitors’ use only. 19. Firearms and fireworks are not permitted. 20. No tent, camper, RV or camping equipment shall be left unattended longer than 24 hours without written permission from campground management. 21. Any loss, theft, accident or disturbance should be reported to the Virginia Horse Center Security. Lost and Found is located in the Security Office. 22. Virginia Horse Center management reserves the right to remove from the premises any camper or visitor who is in violation of these rules and regulations. 23. The Virginia Horse Center shall be held harmless against all claims, costs, losses or liability of every nature and kind asserted against or incurred by camper arising or resulting in any respect from camper’s occupancy and use of premises, and/or visitor and visitor’s use of premises. 24. There will be a fine for anything hooked to or suspended from electrical conduit in the barns. This is extremely dangerous and electrocution could occur.

EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CUR­RENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Breeding classes.

• All questions not covered in these rules and regulations, shall be decided by the show management whose decision shall be final. • Every horse entered for competition will comply with the rules of the horse show management, but management will, in no case, be responsible for any loss or damage that may occur, and it shall be condition of entry that each exhibitor shall hold this horse show and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire or otherwise. • The management reserves the right to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit entries and cancel award prizes without claims for damages; to cancel or combine unfilled classes, or to reschedule classes after due notice to exhibitors; to change rings or rotate judges. • Exhibitors are notified that any act of discourtesy or disobedience to the judges or officials, on the part of the owner, manager, rider, or groom shall disqualify the horse, and the owner shall forfeit his entry fee and other fees. • Show management reserves to itself the power to prohibit any person from attending or showing a horse in the ring and to remove any groom or horse from the show without being liable for compensation. • In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, bio-hazardous medical waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. • Each entry must complete the enclosed entry form including all required numbers and signatures. It is the competitor and trainers responsibility to fill out the entry agreements honestly and properly. Forged signatures will not be accepted. • Stalls: $250 per week, must be paid and reserved in advance. No sharing of stalls. Text Keedie Leonard at 540-294-5750 to reserve stalls. NO CALLS PLEASE. • Entries accepted on a first-come, first-serve basis. All stall reservations must be received by Monday, August 31. • Prize Money: Will be credited to your show account against your entries and stalls. Any other funds due a competitor will be paid out via US postal mailing within 30 days of the shows close. Social Security and tax information must be provided to the show office prior to the distribution of any monies. • Post Entries: The charge for post entries is $50.00 per horse for any entry not received on or before the closing date on Monday, August 31st. • Returned Checks: all returned checks will be charged a $50 returned check processing fee and/or any other bank associated fees and/ or penalties incurred. • Refunds: Refunds will be made upon management approval through the show office less the office fee of $50.00 and any other fee’s associated with that entry as deemed appropriate by show management. Communication is key in ensuring scratches and refunds are handled appropriately. Please make every effort to communicate with show management if you have experienced an illness of horse or rider or family member that may necessitate a scratch

5 • Health Requirements: Current Negative Coggins (EIA) paper work must be presented along with certificates of vaccination as required by USEF and the VHC. Competitors must ensure that their animals are in good health and not exposing other horses to communicable diseases or other health risks. Management may order a veterinary examination of any horse on the competition grounds at any time if it is determined an animal may be sick or possibly jeopardizing the welfare of the competitions animals. Pursuant to USEF GR- 845 all horses must have certificate of vaccination for EIV and EHV within 6 months of the start of the competition. • Stabling: Stalls are permanent with full sliding doors and packed clay base. Temporary stalls may be used if entries warrant. Stalls are assigned at Management discretion. Horses stalls must be kept clean and with adequate bedding while on the grounds of the VHC. Bedding purchased from the Virginia Horse Center must be used. • Dog policy: Must be leashed and under control at all times. Dogs are NOT allowed in the coliseum, in food prep, serving, and eating areas. Please do not bring your dogs to exhibitor parties or other social gatherings with large crowds. If your dog disrupts an exhibitor on course through barking or running into or beside a ring; you will be held financially responsible for the competitors round. • Arena sizes and footing: Coliseum is 150’ x 300’ (Sand), Wiley Ring is 150’ x 280’ (Kruse Cushion/Sand), Northern Arena is 128’ x 272’ (Kruse Cushion/Sand), Dee Dee Arena is 118’x280’ (Sand/Fiber Mix), Schooling areas are regulation size, and the Sandy Gerald Ring is 250’ x 220’ (Kruse Cushion/Sand) • Headgear: Pursuant to USEF GR-801 and all current applicable state and/or local association rules and regulations. ASTM-SEI approved headgear is required at all times when mounted for all Hunter, Jumper, and Hunter Equitation riders as required by USEF rules. All Non-Jumping competitors must follow their current association’s rules and regulations. Equestrian sports are inherently dangerous and the risks associated with such activities while not wearing an approved helmet are extremely dangerous. • Hunter Prize Money: Prize money paid out pursuant to USEF HU-110.8 and offered in accordance with USEF GR­313.6. • Jumper Prize Money: Prize money is paid out pursuant to JP-108.1 and JP-108.2 and JP-150. • Horse Welfare: Management may at any time take action including elimination of a horse from competition and/ or remove them from the show grounds if they observe any excessive cruelty or improper care and/or custody of an animal while on the competition grounds. Excessive schooling, whipping, and/or any unacceptable treatment of a horse while on the grounds will not be tolerated and immediate action will be taken. The care and custody of the horses on competition grounds are paramount and must meet or exceed basic industry standards. Horses must be in good general health, stabled on adequate bedding, with proper feed, hay and ample water at all times. Management may inspect the stabling and/or ship in areas of the completion grounds at any time. • Non-Showing Horses: Horses in stalls or on the grounds who are not showing must complete an entry agreement and liability statement in the show office prior to being ridden on the grounds. Additionally a Non-Showing fee of $100 will be assessed along with all applicable stall and office fees. • Settlement of Accounts: All show accounts must be closed out at the show. Any open entry accounts will be closed by management and a $50 processing fee will be added per entry.

FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry form as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longer and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of the United States Equestrian Federation, Inc., (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cable-casts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

REMINDER All USEF Life and Senior Active members, as well as participants who have regular contact with minor athletes, are required to comply with the U.S. Center for SafeSport training requirement to be eligible to participate in the competition. All participants must adhere to the U.S. Center for SafeSport Code, USEF Safe Sport Policy, and the Minor Athlete Abuse Prevention Policies. More information about these can be found at www.usef.org

To be eligible for any stake or classic the horse/rider must have been entered and competed in one other jumper class. Child/Adult and Junior/Amateur Jumper sections high/low may be combined with less than 4.

14 JUMPER SPECIFICATIONS • No nomination fee required for any Jumpers. • Any excessive use of force (i.e. striking a horse with a crop more than 2 times) or striking a horse in the head or neck or in front of the girth will result in immediate disqualification of that entry from further competition and may result in charges by the USEF Steward and/or officials. • Ties- In all Jumper Classes, refer to USEF Rules. Classes will NOT remain tied. • No Poling or Offsets are allowed on the grounds. • Current USEF schooling rules and procedures will apply. Any disregard for the schooling rules and/ or failure to abide by the instructions of the schooling supervisor and/or Jumper Paddock Master will result in elimination from the class in which the incident occurred and forfeiture of all entry fee’s associated with such class. The show officials and Steward may issue charges and/or warning cards upon review. • Proper attire is required for all Jumper Classes. Solid or tactful shirts are acceptable for Non­ Classic classes. NO T-shirts are allowed. No Sleeveless or scoop neck shirts are allowed. Riders should be neatly attired and turned out. • Office issued numbers must either be worn on the riders back or clearly displayed on the horse so the Paddock Master and Judges can clearly see the number upon entering the arena. Small bridle or martingale numbers are not acceptable. • The 45 Second Rule will be observed in all Jumper classes & Classics. • All Jump Orders will be according to USEF rule JP 111.2. It is the riders responsibility to ensure they are declared the day prior by the time the office closes. It is also the rider’s responsibility to ensure they are on the jump order prior to a class start. • All Classes that do not have a posted order of go, riders MUST check in with the paddock master prior to the class start or they will not be allowed to compete in that class. • Riders may scratch a class without penalty and receive a refund after the course walk but prior to the first horse on course. No refunds issued after a class has started if you have not scratched accordingly. • Championships awarded in Junior/Amateur sections, Child/Adult sections, Pre Child/Adult & Modified Child/Adult. • Championship ties will be broken by the higher placed horse in a Stake/Classic placing.

USEF Motorized Vehicle Statement Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above-described motorized vehicles as long as an adult with a valid driver’s license accompanies them. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages,­ claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder­ of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.
