The lengthy and complex post office re- placement process, however, discourages the Postal Service from realizing these savings. If the Congress chooses to maintain the current replacement process, GAO pro- vides recommendations to strengthen and streamline supporting policies and prac- tices.     A Postal Primer: The Basics and Pivotal Issues Affecting the Future of the United States Postal Service April 16, 2019 www.21stcenturypostal.org A POSTAL PRIMER: THE BASICS AND PIVOTAL ISSUES AFFECTING THE FUTURE OF THE UNITED STATES POSTAL SERVICE KEY TAKEAWAYS The Postal Service is self-sustaining: it receives no taxpayer dollars, deriving its revenues from postage. The Postal Regulatory Commission serves as a check on its rate, classification and some other powers. USPS serves every citizen and business everywhere, every day: 158 million addresses. It is a crucial service in Rural America, and around the country. It delivered more than 146 billion letters, cards, periodicals, packages, prescriptions and much more last year alone. It employs about 500,000 career and 635,000 total personnel, including 100,000 veterans, and is the beating heart of a $1.4 trillion industry. It is in serious financial trouble in part because its core mailing business is steadily diverting online. But its package segment has grown dramatically, generating $7 billion toward overhead, nearly 25% of the total. Notwithstanding the speedy erosion of its mail base, USPS has still managed to cut costs and operate in the black over the past few years. The losses are caused by a statutory obligation to “prefund” its retiree healthcare to 100% - virtually alone among public or private sector entities. Integrating the 20% or so of its retirees who do not now subscribe into Medicare, as laid out in bipartisan legislation in the previous two congresses, would eliminate that obligation. All such retirees are eligible for Medicare, and have paid Medicare taxes for decades.

The Postal Service has been under attack for years by the private corporations and from within the management ranks. However, the USPS continues to make cuts that not only hurt the Postal brand, but it also deters people from utilizing its services, casting doubt that the first-class letter is dead, when in fact the USPS depends on its revenue. The USPS believes it’s more important to build on the goal to provide services for the big corporate mailers, not the individual customer. The attacks include: Cutting hours, closing post offices, closing mail processing plants, suspending post offices indefinitely, and trying to degrade postal work, utilizing cluster boxes, cutting service standards, by outsourcing work to retail stores, and killing the sanctity of the mail.

In administrative practice, the USPS differentiates among several categories of postal facilities. Regarding one category of its facilities, the USPS announced in May 2009 that it was considering the closure of 3,105 of its 4,851 post office branches and stations. These facilities provide the public with postal services, such as stamp sales, post office boxes, and package shipping. Since the original announcement, the USPS has indicated that the number of possible closures may be more than 3,200. This report provides (1) information on this recent announcement; (2) historical data on the number of post offices and other retail postal facilities; (3) an explanation of the legal authorities relevant to retail postal facility closures; (4) a review of the retail postal facility closure processes, including data on public appeals of closures, and H.R. 658’s proposed alterations to the processes; and (5) a concluding discussion that suggests observations and possible issues for Congress. The USPS has cited financial duress as a reason for its proposed closure of up to 64% of its 4,851 post office branches and stations.

With the issuance of the Legends of Baseball stamps, we have a wonderful opportunity to demon- strate our role as a community leader by coordinating local events to help celebrate one of our coun- try’s greatest traditions and America’s favorite pastime. Over the past year, the Postal Service has partnered with Major League Baseball to develop this pane of stamps honoring 20 of baseball’s greatest players. The events surrounding the issuance of these stamps will give our customers, employees, friends, and family an opportunity to share in the pride and glory of All-Star Week this year. The stamps will be issued July 6 in conjunction with the “Club MLB Road Show” at International Plaza in Atlanta. In addition to sales that day at Atlanta post offices and at the Club MLB Road Show, the stamps will be sold at a Postal Service retail booth at the John Hancock All-Star FanFest July 7–11. The week’s festivities end with the 71st All-Star Game at Turner Field.     KEEPING POST OFFICES PUBLIC: THREE CASE STUDIES ON THE DISPOSAL AND REHABILITATION OF HISTORIC POST OFFICES A Thesis Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Master of Arts by Katherine Victoria Coffield January 2013 © 2013 Katherine Victoria Coffield ABSTRACT The United States Postal Service (USPS) plans to close thousands of its facilities over the next decade in response to a steady decline in patronage and severe budget deficits. Many of the buildings under review for closure and sale are historic post offices. These venerable civic structures often boast distinctive architectural designs and occupy prominent downtown locations. Given their favorable characteristics, historic post offices deemed to be excess by the federal government are prime candidates for redevelopment. Their closure and sale raises the important question of how these buildings can best be reused in the future. Local post offices are icons of civic culture and a source of community pride. Traditionally, the buildings acted as civic and social centers. Everyone visited the post office on a regular basis to retrieve their mail, making it a place to meet neighbors and share news. Post offices continue to serve as true democratic spaces that allow equal access to all citizens and foster a greater sense of community identity. They are special places that revive poignant memories in the hearts of many. Optimally, historic post offices that are declared surplus will remain public amenities due to their vibrant civic legacy. Keeping Post Offices Public examines how the disposal and rehabilitation of historic post offices for public purposes enables their civic legacy to be preserved.
