MILES FAIRBURN University of Canterbury Dominating the relatively substantial literature on the history of the Chinese in New Zealand is the story of their mistreatment by white New Zealanders from the late 1860s through to the 1950s.1 However, the study of discrimination against the Chinese has now reached something of an impasse, one arising from the strong tendency of researchers in the area to advance their favourite explanations for discrimination without arguing why they prefer these to the alternatives. This practice has led to an increase in the variety of explanations and in the weight of data supporting the explanations, but not to their rigorous appraisal. In consequence, while researchers have told us more and more about which causal factors produced discrimination they have little debated or demonstrated the relative importance of these factors. As there is no reason to believe that all the putative factors are of equal importance, knowledge about the causes is not progressing. The object of this paper is to break the impasse by engaging in a systematic comparative evaluation of the different explanations to determine which one might be considered the best. The best explanation is, of course, not perfect by definition. Moreover, in all likelihood an even better explanation will consist of a combination of that best and one or more of the others. But to find the perfect explanation or a combination of explanations we have to start somewhere. -

Informe El anuncio de China continental del establecimiento de una Zona de Identificación de Defensa Aérea en el Mar de China Oriental, que incluye en su perímetro a las deshabitadas Diaoyutai, también provocó revuelo en Taiwán. Taipei, que calificó la decisión de “lamentable”, reunió a su Consejo de Seguridad Nacional y estableció contacto con EEUU y Japón, significando que ni sus reclamos de soberanía ni la leve superposición de esta nueva zona con la propia de la República de China motivarían cambios en la delimitación de su propia área. Por su parte, Beijing hizo saber que la citada zona concuerda “con los intereses de ambos lados del Estrecho”. A la pregunta de si Taiwán la aceptaría o no, el gobierno no ha respondido de manera definitiva pero 1 las aerolíneas han empezado a entregar sus planes de vuelo a China continental (al igual que Singapur o Filipinas y, unos días después, Corea del Sur y EEUU, por el momento) argumentando razones de seguridad. Taipei, señaló que la decisión, que en ningún caso fue objeto de consulta previa, no es favorable para el positivo desarrollo de las relaciones a través del Estrecho y así se lo hará saber al continente “a través de los canales adecuados”. La oposición acusó al gobierno de respuesta “muy débil” ante tal violación de la soberanía taiwanesa. Los diputados del PDP y la UST ocuparon el estrado de la presidencia del Yuan legislativo para protestar, exigiendo medidas enérgicas. -
The Study of Xi Jinping Malaysia Overseas Chinese Affairs Policy
The Study of Xi JinPing Malaysia Overseas Chinese Affairs Policy Toh, Jin-Xuan Xi Jinping, the President of the People’s Republic of China adopted the ideology of “Chinese Dream” as the highest guiding principle in his reign. He also developed the “One Belt One Road” economic strategy as one of his global initiatives. Xi’s aggressive style of ruling means that he has abandoned Deng Xiaoping’s strategy in keeping China in a low profile. His government is getting more active and vocal in the fields of foreign and Overseas Chinese affairs. In this paper, systematic theories are applied to study Xi’s Overseas Chinese policies. With a background research of the history of Overseas Chinese affairs, this paper includes studies on Xi’s “Chinese Dream”, on the assignments of personnel in the Overseas Chinese Affairs Office, and on Xi’s strategies of foreign trade and diplomacy. This paper also explores China’s soft power and its influences upon Malaysian political parties and the Chinese community throughout the implementation of Overseas Chinese policies. This study shows that Xi’s Overseas Chinese policies towards Malaysia are full of challenges. First, China’s active participation in the Overseas Chinese affairs imposes high risks on the fragile relationships among ethnic groups in Malaysia. It might also affect the diplomatic relations between Malaysia and China. Second, China might have to face pressure from the Malaysian government and the Malays when they are working on Overseas Chinese policies towards Malaysia. Third, the Malaysian Chinese community generally upholds “One China policy”, and the business and political leaders of the community have stood up to support the ideology of “Chinese Dream”. -

“Kung Flu” Fighters: Illuminating Resilience & Solidarities Among the Chinese Diaspora Sabrina Lin | Amherst College | Spain, South Africa, USA | Summer 2021 OVERVIEW: T he Chinese diaspora is bonded by shared phenotype and some sense of a faraway homeland—an arbitrary designation in some ways, but one rendered especially fraught by the pandemic. The pandemic has most obviously wreaked havoc on world’s health and brought about reports of racist hate crimes for the Chinese diaspora in particular, but it has also inspired burgeoning movements for solidarity and social change. The viral hashtag #IAmNotAVirus, for example, has found success in translation in Spanish-speaking and French-speaking countries around the world. In South Africa, Chinatown communities have participated in successful mutual aid efforts to support local businesses impacted by lockdown and xenophobic avoidance. For all their differences, many Chinese diasporic communities are finding new or renewed connections in the midst of the pandemic. This raises the question: how might both the diaspora's diverse experiences and emergent solidarities create more understanding and empathy in an increasingly divided world? In order to highlight resiliencies across distinct global communities, I propose to create a podcast: an auditory collection of personal histories as told by members of the Chinese diaspora, who have very different upbringings, but who face a pandemic that has flattened their ethnic identities into “dirty bat eater.” Traveling to Chinese diasporic communities in Spain and South Africa, I will explore how the pandemic has affected identity and resilience across the Chinese diaspora—by not only collecting these stories, but also participating in the community work that sustains these networks and recording my own experiences. -
Localization and the Chinese Overseas: Acculturation, Assimilation, Hybridization, Creolization, and Identification
Cultural and Religious Studies, February 2018, Vol. 6, No. 2, 73-87 doi: 10.17265/2328-2177/2018.02.001 D DAVID PUBLISHING Localization and the Chinese Overseas: Acculturation, Assimilation, Hybridization, Creolization, and Identification TAN Chee-Beng Sun Yat-sen University, Guangzhou, China Based on materials on the localized Chinese overseas, including the Melaka Babas, who are mostly Malay-speaking Chinese, this article reflects on the use of such terms as acculturation and assimilation, as well as hybridization and creolization, in relation to highly localized Chinese. All these concepts are seen as different ways of describing cultural formation in transcultural context. In particular, the relevance of using creolization to refer to the kind of creative process of cultural formation beyond its original usage in the Caribbean is discussed. This results in the identification of fragmented creolization as in the case of the Caribbean and a rooted creolization as in the case of the Babas. The author shall first discuss the issues of assimilation and integration, followed by hybridization and creolization. This is followed by the discussion on localization of Chinese overseas and identity. The concluding section provides some remarks on the concepts reviewed, and three main categories of acculturated Chinese are identified, namely, Chinese who are linguistically assimilated but still observe major Chinese traditions, Chinese who are so acculturated to the mainstream society that they hardly practice Chinese traditions, and Chinese who are both highly localized and highly mixed “racially”. Though Chinese influence is not a ne\V factor in the international geo political syste1n, the synergy between China's growing purchasing po\ver and its political \vill is dra\ving increasing attention on the world stage. With China's e111ergence as a global econontic powerhouse and the Chinese state's extraction of massive revenues and tremendous foreign reserves, Beijing has learned to flex these financial 1nuscles globally in order to achieve its polit ical goals. Essentially, the rise of China has enabled the PRC to speed up its n1ilitary moderniza tion and adroitly co1nbine econonllc measures and 'united front \Vork' in pursuit of its national interests. Hence Taiwan, whose sovereignty continues to be contested by the PRC, has been heavily i1npacted by China's new strategy. The Chinese ca1npaign kno\vn as 'using business to steer politics' has arguably been success ful in achieving inany of the effects desired by Beijing. For exan1ple, the Chinese government has repeatedly leveraged Taiwan's trade and econonllc dependence to intervene in Taiwan's elections. Such econonllc dependence n1ay constrain Taiwanese choices within a structure of Beijing's creation. In son1e historical 1no1nents, however, subjective identity and collect ive action could still en1erge as 'independent variables' that open up \Vindo\vs of opportun ity, expanding the range of available choices. -

Taxonomy of the Diaspora-Engaging Institutions in 30 Developing Countries More than ever, diasporas — the “scattered seeds” most governments previously ignored and in some cases even maligned — are increasingly seen as agents of development. Aware of this potential, some developing countries have established institutions to more systematically facilitate ties with their diasporas, defined as emigrants and their descendants who have maintained strong sentimental and material links with their countries of origin. The number of countries with diaspora institutions has increased especially in the last ten years, and they range across multiple continents, from Armenia to Somalia to Haiti to India.
