    Remarks by Jeanne Pollès President, Latin America & Canada Region Philip Morris International Inc. Investor Day Lausanne, September 29, 2016 (SLIDE 1.) Thank you Nick. Good afternoon, Ladies and Gentlemen. I am very pleased to share with you the strong results of PMI’s Latin America & Canada Region and our solid prospects for continued growth. (SLIDE 2.) I will first give you a brief overview of the Region and our volume, share and financial performance. Next, I will outline our main Regional strategies that should enable us to grow our share of market. They should also position the Region to target annual currency-neutral adjusted OCI growth, excluding RRPs, in the high single-digits over the mid to long-term. I will then cover our top markets and finally, following my closing remarks, I will gladly take your questions. (SLIDE 3.) We are the second largest competitor in the Region with a 2015 cigarette market share of 38.9%, up by 0.9 points versus 2013. We are closing the gap with our main competitor. We are present in 44 markets, employ more than 11,000 people and operate ten cigarette manufacturing facilities. Our business and financial performance have been exceptional, generating double- digit adjusted OCI growth, excluding currency, over the past four years, as well as strong cigarette market share growth. These results have been achieved despite the challenging political and economic environment which has resulted in a high degree of instability and unpredictability in many countries, mainly due to fiscal deficits. We also face high inflation, especially in Argentina, Brazil and Venezuela, combined with a currency devaluation against the U.S.

Note Smokers: Nuisances in Belmont City, California—In Their Homes, But Not on Public Sidewalks Georges Tippens∗ “I think this is an uncommonly silly law.”1 INTRODUCTION On October 9, 2007, the City of Belmont, California Council approved a smoking ordinance prohibiting smoking in all workplaces, outdoor public places, indoor and outdoor multi- unit residence common areas, and owner or renter units that share common floors and/or ceilings with another unit in multi- unit residences.2 While other cities have similarly restrictive bans regarding outdoor smoking,3 the City of Belmont ordinance is likely the first to prohibit smoking within multifamily residential units.4 Multifamily unit dwellers wishing to smoke may do so at designated smoking areas located at least twenty feet from a window or door of the multifamily complex.5 In addition, the ordinance permits smoking on sidewalks and streets, unless the area is an outdoor workplace or there is a city-sponsored event occurring.6 The effort to prevent smoking in public places has gained traction over the past forty years based on studies detailing the adverse effects of environmental tobacco smoke (“ETS”), © 2009 Georges Tippens.

Physicians for a Smoke-Free Canada: Tobacco Project I INTRODUCTION Michael Jantzi Research Associates Inc. (MJRA) tracks the social and environmental performance of Canadian companies. MJRA was retained to provide a list of Canadian firms that are involved in the manufacture of tobacco or tobacco-related products. Kinder, Lydenberg, Domini & Co., Inc. (KLD) provides social research on US corporations. KLD provided information regarding non-Canadian companies that manufacture tobacco or tobacco-related products. This report begins by exploring MJRA’s research methodology. It then describes the tobacco screen, which MJRA developed in order to define whether or not a company is involved with the manufacture of tobacco or tobacco-related products. Next, the report focuses on a table highlighting all tobacco companies and their countries of origin, before providing some additional information about the Canadian companies and non-Canadian firms identified by MJRA and KLD as having involvement in this area. II RESEARCH METHODOLOGY In reviewing and analysing the social performance of Canadian companies, MJRA utilises a comprehensive array of sources, including corporate documents and filings; major press (both national and international); periodicals, journals, and trade publications; government publications and databases; investment services databases, and our own files. MJRA analysts also conduct interviews with a wide variety of stakeholders, including community, company, industry, government, and union contacts.
