Jakarta, 06 Juni 2008 Yastri Rustina ABSTRAK Yastri Rustina Kebijakan Politik Gus Dur Sebagai Presiden RI Ke-4 Terhadap Referendum Aceh Kebijakan politik yang dikeluarkan oleh Presiden Gus Dur dalam menghadapi referendum Aceh adalah mengadakan dialog dengan masyarakat Aceh dengan damai. Tuntutan referendum dengan opsi merdeka tidak dapat dipenuhi oleh pemerintah karena persoalan Aceh masih bisa diatasi dengan cara lain salah satunya melalui dialog. Selain itu pula Presiden Gus Dur berhasil mengadakan perundingan dengan GAM yang dilakukan di Swiss dan menghasilkan adanya Jeda Kemanusiaan di Aceh. Pernyataan Gus Dur mengenai persetujuan dilaksanakannya referendum di Aceh bukanlah suatu kebijakan akan tetapi itu hanyalah pernyataan pribadi dari Presiden Gus Dur. Referendum Aceh merupakan tuntutan dari masyarakat Aceh dimana di dalamnya terdapat dua opsi pilihan yaitu berpisah dari Indonesia atau tetap bergabung. Referendum ini berawal dari kekecewaan masyarakat Aceh terhadap pemerintah pusat dari masa Soekarno sampai masa Orde Baru pimpinan Soeharto, dimana saat itu diberlakukannya Daerah Operasi Militer atau yang biasa disebut DOM. DOM diberlakukan untuk menumpas Gerakan-Gerakan Pengacau Keamanan akan tetapi pada prakteknya rakyat Aceh yang tidak bersalah menjadi korbannya. Referendum muncul dari demonstrasi para mahasiswa yang terinspirasi oleh peristiwa Timor Timur. Dalam perkembangannya mereka mendirikan Sentral Informasi Referendum Aceh yang kemudian mengadakan Sidang Umum Masyarakat Pejuang Referendum Aceh yang menghasilkan dua opsi yaitu merdeka atau tetap bergabung dengan Indonesia. Penelitian ini ingin mengetahui bagaimana kebijakan seorang presiden dalam hal ini Presiden Gus Dur menangani masalah referendum Aceh ini. Melalui berbagai sumber Presiden memang sempat mengemukakan bahwa ia setuju dengan adanya referendum di Aceh namun dalam referendum tersebut tidak ada opsi merdeka ia hanya menawarkan otonomi khusus ataupun otonomi istimewa. KATA PENGANTAR Bismillahhirahmanirrahim. Puji beserta syukur penulis panjatkan ke hadirat Allah SWT yang telah memberikan nikmat iman dan islam dan hanya dengan ridho dan inaya-Nya-lah sehingga penulis dapat menyelesaikan penulisan skripsi ini.     M. ISA SULAIMAN and GERRY VAN KLINKEN The rise and fall of governor Puteh This chapter started life with only one author, M. Isa Sulaiman. Four days after presenting it at the authors’ conference in Jakarta on 22 December 2004, he was among those who died in the great tsunami that struck Aceh (see in memoriam in this volume). Henk Schulte Nordholt and I decided as editors that the orphaned chapter should pass into my foster-care for the final phase. Isa had lived at our house in Leiden for five months in 2003, where he and I talked often about Aceh. I dare to think he would agree with the way it has been taken forward. He is responsible for all the factual material (drawn from local news clippings and interviews with many of those named). My part has mainly been to step back from it and say why it was important to write this, as well as to make explicit some theoretical understandings that lay hidden between the lines. He was particularly impressed with a chapter on Aceh in David Brown’s ‘The state and ethnic politics in Southeast Asia’ (1994). Some of Isa’s masterly command of detail had to be sacrificed in the interests of the less specialized reader. Gerry van Klinken Introduction Understandably enough, most media reporting on Aceh before the tsunami was about the war. It focussed on the two armed parties, Indonesia’s armed forces TNI (Tentara Nasional Indonesia) and the Acehnese liberation army GAM (Gerakan Aceh Merdeka). This has also been true of scholarly work on Aceh.

It is a very diverse country with a history of several challenges to the state’s external boundaries, as well as internal ethnic and religious conflict. A strong anti-colonial nationalist movement constructed a core set of symbols and ideas around which the nation and state of Indonesia were eventually created, including Bahasa Indonesia as the national language.1 During three decades of authoritarian rule, the state primarily emphasised unity and national integrity over accommodating its diversity.2 Repression was routinely used to quell rising grievances. When the regime began to democratise in 1998, several groups mobilised and demanded more autonomous powers and resources. Most groups primarily grumbled over strong state centralisation. Acehnese, Papuans and East Timorese, however, developed sub-state nationalist movements, all of which demanded independence in response to deeply seated grievances. Decades of violent repression, human rights abuses at the hands of the armed forces, displacement and marginalisation fed strong resentment against the Indonesian state.

    Shadia Marhaban WCFIA RESEARCH PAPER WOMEN IN POST-CONFLICT ACEH: PARTICIPATION IN SOCIO- ECONOMIC AND POLITICAL PROCESSES INTRODUCTION Six years after the signing of the Memorandum of Understanding in Helsinki (Helsinki MoU) that ended the 30-year separatist movement in Aceh, Indonesia, there remain unresolved issues of the fairness, effectiveness and sustainability of post-conflict economic assistance programs, especially those concerning women. This paper explores the extent to which economic assistance since the Helsinki MoU was signed on August 15, 2005 between the Free Aceh Movement (GAM) and the Government of Indonesia, has helped or hindered the quality of life of the women in Aceh, specifically their economic and political status. In this analysis, I draw upon my own observations and experiences in the field as President and Co-Founder of the Liga Inong Acheh (LINA- Acheh Women’s League) and as an Acehnese woman directly involved in the conflict and the peace negotiations. These information sources include meetings, talks and interviews I conducted with various people relevant to this topic, and are supplemented with a literature review. I provide the necessary historical, cultural, and political context regarding women in Islamic Aceh to address the specifics of economic assistance and to review the current status of women in this unique province of Indonesia. Central to my analysis are the results of interviews conducted by the Acheh Women’s League in the districts of 1 Bireuen1 and Pidie2 in 2010. The women in these interviews spoke about lost political opportunity since the conflict. They have a good understanding of the realities of life and what they could gain if economic programs targeted to them are designed to empower them economically in a sustainable way.
